HomeMy WebLinkAboutRESOLUTIONS-1976-066-R-76r 6/15/76 66-R-76 RESOLUTION Cook County Board Employer's Expense Tax WHEREAS, the Cook County Board of Commissioners has proposed a Cook County Employer's Expense Tax to be collected from all associations and businesses operated in Cook County for profit and employing more than fifteen persons; and WHEREAS, two-thirds of said tax, as collected by the County, will be re- mitted to municipalities within the County on a population basis; and WHEREAS, the City of Evanston is fearful that said tax will act as a de- terrent to new businesses coming into the County and to existing businesses staying within the County; and WHEREAS, the City of.Evanston believes that the distribution on a popula- tion basis is not an equitable formula because it in no way takes into consid- eration both local needs, area -wide goals and the like; and WHEREAS, the City of Evanston feels that local communities should raise their own taxes to the extent that Home Rule provides: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Evanston, recognizing that the City of Evanston would probably receive $539,000 the first year of its implementation, is in opposition to this tax; and BE IT FURTHER RESOLVED that a copy of this Resolution expressing the City's opposition be sent to the Cook County Board. /s/ Ned Lauterbach Mayor pro Tem ATTEST: • /s/ Maurice F.
