Canvassing the Resultg of the Regular i
• Election Held orb Aoki! 2, 1963, and
Declaring the Results of Said Election
WHEREAS, on the second day of April, 1963; a regular
election was held in and for.the City Of Evanston, Cook County,
Illinois, for the purpose of electing one alderman for the First,
Second, Third, Sixth, Seventh, Eighth and Ninth Wards, each to
serve for a full four year term and two aldermen for the Fourth
and Fifth Wards, the length.of whose terms are to be determined
by lot; and
WHEREAS, said election has been regularly called and
held and notice of said election was given as required bylaw by
publication of the notice of said election in the Evanston Review,
being a secular newspaper published in and of general circulation
throughout the said City of Evanston, and that the judges of
• election were duly qualified voters..of the precinct in which they
served and had resided in said precinct for the time required by
law and the said judges before entering upon their duties were duly
commissioned as required by law, and that the returns of said
election have been filed with the City Clerk of the City of Evan-
ston and that a duly appointed committee of the City Council of the
City of Evanston has examined the returns of said election and has
reported the results of its examination to the City Council and
the City Council of the City of Evanston has examined the returns
of said election and is familiar therewith:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
!' SECTION 1: That the City Council of
the City of Evanston
does find that the regular election Held on the Second day of
April, 1963, was duly called and helm in all respects as provided
by law and as provided in the ordinance calling said election and
• by the publication of notice as afor4said; that ballots were fur=
nished in sufficient numbers at all times during said election
and that the ballots used were in all respects as required by law;
that the judges of said election were duly qualified and gave
oath of office and did conduct said election as required by law;
that the returns of said election have been filed with the City
Clerk of the City of Evanston and are now before the City Council
of the City of Evanston and have been examined by the City Council.
SECTION 2: That the City Council of
the City of Evanston
finds from the returns of said election that the following vote,,
were cast for the candidates indicated: ✓

SECTION 3: That by reason of said
vote, the City Council
hereby declares the results of said election to be as follows:
(a) That C. LYMAN EMRICH, JR. has been duly elected alderman
of the First Ward for a full four year term;
(b) That ARNOLD F. WINFIELD has been duly elected alderman
of the Second Ward for a full four year term;
(c) That LEONARD J. HOWELL has been duly elected alderman
of the Third Ward for a full four year term;
(d) That FRED E. HARTMAN and QUAIFE M. WARD have been duly
elected as aldermen of the Fourth Ward, one for a two year term
and one for a four year term to be determined by lot;
(e) That EUGENE BECK and MAYME F. SPENCER have been duly
elected as aldermen of the Fifth Ward, one for a two year terra
and one for a four year term to be determined by lot;
(f) That RUSSELL B. WISCOMB has been duly elected alderman
of the Sixth Ward for a full four year term;
(g) That WILLIAM A. NOTT has been duly elected alderman of

the Seventh Ward for a full four year term;
(h) That VICTOR H. GOTBAUM has been duly elected alderman
of the Eighth bard for a full four year term;
(i) That WILLARD B. KAMEN has been duly elected alderman of
the Ninth Ward for a full four year term.
SECTION 4: That this resolution
shall be in full force
and effect from and after its passage and approval as provided
by law.
