RESOLUTION
WHEREAS, the City Council of the City of Evanston has taken
note of increasing serious problems created by the presence in our
city and in others of aged, deteriorating apartment buildings, and
WHEREAS, a significant factor in this trend is a shortage of
funds available for investment in and maintenance of this type of
property, and
WHEREAS, this Council finds that elimination of accelerated
depreciation by Congress in 1969 has contributed to this fund shor-
tage, further aggravating the deterioration of older apartment buil-
dings,
. NOW, THEREFORE, BE IT RESOLVED that the Evanston City Council urges
the Illinois Congressional Delegation to work to enact legislation pro-
viding federal tax incentives for the ownership, maintenance and improve-
ment of used rental property, which legislation should contain provisions
requiring that the tax savings generated thereby be spent on the property
in question.
