RESOLUTION
Proposing the Establishment of a
Special Service Area in the City
of Evanston, Cook County, Illinois,..
and Providing for a Public Hearing
and h Other Procedures in Connection Therewith
�i WHEREAS, the Constitution of the State of Illinois, 1970, has established
:the authority of municipalities to designate special service areas within the
;boundaries of Home Rule Municipalities; and
WHEREAS,'the City Council of the City of Evanston, a home rule municipal
pi
ity, finds:
ki A. That it is in the public interest that the creation of the area
'hereinafter described, as a special service area for the purpose set forth
;herein, be considered.
B. That said area is situated entirely within the City of Evanston
land is contiguous.
{ C. That said area will benefit specially from the improvements to be
;provided, in addition to any benefit to the City of Evanston as a whole, and it
j;is, therefore, in the best interest of the City of Evanston that the levy of a
;;special tax against said area for.the improvements to be provided be considered:

? NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of

'f That a public hearing shall be held on the 23rd day of June, 1975, in
;the Council Chambers of the City Hall, 1501 Oak Avenue, Evanston, Illinois, to
consider the Creation of Special Service Area Number 3 of the City of Evanston in

t,the territory described in the notice set forth in Exhibit A and attached hereto:
tE BE IT FURTHER RESOLVED that at the hearing there will be considered the
;borrowing of an amount not to exceed one million two hundred thousand dollars

;($1,200,000.00) to be evidenced by full faith and credit bonds, payable from
t, ,
a tax levied without limit as to the rate or amount'on all of the taxable property
;located in said area, the proceeds of which shall be used to pay part of the cost+
;,of: Improving the parkways with surface treatment of exposed aggregate and bands
`iof brick pavers along the curbs, street trees and tree grates, trash receptacles,`

`abelisks, street signs, benches, street lighting and planter walls within the 1
District. Said bonds are to be retired over not to exceed a twenty (20) year
period and to bear interest at a rate of not to exceed eight per cent (8%) per
lnnum. Said bonds shall be retired by the levy of a direct tax to pay the !
;interest on such bonds as they fall due and to discharge the principal thereof
at maturity; !
BE IT FURTHER RESOLVED, that a notice of said hearing shall be published
at least once not less than fifteen (15) days prior to the public hearing in
the Evanston Review, a newspaper published in and having a general circulation

!in the City of Evanston. In addition, notice by mailing shall be given by
!depositing said notice in the United States mails addressed to the person or
i
persons in whose name the general taxes for the last preceeding year were paid
i
'on each lot, block, tract or parcel of land lying within the proposed Special

Service Area. Said notice shall be mailed not less than ten (10) days prior to i
i
the time set for the public hearing. In the event taxes for the last preceeding
I
year were not paid, the notice shall be sent to the person last listed on the

"tax rolls prior to that year as the owner of said property. The notice shall
jbe in substantially the form of Exhibit A, attached hereto and hereby made a
!part hereof.
BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and
;directed to take such steps as are necessary to effectuate the provisions of i

adoption and approval as provided by law.

IdCiTICE IS HLREDY GIVEN that on June 23 , 1975, at
7:30 o'clock P .PI., in the Council Chambers =
of the City Hall.15ol oak Avenue , Evanston, Illinois, a hear-
ing will be held by the 14ayor and City Council of the City of Evanston,
Cook County, Illinois, to consider forming a special service area con-
sisting of the following described territory:
The area enclosed by a line commencing at the point of intersec-
tion of.the South line of Grove Street and the West line of Elm-
wood Avenue in the E. 1/2 of the S.W. 1/4 of Section 18, Town-
sl*lip 41 North, Range 14, East of the Third Principal Meridian.
Thence North along said West line of Elmwood Avenue extended to
the West line of the Chicago and North Western Railroad right-of-way. =
Thence Northwesterly along said West line of the Chicago and
North Western Railroad right-of-way to the point of intersec-
tion with the North line extended East of Lot 1 of Wheeler's Re -
subdivision of the South 250 feet West of the Railroad in Block
63 in the 'tillage of Evanston in the E. 1/2 of the S.W. 1/4 of
Section 18-41-14.
Thence West along said North line extended'of Lot 1 to the East
line of Maple Avenue. I
Thence North along said East line of -Maple Avenue 128 feet-.
Thence West to the West line of Maple Avenue.
Thence South along said West line of Maple Avenue to the North
line of the east -west alley in Block 62 in the Village of Evanston

I. All that part of Grove Street East of a line beginning at the '
point of intersection of the North line of Grove Street and the
East line of the north -south alley in Block 27 in the Village of
Evanston in the E. 1/2 of the S.W. 1/4 of Section 18-41-14 and
extending.South to the point of intersection of the South line
of Grove Street and the East line of the north -south alley in
Block 29 in the Village of Evanston in the E. 1/2 of the S.W.
1/4 of Section 18-41-14.

The Evanston Special Service Area Number generally includes
that property South of University Place and .Elgin Road, East of
Oak Avenue, North of the east -west alley which is immediately
south of the 1-000 block of Davis Street extended East to the
East line of the Chicago and North Western Railroad (C. 8 N.W. R.R.)
right-of-way, North of Lake Street and East of the C. & N.W. R.R.
right-of-way (excluding that property in the Evanston Special
Service Area Number 1) West of the north -south alley which is
immediately East of the 1500 block of Sherman Avenue and the
1600 and 1700 blocks of Orrington Avenue, and includes all of
that property facing on the 600 block of Davis Street.
All persons owning taxable property in the area and all
her persons affected by the formation of Evanston Special Service
Area Number 3 will be given an opportunity to be heard at the hearing regardin,
the formation of and the boundaries of the special service area and
may object to the formation of the area and the issuance of bonds
affecting said area. _
The purpose of the formation of the City of .Evanston Special
Service Area.Number 3 is to provide special municipal services to the
area by: improving the parkways with surface treatment of exoosed agcrregate and .bands
of brick pavers along the curbs, street trees and tree grates, trash receptacles,
obelisks, street signs, benches, street lighting, and planter walls
within the area.
The issuance of full faith and credit bonds, payable fr-m
a tax levied without liralt as to rate or a -mount on all of the taxable
property located within said .area, in an amount not to exceed $1,200,000.00
• at an interest rate of not to exceed eight per cent (8%) and to
mature within twenty (20) years, will be considered at the hearing. Said
bonds shall be retired by the levy of a direct tax to pay the interest
on such bonds as it falls due and to discharge the principal thereof
at maturity, said ta:, to be levied upon all taxable property within
the proposed special service area.
Written objections may be filed on or before the date of
the hearing and at the hearing all persons affected will be given an
opportunity to be heard. The hearing may adjourned by the City
Council to another date without further notice other than a motion
to be entered upon the Minutes of, its meeting fixing the time and
place of its adjournment.
If a petition, signed b at least l' of the electors resid

service area, is filed with the municipal clerk within 30 days follow-
ing the final adjournment of the public hearing objecting to the creation
of the special service district, or the is3uance of bonds for. the
provision of special services to the area, no such district may be
created or no such bonds may be issued.
