RESOLUTION
Urging Enactment of
House Bill 1257
WHEREAS, House Bill 1257, which is currently being considered by
e 76th�Illinois General Assembly, would empower the corporate author-
ities of Illinois municipalities to license and regulate all businesses
carried on for gain except for those businesses engaged in.the dissem-
ination of news or the sale and distribution of educational materials;
and
WHEREAS, the specific licensing powers now granted to Illinois
municipalities are limited so that, in the City of Evanston, only a
minority of businesses are licensable, and the City of Evanston is
prevented from licensing and regulating a number of types of businesses
where regulation is necessary in the public interest; and
WHEREAS, House Bill 1257 would authorize municiplaities to
establish license fees to recoup their costs of regulation, and such
"licensing for regulation" is equitable and desirable so that the general
�axpayer can be relieved of the costs of regulating specific businesses;
and
WHEREAS, it is desirable that Illinois municipalities have the
general licensing power provided by House Bill 1257 so that the corpor-
ate authorities of a municipality may promptly license and regulate any
new types of businesses that are established and that require regulation
in the public interest:
NOW, THEREFORE, Bi IT RESOLVED, by the City Council of the City
of Evanston, Illinois, that the members of the 76th Illinois General
Assembly be and they hereby are urged to enact House Bill 1257 into law
so as to provide Illinois municipalities with general powers to license
for regulation;.and
BE IT.FURTHER RESOLVED, that the Mayor and City Manager are hereby
C"Outhorized and requested to transmit copies of this resolution to Senator
rrington, Representative Dawson, Representative Johnston, Representative
Katz, and members of the Senate and House Committees considering House
Bill 1257, and to take other appropriate steps, in cooperation with the
Illinois Municipal League, to urge the enactment of said bill.
