A RESOLUTION
Concerning The Development Of The
Clark -Benson Property
WHEREAS, the Mayor has assigned to the Evanston Business District
Redevelopment Commission the responsibility for assisting the City of Evanston
in development of the property bounded by Clark Street, Benson Avenue, Elgin
Road, and Sherman Avenue, commonly known as the Clark -Benson site in accord-
ance with Ordinance 92-0-75 and other applicable ordinances; and
WHEREAS, the Business District Redevelopment Commission is in the
• process of preparing a Request for Proposal for this site in accordance with
the delegation of authority by the Mayor, and
WHEREAS, the Business District Redevelopment Commission has identi-
fied certain fundamental policies with respect to the development of this
parcel which it deems to be in the best interest of the City and on which it
seeks the Council's concurrence before proceeding to prepare a Request for
Proposal.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Evanston, Cook County, Illinois that all proposals for the development of the
Clark -Benson site be based upon the following criteria:
1. In addition to the parking requirements established by ordinance
and/or project specifications, proposals shall include a provision for two
hundred (200) public parking spaces. The cost of development of this replace-
ment parking will be defrayed by the City in a manner subject to negotiations.
If the project, as developed, does not provide for City ownership of these

0 on -site replacement spaces, the City shall retain control over user charges
such that those charges shall in perpetuity be not more than similar short
term off-street parking in the public sector.
2. If considerations of design and scale do not permit the parking
required in Section 1 above, to be provided on site, the Business District
Redevelopment Commission shall recommend that the Council provide in suitable
and appropriate locations sufficient off-street parking to meet the difference
between the total parking need and that provided on site.
3. The City Council is cognizant of the high cost of land acqui-
sition and will consider redevelopment proposals for this site which include
an off -setting contribution by the City. Such contribution, if made, shall be
primarily for the purpose of maintaining the existing parking inventory and
• will be reimbursed by user charges. Proposals which require a City contri-
bution for other purposes shall be based on sound investment economics docu-
mented by the developer. Proposals which require municipal participation will
be evaluated with a view toward minimizing the potential financial obligation
of the City and may involve City participation in the development's cash flow.
It is anticipated that proposals will not require a capital outlay on the part
of the City or impose a negative cash flow.
