WHEREAS, The City Council, by its adoption of
Resolution 8-R-66 on January 31, 1966, declared "That it
favors the dissolution of the three park districts within
the City of Evanston and the consolidation of the park system
under the City's Park and Recreation Department, and that it
solicits the support and cooperation of the Commissioners of
the First Park District, North East Park District, and Ridge-
ville Park District in the achievement of these organizational
objectives; and
IAMEREAS, voters residing within the First Park
District have circulated petitions calling upon the Commissioners
of the District to hold a referendum on the question of dis-
solving that park district, and filed these petitions with the
Commissioners on April 12, 1966, in the manner provided by
Illinois law; and
WHEREAS, the citizens residing within the First Lark
District should promptly be given certain assurances concerning
the future use of the park and recreational facilities now
operated by the First Park District if that district is dis-
solved:
NON, THE:kEFORE, BE IT RESCLVED, that the City
Council of the City of Evanston, Illinois, hereby reaffirms
that it will endeavor to achieve consolidation of the park

as the present three park districts are dissolved, and that it
is opposed to the establishment of an overall park district for
the City of Evanston or any other new park district within the
City; and
BE IT FURTHER RESOLVED, that the City Council, so as
to assure the citizens residing within the present First Park
District, hereby declares that it intends to do the following
if the First Park District is dissolved:
1. Accept title to any and all First Park District park
lands and operate and maintain these lands as parks in
the future,
2. Further improve said First Park District park lands
in a manner consistent with efforts to improve parks
• in other sections of Evanston,
3. Operate the lakefront park known as Clark Square
located east of Sheridan Road between Kedzie and
Main Streets as a passive park,
4. Assume the outstanding indebtedness of the First
Park District, provided this indebtedness does not
exceed $15,000, or make some mutually acceptable
arrangement for retiring this debt prior to the
official dissolution of the First Park District; and
BE IT FURTHER RESOLVED, that the City Council hereby
requests the Commissioners of the First Park District to join
with the City Council by declaring that they are in accord with
the four assurances to,the citizens set forth hereinabove, and
by declaring that the Commissioners will convey all park lands
now owned by the District to the City of Evanston for a nominal
consideration if dissolution of the District is approved by the
voters; and

BE IT FURTHER RESOLVED, that the City Clerk be and
he is hereby authorized and directed to transmit a certified
copy of this resolution to the President of the First Park
District.
