WHEREAS, all society is conscic•,;s of the .obli-

V.HEREAS, the Juvenile Court DiAision of the
CircuiL Court of Cook County Ceals pr-imarily with such
ci:i..dre ,, having, on its calendar up to 20,000. cases
an.-Ltally, and
ViHEREAS, there has been much talk of ways and
means of combatting and solving this r::ost acute problern
with very little progress toward decentralization of ti-e
Juvenile Court, and
WHEREAS, the Evanston Your: Cor^.mission , after
sew-ous study, called a meeting Monday, February 21,
to. discuss decentralization of the juvenile Court
o= Cook County, presently locates at ?obseve'lt Road
a..: Oa,3en Avenue, Chicago, Illinois, and
WHEREAS, there were present at 'Chis meeting ap-
�:�irua cely one hundred representatives from most of
su^'zrban commiunities in Cook Cou t��, representirc
ce aepartments, youth commissions , probation off-ccrs
a �c other officials dealing with ju e ,ile problems in t::e
:._esaid communities, and

NOW THEREFORE DE IT RESOLVED .. ,at_ the Evanston
Youth Commission, in its own Behalf, and for S
and in behalf of the aforesaid representatives
and communities, petition 'k the
administrative officers of the Circuit Court
o Cook County anal the presidincj Judce of the Juvenile
Court of Cook County that the presiding judge of
Districts 2 through 6 be authorized and be granted
jurisdiction on all proceedings that may be in-
stituted under the provisionscf the Juvenile
Court Act and that their courtrooms may be
designated as special courtrco,as as pzovided
in Section 2-11 of the Juvenile Court Act, and ti:at
all facilities now being '-•y the Juvenile Court

and if needed, all o- she a;' e i:o i '-,_ and renzi:^_
under the jurisdiction of t1e Juvenile Court of

BE IT FURTHER RESOLVED t.ac the Evanston C_ty
Council endorse the action ta;cen by the Evanston
Youth Commission and urge t::e cooperation and en-
dorsement of the go--erning bodies of -all other
suburban Cook County municipalities on behalf of
decentralization of the juvenile Court of Coo:_
County.
