1WREAS, under the federal Economic Opportunity Act of
195i;, as a ,fended, local health, education and welfare agencies
and activities, bosh private and public, are eligible for assist-
ance in the form of planning, research and financing, in she
field of programs for the alleviation and prevention of poverty
and substandard conditions of life; and
!MEMAS, there are some persons resident in the City o;
Evanston who live in conditions of poverty and/or substandard
conditions of life who may benefit from such prog.,ans, and
I•iHEREA•S; the Board of Commissioners of Cook County,
Illinois has, ';fir resolution, established a Cook Count; Office of
Economic Oppor.,-unity to plan for, review, stimulate and foiniard
:.o the federal government such programs, and has established a
Governing Board for such office and has provided what a North
Cook County Steering Committee of said office may be ast2.b1i.3he.!
and that quch Steering Committee shall be the revicwiiig agency
for programs relative to North Cook County and shall choose four
members of the Governing Board; and
4HEREAS; after a series of, public meetings of repre
sentatives of public and private agencies, and other citizens,
held in Evans ton, a North Coolc County Office of Economic Oppor-
tunity Steering Committee, composed of thirty --six re -�idents of
Evanston and other north Cook County Communities, has been forma-d
and has petitioned the County Board for recognition as such Steer•-
ing Committee; and
t-MEREAS, a similar Steering Committee from South Cook
County has been recognized for similar purpose by the County
Board and a similar Steering Committee from 'lest Cook County is
similarly now seeking recognition;
NOW THEREFORE, BE IT RESOLVED by the City Council of
Evanston, Illinois:
1. That said City Council believes that recognition,
by the Board of Commissioners of Cook County, Illinois, of the
Steering Committee of the North Cook County Office of Economic
Opportunity which was selected in June and which has petitioned
said Board for recognition; is desirable, so that poverty allevi-
ation programs may be developed and presented for independent
evaluation on their own merits;
2. That said City Council hereby authorizes the City
Manager and other appropriate employees of the. City of Evanston
to cooperate with said North Cook County Steering Cori,-nittee in
the collection and presentation of information coheerning under-
privileged persons and substandard living conditions in Evanston:
3. That said City Council will give consideration to
proposals made to it, if any, involving participation of the City
of Evanston in prograr,13 for the alleviation and eradication of
poverty and substandard living conditions in Evanston: proviu.rd,
however, that partic1pation in each such program shal]. require
prior and separate approval by said City Council.
