A Resolution Calling for Flexibility
in Determining the Revenue Producing
System Used by Wastewater Treatment
Agencies in Meeting the Intent of the
Water Pollution Control Act Amend-
ments of 1972.
WHEREAS, the Metropolitan Sanitary District of Greater
Chicago has for over eighty years operated successfully under
a system of ad valorem tax, and has also implemented a very
successful industrial surcharge, and;
WHEREAS, an interpretation of the requirements of the Water
Pollution Control Act amendments of 1972 by the U. S. Environ-
• mental Protection Agency that would require the MSDGC to im-
plement a new system of user charges would cause increased
operating costs and delay of many required improvements;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Evanston urges the United States Environmental
Protection Agency to consider that any revenue producing system
that accomplishes an equitable distribution of costs between
industrial and domestic classes of users for the maintenance and
operation of sewage treatment facilities, on a cost effective
basis as determined by the funded agency, be deemed to meet the
requirements of the Federal Water Pollution Control Act Amend
ments of 1972 and the rules and regulations implementing the Act.

The City Manager is hereby directed to transmit certi-
fied copies of this Resolution to the appropriate governmental
agencies.
