R E S O L U T I O N
WHEREAS, the Evanston City Council in granting the appeal of
the Presbyterian Home for a variation from the use regulations of the
Evanston Zoning Ordinance, adopted Ordinance 11-0-61 which prescribes
among other conditions for the variation, the following:
The .entrances, exits, and emergency driveways of the property
shall be constructed according to City specifications and
shall be at locations approved by the Traffic Engineer of the
City of Evanston, provided that the emergency driveways on
Lawndale Avenue shall be paved to the street line and main-
tained in good condition by the Presbyterian Home, suitable
for use at all times, and provided further that said emergency
driveways shall be closed by shrubbery, sod or other means
acceptable to the Traffic Engineer, ,and provided further that
• a demand traffic signal may be installed at the Ridgeway Avenue
entrance with the approval of the Traffic Engineer.
and;
WHEREAS, the Evanston City Council deems it desirable that
these conditions be maintained and that the adjoining residential area
east of Lawndale Ave. be protected from traffic originating at, or
destined to, the Presbyterian Home;
NOW, THEREFORE, BE IT RESOLVED, that the request from the resi-
dents of Westminster Place (Presbyterian Home), that the emergency
entrances to Westminster Place on Lawndale Ave.. at Normandy Place and
at Payne St. be opened to traffic, be and the same is hereby denied/
at the present.

BE'IT FURTHER RESOLVED, that the City Manager be and is hereby
authorized and directed to suggest to the owner of the subject pro-
perty that the cul-de-sacs within the subject property be joined in
order to permit complete circulation throughout the development with-
out introducing additional traffic within the residential area east
of Lawndale Ave.;
BE IT FURTHER RESOLVED, that the City Manager be and he is
hereby directed to request the owner of the subject property to
strengthen and reinforce or otherwise improve all existing hedges
closing the emergency entrances in order that they may provide more
of a barrier to traffic.
