Zoning Amendment Committee, advisory ' to the Evanston City Council, has for the past year labored i earnestly on behalf of all the citizens of the City of Evanston 4. in the preparation of a new comprehensive amendment to the'' Evanston Zoning Ordinance of March 259 1940, passed unanimously the evening of November 21, 196O; and r} : WHEREAS, during all the time while the new compre- hensive zoning amendment was being prepared, the Zoning Amend- went Committee held public hearings and made ibteriya recomwea- 1 dations to protect the property interest of the cowaunity; and 1 WHEREAS, the Zoning Amendment Committee has conducted elaborate public hearings, each of which exemplified #' - the highest standards of democratic procedure, and committee meetings, both alone and jointly with the Land Use Committee of the Evanston City Council; and ► WHEREAS, City Planner, David A. Johnston was duly assigned the position of Secretary to the aforesaid covaittees, on whose behalf he performed with earnest attentiveness and marked ability; and WHEREAS, it is anticipated that the new comprehensive zoning amendment will be a device'of great benefit and advm- tage to the citizens of the City of Evanston: NOW THEREFORE, BE IT RESOLVED that the City Cowl, of the City of Evanston extend its gratitude and appreciet 41ii-.' to the Zoning Amendment Committee, and to each of Its •0 who to generously served without compensation on beW� IT • n, gyp,' y, `,�,'.. ;. ILLINOI S ,s0 is. .37 This agreement entered into by and between the City of Evanston, Illinois, a municipal corporation in Cook County, Illinois, hereinafter cAiled the "CITY", and The County of Cook, a body politic and corporate in the State of Illinois, herein- after called the *COUNTY". W I T N E S S E T H THAT WHEREAS Emerson Street in Cook County, Illinois, running in a westerly direction from Sheridan Road to McDaniel Avenue in the City of Evanston is a County Highway and part of State Highway System of the State of Illinois and known as *.1 County Highway Road 303; and • WHEREAS said City has requested that Emerson Street be relocated across the North Shore Channel as shown on Exhibit "A* attached hereto and made a part hereof; and WHEREAS said County proposes to relocate and improve said Highway within the limits of McDaniel Avenue to Le Mar Avenue, by construction of a new bridge over the North Shore Channel and construction of a new roadway; and WHEREAS said City will acquire all necessary Right -of - Way as their contribution of the cost of the proposed improve- ment as shown on Exhibit "B" attached hereto and made a part hereof; and WHEREAS the City Council of the City of Evanston has appropriated $75,000.00 from the Motor Fuel Tax Fund for ac- quisition of additional Right -of -Way as their contribution • to the cost of proposed improvement as shown on Exhibit "C" attached hereto a! *A ,. .. w NOW, "hoNprcMlsea and covenants contained herein, the parties agree as follows: 6- 1. That the County Superintendent of Highways for Cook County, Illinois, shall cause plans, estimates of cost, specifi- cations, and other necessary documents relating to said improve • cents, to be prepared, which shall be in conformity with Standard Specifications for Road and Bridge Construction, adopted by the Department of Public storks and Buildings of the State of Illinois, January 2, 1958, the State Supplemental Specifications and the Supplemental Specifications, amendments and Special Provisions of the Cook County Highway Department, which plans, estimates of cost, specifications and other necessary documents shall be subject to the approval of the Department of Public Works and Buildings of the State of Illinois, and to the approval of the CITY. That said COUNTY shalladvertise for bids, accept such bids as are necessary and meet with its approval, and enter into any and s all necessary contracts for the construction of said improvemente 2. That said CITY will acquire, in fee simple, the necessary Right -of -pay as shown on *Exhibit B",.
