RESOLUTIOU
WHEREAS, the Public Junior College Act enacted by the 1965 Illinois
General Assembly authorizes the establishment of junior college districts to
construct and operate community junior colleges, and provides certain State
aids for the construction and operation of said junior colleges; and
WHEREAS, the North Shore Junior College Steering Committee, assisted
by Engelhardt, Engelhardt, and Leggett, educational consultants, has studied
the possibility of establishing a community junior college in this area and
now recor.wends the formation of a North Shore Junior College District to en-
compass the Evanston, Glenbrook, Highland Park, Lake Forest, New Trier, and
Niles high school districts; and
• WHEREAS, it is expected that a referendum rrM be held in May or
June of 1967 on the questions of whether the recommended junior college dis-
trict should be formed and vtether a 190 operations tax levy and a 4¢ build.
ings levy should be authorized; and
WHEREAS, the junior college act provides that a high school district
located in an area not included within a junior college district must pay the
net cost of educati.-ig students from that district who choose to attend public
junior colleges elsewhere in the State of Ill-biois; and
WHEREAS, the City Council is satisfied that higher education facil-
ities must be expanded throughout the nation and State of Illinois, and that
community junior colU ges offer certain educational, financial, and locational
advantages; that a North Shore Junior College would provide quality education
and become a source of distinction and pride for this area; that this junior
• college would offer advantages and be attractive to many hundreds of students
from Evanston and their parents, increasingly so as gaining admission to other

public and private schools becomes more difficult, and would enable more
high school graduates from this area to continue their educations; that
this junior college would provide occupational, technical, and adult educa-
tion programs much needed in this area; and that local businesses, other
employers, and the general economy of this area would be strengthened by
the proposed junior college;
NOW, THEiZEF'ORE, BE IT RESOLVED, that the City Council of the City
of Evanston, Illinois, hereby supports the formation of a North Shore Junior
College District and the construction and operation of a North Shore Junior
College, and hereby urges Evanston voters to approve the formation of the
• proposed junior college district and the related tax levies; and
EE IT FURTHER RESOLVED, that the City Council hereby gladly author-
izes the North Shore Junior College Steering Committee to present this reso-
lution at the public hearing to be conducted on March 9, 1967, and hereby
instructs the City Clerk to transmit certified copies of this resolution to
members of the North Shore Junior College Steering Committee and Illinois
Junior College Board and to other appropriate persons for their use in
securing approval of the proposed junior college and related tax levies.
