A RESOLUTION
WHEREAS, it is the responsibility of the Social Security Administration
(hereinafter S.S.A.) to provide financial assistance, known as Supplemental Sec-
urity Income (SSI), to indigent people who are 65 or older and to the indigent
blind and disabled at any age; and
WHEREAS, it takes SSA as long as nine months to process the application
of said needy aged, blind and disabled persons for SSI; and
WHEREAS, Evanston Township has expended $63,518.78 since August, 1974, in
general assistance for persons whose SSI applications were pending, and has re-
ceived only $7,440.78 in voluntary reimbursement; and
WHEREAS, federal legislation exists which would enable Evanston Township
to be reimbursed by SSA for the eligible assistance the township provides SSI
applicants who are subsequently deemed eligible for SSI; and
WHEREAS, said legislation provides that this reimbursement would come
from SSA'through the State of Illinois to Illinois townships pursuant to an
agreement to be worked out between the State and SSA; and
WHEREAS, state officials and SSA officials have delayed and procrastina-
ted too long in the development and implementation of this reimbursement agree-
ment while Evanston Township continues to assist SSI applicants without receiv-
ing adequate reimbursement; and
WHEREAS, the City of Evanston has had to supplement substantially the
General Assistance budget because maximum allowable township taxes have been
wholly inadequate:
NOW, THEREFORE, BE IT RESOLVED, by the Board.of Town Auditors of Evanston,
as the governing body of Evanston Township that:
1. The Board of Town Auditors strongly urges the State of Illinois and
the SSA immediately to take whatever action is necessary to implement a reim-
bursement mechanism by which Illinois townships would be reimbursed for provid-
ing assistance to SSI applicants who are ultimately deemed eligible for SSI.
2. The Board of Town Auditors strongly urges the State of Illinois and
SSA to include a provision, providing for retroactive reimbursement, including
interest.

3. - The, Board of Town Auditors strong.ly,.urges .SSA, to immediately _take
whatever action is necessary to eliminate the seriously long delays in process-
ing SSI applications.
4. The Board of Town Auditors urges its elected State and Federal rep-
resentatives to investigate.these problems, to advise Illinois Townships of
their conclusions and to take whatever action is appropriate.
