HomeMy WebLinkAboutRESOLUTIONS-1963-009-R-63193 R E S O L U T I O N WHEREAS, the City of Evanston, Illinois, has since 1957 operated its Police Fire Cooperative Program, under which police officers assist firemen by performing certain firefighting duties; and WHEREAS, documented operating results prove that the Program has improved this community's protective services by providing a faster and larger Initial response to fires and a larger pool of trained manpower to cope with major fires and other disasters involving fires; and WHEREAS, the Program has resulted in greater job satisfactions for police officers because their range of duties and skills has been widened and their salaries increased accordingly; and is WHEREAS, savings of $70,000 per year have been realized through man- power savings, and this type of savings is vitally important to Evanston and other Illinois municipalities in this period when inflation pushes salary and other costs steadily upward; and WHEREAS, House Bill 123 would prohibit police officers from perform- ing any fire -fighting duty or operating any fire -fighting equipment in munic- ipalities with more than 12,000 inhabitants but less than 500,000 inhabitants, and would therefore force the abandonment of Evanston's Police Fire Cooperative Program; and WHEREAS, Illinois municipalities, in the name of home rule and the public interest, should not be prevented from utilizing new techniques and programs that produce greater efficiency and economy from which the taxpayer benefits: NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City • of Evanston, Illinois, hereby declares its opposition to the passage of House -2- Bill 123 and any other bills having essentially the same effect that may be introduced; and BE IT FURTHER RESOLVED, that the Mayor and City Manager are hereby authorized and requested to transmit a copy of this resolution to Governor Otto Kerner and to each member of the Illinois General Assembly, and to take all other practicable steps, in cooperation with the Illinois Municipal League, to encour- age the defeat of House Bill 123 and any similar bills.
