A RESOLUTION

Adopting a Long Range Capital
Improvements Program
WHEREAS, the City Council of the City of Evanston has
recognized the importance of capital improvements and conser.
vation of physical resources in the maintenance of adequate and
efficient municipal services and the provision of a desirable
environment by appointment of a special committee to survey the
City's needs; and
WHEREAS, these efforts have demonstrated that an
orderly ongoing program together with a commitment to implement
such a program is the best approach to conserve and develop the

City's physical resources:

I NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF

�i THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:

1. That the City Council .of the City of Evanston

hereby adopts the policies set forth in the -Long Range Capital
Improvements Program Summary, dated November, 1976 (hereafter
"SUMMARY") and declares itsi.intentton to vigorously pursue '
I -
'� implementation of the program insofar as practicable.

I 2. That pursuant to the report of the Special: Com-
mittee on Capital Improvements the following specific recommen-
dations be accepted forthwith:

beach and shore protection
r (a) Sale of a parks Abond issue of $3,280,000 to
0 finance the.Lovelace Park development, an
accelerated park enrichment program, construc-
tion of South Boulevard Beach, and shore
protection.
(b) Emphasis on an area approach to capital im-
provements, coordinating other needed projects
within a given area so as to achieve the
!I greatest economies, efficiency and impact.
(c) Development of a supplementary curb repair and
replacement program.
(d) Development of a viaduct repair program to be
financed, most probably with Revenue Sharing.

(e) Adoption of a street lighting system as soon
as possible and incorporation of the approved

fixture into.other neighborhood improvements.
(f) Development of a quarterly financial and status
reporting system for all capital improvement
projects.

(g) Maintenance of the Capital Improvements Committee
j� as an ongoing review, evaluation and updating
body, with a further responsibility of monitoring
` outside funding sources for capital improvements
such as federal "and state grants, revenue sharing

and private.
(h). Use of the aforesaid SUMMARY as a guide in

!, selecting projects for inclusion in future City
budget and any,new programs which might be im-
plemented.
I (i) Discussion of the construction of a municipal
II swimming pool with reference to a Council de-
cision on:
(i) Whether to build a municipal pool,,
(ii) How to finance such a pool, whether
by including it in the parks bond
g issue, financing it some other way,
or seeking private funds.
(iii) Whether to put the issue to a
+ referendum.

(j) Continued support for projects included in this
program which have already been before Council
( for approval; i.e., Bridges, South Boulevard
Beach, Lovelace Park, Parking Lot improvements,
and Main and Central Street railroad stations.

(k) All old sewer renovation and new sewer con-
struction shall proceed with all reasonable
haste, with plans approved by the City Council,
in accordance with recommendations from the
I Flood and Pollution Control Commission."

i3. That City Staff be directed to begin work towards
I
implementing the park, beach, and shore protection bond issue
and developing a curb and, a viaduct program and a quarterly re-
porting system.
