RESOLUTION
For the Collection of Housing Stock Data

WHEREAS, the City of Evanston has chosen to participate in the federal
jI Community Development Block Grant program which requires applicants to thor-
oughly assess the existing condition of their housing stock; and
n
WHEREAS, the Housing Rehabilitation Board, the Department of Housing and
Rehabilitation Services, the Department of Planning, and the Department of
In-
spections and Permits all need accurate information regarding the condition of
i the City's housing stock in order to devise and implement their programs;. and
i
WHEREAS, there is no information generally available from which to ade--
I
quately estimate the condition of Evanston's housing stock except for outdated
;f
and incomplete data collected during the 1970.U.S. Census; and ,

WHEREAS, funds have been budgeted in the City's first and second year Comp
! munity Development Block Grant programs to finance housing studies and to im-
prove the management of housing data; and ,
WHEREAS, Staff has reviewed the City's data needs and, after contracting
several consulting firms, affirms that Community Data Services of Chicago, '
Illinois, has the necessary ability and experience to determine the condition
jof Evanston's housing stock at a reasonable cost;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of

Evanston authorizes the City Manager to enter into a contract with Community
Data Services on its behalf for the purpose of conducting an exterior building
condition and land use survey of all residential structures, excluding group
quarters and transient facilities, within the City's boundaries at a cost not
to exceed eighty (80) cents per structure surveyedd. i
