HomeMy WebLinkAboutRESOLUTIONS-1976-014-R-76.s n li 4 2-25-76 ' j 14-R-76 ; I A RESOLUTIO14 11 Establishing an Ad Hoc Committee for the Animal Control Ordinance it WHEREAS, the City Council of the City of Evanston finds that ccrtii;ro�i i ! ii of animals within the City is a problem which confronts every resident; and i WHEREAS, the City Council desires to be informed about and deal with proposals to improve the enforcement capacity of recent legislation regarding animals and animal owners' responsibilities; and WHEREAS, the City Council of the City of Evanston finds it desirable to enlist citizen aid and support for existing animal regulatory legislation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUWCIL OF THE CITY OF s EVANSTON as follows: 1. That an ad hoc committee of Evanston residents be established to 'accomplish the following: a. To work closely with the Animal Control Department of the City to • develop a community -wide publicity campaign about animal control, and. } thereby mobilize public participation and cooperation. b. To develop specific methods of informing, persuading and enforcing the ordinance. c. To determine the number of staff members needed as "animal enforcement officers", including funding, duties, hours, priorities, and other matters. d. To develop an Animal Control Education Program (similar to a "Traffic School") as an initial alternative to fines for disregard of the ordinance. e. To consider other creative ways of dealing with the wide range of animal control problems. f. To evaluate the enforceability. apd success of the new ordinance and to report back recommendations to the Administration and Public Works. Committee. • g. To consider other aspects of animal control for recommendation to the City Council. h. To provide assistance in the implementation of the ordinance 8-0-76. q i { j s ji -2- 14-R-76 2. That a committee of five members be appointed by the mayor with the consent of the City Council which committee shall meet at least monthly and ,shall be directed by an alderman currently sitting upon the Administration and Public Works Committee of the City Council who shall serve as chairman. 3.
