To Undertake a Pilot Study in re The Assessment
of Evanston Real Properties
WHEREAS, the purpose of assigning an assessed valuation to real property
is to ensure that the burden of providing governmental services is equitably
spread across the entire tax base; and
WHEREAS, even though the responsibility for determining the assessed
valuation of real property is the function and responsibility of the Cook
County Assessor, the equity and appropriateness of tax assessments have great
significance for the City of Evanston and for the other taxing bodies which
levy against real property; and
WHEREAS, School District 6.5 and School District 202 are prohibited by
State Statute from raising their tax levies and thus must look to the enlarge-
ment of the tax base for revenues with which to meet increasing costs; and
WHEREAS, the assessed valuation of real property materially affects its
resale value; and.
WHEREAS, examples of underassessed real properties have been discovered
and, when corrected, provided substantial additions to the total of taxable
real property in Evanston; and
WHEREAS, some properties may be overassessed, placing a disproportionate
load on individual property owners:
NOW, THEREFORE, BE IT RESOLVED that the City of Evanston will employ
Arthur Lyons and the University of Illinois, Circle Campus, to undertake a
pilot study to determine if there is reason to believe that Evanston real
properties are not fairly not evenly assessed; and
BE IT FURTHER RESOLVED that those entities conducting said study shall be
directed to devise a form of identification for individual properties which
will maintain and preserve the confidentiality of said properties; and

BE IT FUTHER RESOLVED that upon completion of the aforesaid st,),Jy ,.
City of Evanston will decide whether, on the basis of such study, addit,u�a:.
expanded investigations are warranted and shall be'undertaken.
