RESOLUTION
Adopting an Amendment to Statement
of Community Planning Objectives

WHEREAS, the City Council of the City of Evanston did on
September 23, 1963 adopt a certain resolution, No, 39-R-63,
whereby the Statement of Community Planning Objectives, recom-
mended by the Evanston Plan Commission and revised by the Land
Use Committee of the City Council entitled "Your City and Its
Planning Objectives, 1963 Edition"was approved by the City
Council and said report was declared to be the official State-
ment of Community Planning Objectives for the City of Evanston;
and
WHEREAS,the Evanston Plan Commission has recommended the
adoption of a certain amendment to said Planning Objectives
relating to Section VI, "Business and Industry"; and
WHEREAS, the Land Use Committee of the City Council has
004 considered said proposed amendment and has determined that said
amendment to the Community Planning Objectives should be adopted
and has recommended that said amendment be approved; and
WHEREAS, the City Council has determined that the public
interest requires the adoption of said amendment relating to
Business and Industry:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: That the proposed amend-
ment to "Evanston, Your
City and Its Planning Objectives" designated "Business and In-
dustry,Sections 2, 3 and 4" recommended by the Evanston Plan
Commission and approved by the Land Use Committee of the City
Council, be and it is hereby approved by the City Council.
Said amendment is hereby declared to be a portion of the official
Statement of Community Planning Objectives for the City of
Evanston.
SECTION 2: This resolution shall be
in full force and effect
from and after its passage and approval, and all future publi-
cations of said Community Planning Objectives shall include said
amendment.

SECTION VI: BUSINESS AND INDUSTRY

Section 2. To make Evanston, and downtown Evanston in particular,
"The Headquarters City". A program should be implemented to
attract the development of at least one million square feet of
new office space in downtown Evanston. This program will include
the cooperative effort of the City Administration and its public
resources, plus the support of local private enterprise and
institutions. To strengthen the "Headquarters City" concept,
office development must be complemented by supporting retail,
hotel, governmental, cultural, service and other related func-
tions. Zoning and planning for the downtown area must take into
account coordinated site and building design; attractive pedes-
trian amenities; efficient traffic circulation; adequate parking;
and the protection of adjacent residential neighborhoods. The
drawing power
of the downtown
area should be maximized, by day
and by night,
through the most
appropriate methods of landscaping
lighting, open spaces, sheltered walks, setbacks, sidewalk
furniture, and other devices.
Section 3. Efforts should be intensified to improve and
strengthen Central Street and Main Street shopping areas.

Section 4.. Positive efforts should.be'made to maintain sound
areas of business and industrial development and to encourage
compatability between industry acid nearby residents. Vacant,
blighted and low productivity uses including some of our isolated
• neighborhood retail developments should be g p upgraded. In some
such areas the replacement of existing uses by office and pro-
fessional facilities should be encouraged.
