HomeMy WebLinkAboutRESOLUTIONS-1977-045-R-770 is 7/29/77, 8/1/77 45-R-77 W4-949-N4 ANC E- A 1ZES01-0r/ aN Authorizing The Expenditure Of City Funds For Engineering Services Relating To Sewer Rehabilitation WHEREAS, on September 22, 1975 the Evanston City Council adopted Resolution 49-R-75 establishing a Commission of Flood and Pollution Control; and WHEREAS, Resolution 49-R-75 set forth as a Commission objective preparation of a plan of action to implement the findings of the Combined Sewer System Report of 1975 as prepared by Alvord, Burdick and Howson, Engineers; and WHEREAS, the Commission has studied the Alvord, Burdick and Howson report in great detail and evaluated the recommendation made therein; and WHEREAS, the report strongly recommends an interim development pro- gram to inspect, repair and rehabilitate the existing sewer system, said pro- gram estimated to cost FOUR PILLION FOUR HUNDRED THOUSAND DOLLARS ($4,400,000) and summarized as follows: Inspections and Grouting Cleaning Sewer Replacement Improvements Catch Basins Subtotal Engineering & Contingencies (15%) ESTIMATED TOTAL COST $ 250,000 250,000 2,500,000 500,000 300,000 $3,800,000 600,000 $4,400,000 45-R-77 0 WHEREAS, on December 13, 1976, the Evanston City Council passed Resolution 71-R-76 adopting a Long Range Capital Improvement Program, which Program identified sewers as a top priority requiring urgent attention; and WHEREAS, the Flood and Pollution Control Commission has urged that the sewer rehabilitation program as recommended in the 1975 Alvord, Burdick and Howson combined Sewer System Report be implemented as soon as possible; and. WHEREAS, on July 26, 1977 the Flood and Pollution Control Commission held a duly announced public hearing, at which hearing no negative public in- put was heard regarding the proposed sewer rehabilitation program: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Evanston authorizes Commission of the firm of Alvord, Burdick and Howson at a • fee not to exceed TWO HUNDRED TWENTY-FIVE THOUSAND DOLLARS ($225,000) to pro- vide the necessary engineering services required to implement the sewer rehab- ilitation program. Said services shall include: Provision of experienced staff and specialized assistance to carry out inspection, and provide direction for grout- ing and cleaning of selected areas of the sewer system, survey the sewer system to identify collapsed sewers and identify sections to be replaced at capacities identified by design to meet current requirements, survey the sever system to identify necessary improvements to manholes and catch basins, prepare engineering plans, specifications, and contracts to take bids to implement the necessary work of sewer rehabilitation. BE IT FURTHER RESOLVED, that the funding for said engineering work to be as follows: $100,000 of 1977 Revenue Sharing funds as approved by the City Council, an additional $100,000 to be considered for allocation from • -2- Aii'!4*,'.a�w,.µ%rµ« Y4Mtx":.r. 651 , n LJ 45-R-77 the second year revenue sharing program and the remainder from the water and sewer budget appropriation for 1977.
