HomeMy WebLinkAboutRESOLUTIONS-1968-020-R-68I� L • R E S O L U T I O N WHEREAS, the vote on calling a constitutional convention for the State of Illinois will take place on November 5, 1968 at the general election; and WHEREAS, the blue ballot on the State constitutional convention will require a majority vote of all those voting, and those who fail to vote on the blue ballot are in effect casting a NO vote; and • WHEREAS, all local governmental units in Illinois are hampered by the present 1870 State constitution because that constitution, which was drafted when the State was overwhelm- ingly rural in character, does not provide to local governments the powers they need to meet responsibilities which their citizens • have asked them to accept and carry out; and WHEREAS, Americans believe that the government closest to them is the one that governs best, not only because it can be watched by alert citizens, but because it offers participa- tion, local control, awareness of local needs, and the chance to discuss local solutions; and WHEREAS, the present Illinois Constitution makes local governments unduly dependent creatures of the State and does not allow for the many differences which distinguish one com- munity from another; and a • • • • • WHEREAS, the present Illinois Constitution prevents "home rule" and thereby burdens the Illinois General Assembly with legislation dealing with purely local problems; and WHEREAS, the present Illinois Constitution also un- reasonably restricts bonding powers, taxing powers, and the form of the.tax system, and slows or prevents an adequate response to contemporary problems of growth, planning, inter- governmental cooperation, and welfare; and WHEREAS, municipalities in Illinois have decided through the Illinois Municipal League to support the call for a consti- tutional convention and to participate fully in conducting research and making proposals on constitutional provisions for the improvement of local government: NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Evanston, Illinois, hereby joins other Illinois municipalities in supporting the calling of a constitutional convention for the State of Illinois and hereby strongly urges each eligible voter in the City of Evanston to vote his blue ballot and to vote YES with an © to hold a con- stitutional convention.
