RESOLUTION
Urging Enactment of
House Bill 1253
WHEREAS, House Bill 1253, which is currently being considered

by the 76th Illinois General Assembly, would empower Illinois munic-
ipalities to pass and enforce all ordinances necessary and desirable
to promote and protect the public health, safety, morals, or general
welfare; and
WHEREAS, Illinois municipalities now have only limited police
powers and have too frequently been unable to respond to pressing
public needs on a prompt basis; and
WHEREAS, House Bill 1253 would make it possible for the cor-
porate authorities of any Illinois municipality to respond appropri-
ately as problems and emergencies arose and would eliminate the
need to seek specific grants of additional police power from the

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the

City of Evanston, Illinois, that the members of the 76th Illinois
General Assembly be and they hereby are urged to enact House Bill
1253 into law -so as to provide Illinois municipalities with general
police powers; and
BE IT FURTHER RESOLVED, that the Mayor and City Manager are
hereby authorized and requested to transmit copies of this resolu-
tion to Senator Arrington, Representative Dawson, Representative
Johnston, Representative Katz, and members of the Senate and House
Committees considering House Bill 1253, and to take other appropriate
-steps, in cooperation with the Illinois Municipal League, to urge
the enactment of said bill.
