RESOLUTION
• Adopting Second Year Community Development Block Grant
Application and Resolving that the City Manager
and Mayor are the Authorized Respresentatives
Who May Sign All Documents
Necessary to Obtain Funds
WHEREAS, the Congress of the United States did pass the Housing and Com-
munity Development Act of 1974, which is known as Public Law 93-383; and
WHEREAS, Title I of this Act makes block grants available for certain
housing and community development activities; and
WHEREAS, the City of Evanston is an "entitlement city" by definition of
said Act, and, as such, is eligible for said funds; and
WHEREAS, the Housing and Community Development Act Committee, consisting
of aldermen and citizen. members has been formed to draft an application for the
City of Evanston; and
WHEREAS, this Committee has met on numerous occasions; conducted two
public hearings; and has now completed its recommended application for funds;
and
WHEREAS, said application has been submitted to the entire City Council
for its review and approval:
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS, that the City Council of,the City of Evanston
has hereby approved the attached application for funds under Title I of the
Community Development Act of 1974 and directs that this application be. filed
on'its behalf; and
BE IT FURTHER RESOLVED, that the City Manager and the Mayor are hereby
designated the authorized representatives of the City of Evanston to act,
either individually or in concert, in connection with the application and all
documentation as may be required to obtain funds under the Community Develop-
ment Act of 1974; and

BE IT FINALLY RESOLVED, that the City Manager is hereby authorized to
transmit the contents of said application in the form prescribed by the U.S.
Department of Housing and Urban Development and to provide said Department with
additional information concerning the City's application upon request.
