A RESOLUTION
Establishing a Police Services Committee
` WHEREAS, it is hereby found and declared by the City Council of the
City of Evanston, pursuant to its responsibilities, powers, and authority,
that the policy of the City shall be to secure effective, just, courteous,
and prompt police administration and services to all persons in and re-
siding in the City; and
WHEREAS, it is further found and declared that it is necessary and
desirable to provide for involvement by elected officials in the law en-
forcement policies of the City:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Evanston that there is hereby created a Police Services Committee of the
Evanston City Council which shall be considered as a Special Committee of
the Council. This Committee shall consist of five Aldermen who shall be
appointed by the Mayor with the advice and consent of the Council in accord-
ance with normal procedures of such appointments. There shall be at least
`• one Alderman from each of the following Standing Committees appointed to
the Police Services Committee: Administration and Public Works, Human Ser-
vices, and Planning and Development. Reiassignment to the Police Services
Committee shall be considered following each municipal election in the same
manner as appointments to other Special Committees; and
BE IT FURTHER RESOLVED that the responsibilities and powers of the
Police Services Committee shall be as follows:
A. To keep the City Council aware and abreast of police
policies and problems.
B. To.keep the City Manager and Chief of Police aware and
abreast of Council and citizen attitudes, concerns, and
problems with law enforcement activity.
C. To review the disposition of all complaints filed with
the Police Department.

BE IT FURTHER RESOLVED that in carrying out its responsibilities,
the Committee shall have access to any information and assistance it deems
necessary. The City Manager shall comply with the request of the Committee
and make available such information and assistance as may be requested; and
BE IT FURTHER RESOLVED that in carrying out its functions, the Com-
mittee shall at all times accord deference to the privacy interests of
persons affected and their rights under the law; and
BE IT FURTHER RESOLVED that there shall be an annual evaluation by
the City Council of the Police Services Committee; and
BE IT FURTHER RESOLVED that nothing contained herein nor any activity
by the Committee shall restrict the Civil Service Commission, the City Mana-
ger, the Chief of Police, or any other body in the rightful exercise of
their lawful powers and responsibilities.
