A RESOLUTION
Calling a Special Election
on the Proposition of Abolishing
the Office of City Treasurer
WHEREAS, the City of Evanston is a home rule unit under the
provisions of Article VII of the Constitution of Illinois, 1970;
and
WHEREAS, Subsection 6 of Article VII provides in Subparagraph
(f) :
"A home rule unit shall have the power, sub-
ject to approval by referendum, to adopt, alter
or repeal a form of government provided by law...
a home rule municipality shall have the power to
provide for its officers, their method of se-
lection and terms of office only as approved by
referendum or as otherwise authorized by law;"
and
WHEREAS, the electors of the City of Evanston have hereto-
fore elected a City Treasurer pursuant to the provisions of Sub-
section 3-4-1 of Article III of Chapter 24 of the Illinois Re-
vised Statutes; and
WHEREAS, it is the desire of the City Council of the City of
Evanston to submit to the electors of the City of Evanston the
question of whether the office of City Treasurer should be abol-
ished; and
WHEREAS, Section 28-4 of the Election Code provides for the
manner of..conducting referendums required by the Constitution
in respect to units of local government; and
WHEREAS, the City Council, as governing body of the City of
Evanston, a unit of local government, desires to utilize the ref-
erendum procedures set forth in Section 28-4;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That there shall be submitted to the voters of
the City of Evanston at the regular municipal

election -to be held on April 1, 1.974, the following proposition,
• to wit:
"Shall the office of City Treasurer be
abolished effective at the end of the
current term expiring in 1977?"
SECTION 2: Notice of the proposal to be voted on shall be
given in the same manner and at the same time as
notice of the regular municipal election, and the precincts des-
ignated and election officers appointed for said regular election
shall be authorized for the referendum on said proposal.
SECTION 3: This resolution shall be in full force and effect
from and after its passage and approval in the
manner provided by law.
