RESOLUTION
WHEREAS, the Chicago Transit Authority has proposed bus transporta-
tion in Evanston; and
WHEREAS, this proposal contemplates a 25-cent fare within Evanston
for local traffic on both rapid transit and buses with full transferability
within Evanston south to and including the South Boulevard station; and I
WHEREAS, the proposal contemplates the continuation of the presently
operating rapid transit stations with the C.T.A. bearing losses at present
levels:
NOW, THEREFORE, BE IT RESOLVED that the City Manager be authorized
• to negotiate immediately with the C.T.A. for a purchase of service agreement
for public mass transit in accordance with the following conditions:
1. Evanston agrees to subsidize -the bus system proposed in the
attached map and service schedule, or a variation of it as
agreed upon by the C.T.A. and Evanston, for a period of
one year to a maximum amount of $300,000. In the event
that the first three months experience demonstrates that
changes in levels of service are necessary to keep the
annual deficit at that level, Evanston may then, and
thereafter when appropriate, elect to increase the subsidy
or reduce the level of service. The subsidy shall be re-
duced so as to cover the actual deficit in Evanston bus
operations in the event that the deficit is less.

2. Evanston and the C.T.A. shall hereafter negotiate for addi-
tional subsidies, if necessary, to share in reasonable
proportions any increased deficits arising from the opera-
tions of present rapid transit stations.
3. For a period of three years, or until a Regional Trans-
portation Agency commences operations, whichever first
occurs, the C.T.A. shall agree to provide bus services
in Evanston at the level requested by Evanston so long as
Evanston subsidizes the'operating deficit.
4. The C.T.A. and Evanston shall agree on a reasonable cost
allocation formula.

5. In the event an R.T.A. commences operation, the C.T.A. will
use its best efforts to have the then existing level of
services continued and to have an equitable portion of the
State funds replace the Evanston subsidy.
6. That priority in hiring for system be given to former
employees of old Evanston Bus Company to the extent possible.
