A RESOLUTION
Endorsing Placement of Sculptures in Public Parks

WHEREAS, the Illinois Arts Council recommended formation .of an Evanston ,
Public Arts Project Committee to prepare a community arts program for Evanston
to be submitted to the National Endowinent'for the Arts to obtain matching funds
to finance a project to place works of art in public places in Evanston*;
and
WHEREAS, the creation of outdoor sculpture and its placement in Evanston
parks will make the City more attractive and interesting to those who l-ive and
visit here; increase esthetic -sensitivity and create a favorable climate for
the reception of all the Arts; contribute to the distinguished cultural
heritage which will' be passed on future- generations; and provide opportunity
and challenge to the country's most important artists to exercise their talents.

WHEREAS, the Evanston Public Arts Project was formed fo this purpose,
operating under the aegis of the Evanston Arts'Center; and
WHEREAS, the Evanston Plan Commission, on September 5, 1973, passed a
motion supporting the development of a program to place works of art in public
places, as proposed by the Evanston Public Arts Project; and
WHEREAS, the Evanston Public Arts Project has met with the Illinois ;
Arts Council, the City Manager, and the Mayor and has held open meetings
around the City to obtain public opinion with respect to the proposed program;
and
WHEREAS, the Evanston Public'Arts Project has approached sculptors of
f local and national reputation about suitable pieces of sculpture and has

developed a proposal for placing works of Art in four neighborhood parks; and
WHEREAS, the works of art will consist of sculptures to be selected by
a'jury of six people, three appointed by the National Endowment for the Arts
and three appointed locally; and
WHEREAS, the project will cost approximately $140,000.00, which cost
will be equally sh°ared by private local funding and the National Endovnnent

for the Arts; and
WHEREAS, the proposal has been endorsed by the Evanston Plan Commission
• on September 3, 1975, and has received initial approval by the National
Endowment for the Arts; and
WHEREAS, the Evanston Public Arts Project is requesting permission to
install sculpture on public land, said sculpture to be maintained by the City
subsequent' to'its installation: -
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
That the City Council of the C.ity of Evanston endorses the project for
installation of sculpture to be constructed of corten steel, stainless steel,
bronze or other extremely durable materials at:
a. The Park located at the northeast corner of the Clark -Sherman
intersection,
I b. Foster Park,
c. Grey Park,

• , d. Cartwright Park.
BE IT FURTHER RESOLVED that the City Council of the City of Evanston

approves a selection committee of six members, three of whom will be nation- '

ally recognized experts appointed by the National Endowment for the Arts and
three of whom will be appointed by the Mayor with the assistance of the
Evanston -Public Arts Project and the Evanston Arts Center, subject to confirma

tion by the City Council. One of the latter three members shall be an alderman.
BE IT FURTHER RESOLVED that the CityCouncil of the City of Evanston

requests that the selection committee solicit community involvement as early
as possible and confer with the residents of the neighborhoods in which the
sculptures will be placed as part of the process.
BE IT FURTHER RESOLVED that the City Council of the City of Evanston
agrees, on behalf of the City of Evanston, to accept ownership of the sculptures;
and maintain them subsequent to their installation.
