_ RESOLUTION 0 -R-65
WHEREAS, State Representatives Moran, Thiem, Katz, Kennedy,
Dawson, and Johnson, all from the former Seventh Representative District,
have introduced House Bill No. 572 and House Bill 573; and
WHEREAS, these bills would permit the electors in the City of
Evanston (and other Cook County municipalities where the municipality
and related township boundaries are coextensive) to decide by referendum
that the City Council shall become the corporate authority of the town-
ship and that all township functions shall be performed by the City; and
WHEREAS, the Evanston electors attending the Town Meeting on
April 7, 196L, adopted a motion that the proposal to transfer functions
of the Town be subject to study by the City Council "with a clear cut
proposal to be offered to the State Legislature"; and
WHEREAS, the power that would be granted to Evanston by House
Bills 572 and 573 is a permissive grant of power that can be used at any
time, but only if the City Council votes to put the proposition on a
ballot and a majority of the voters vote in favor of the proposition; and
WHEREAS, further study would be required to determine whether
it would be desirable to transfer to the City of Evanston the powers and
functions of the Township of the City of Evanston, but it is clearly de-
sirable that the City Council and electors have the power and means to
decide this important question of governmental structure in this community
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Evanston, Illinois, that it hereby urgesthe 74th Illinois General
