WHEREAS, the Evanston City Council, with the passage of City Reso-
lution 11-R-75, did approve an application for Community Develop-
ment Block Grant entitlement funds and did direct the City Manager
to file said application with the U.S..Department of Housing and
Urban Development, and
WHEREAS, the City's application was approved on June 4, 1975, by
said U.S. Department, and
WHEREAS, the City's application contains a Community Development
program which directs that 1817 Church Street, Evanston, Illinois,
be acquired, and
WHEREAS, the City must comply with the Uniform Relocation Assist-
ance and Real Property Acquisition Policies Act of 1970 in the
purchase of all property, including 1817 Church Street, funded
with the Community Development Block Grant, and
WHEREAS, said Act requires that the City shall adopt a resolution
t which (1) establishes just compensation (2) identifies the property
• by name of owner, parcel number or other identification (3) de-
limits the property and the interest to be acquired (4) certifies
that the work of the appraisers .and the review appraiser with re-
spgct to the property has been performed in a competent manner, and
WHEREAS, the City Council has previously passed a resolution es-
tablishing just compensation and authorizing the City Manager to
enter into purchase negotiations, and
WHEREAS,.such negotiations have been entered into and facts indicate
that a value higher than the previously set just compensation is
justified;.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Evanston establishes that the just compensation for the fee
simple title to the property at 1817 Church Street, Evanston,
Illinois (real estate parcel number 10-13-220-030) is determined
to be fifty-five thousand dollars ($55,000).
BE IT FURTHER RESOLVED,_that the City Council of the City of

Evanston authorizes its City Manager to offer such amount to the
owners of said property and if accepted to pay any relocation
payments due to the owners and tenants to close the purchase and
to borrow such funds as are necessary.
