A RESOLUTION
Establishing A Budget Control
Policy
WHEREAS, the Mayor has appointed a Budget Policy Committee to
establish short .and long-term policies concerning City budgeting; and
WHEREAS, the City Council of the City of Evanston wishes to pro-
vide a sound fiscal policy concerning expenditure and taxing levels for the
City of Evanston; and
WHEREAS, it is intended that such policy shall provide for a
maximum of flexibility while at the same time assuring an orderly format
for municipal spending and property tax utilization:
NOW, THEREFORE, BE IT RESOLVED by the City Council fo the City
of Evanston that the annual growth in City expenditures on a fund -by -fund
and/or service area basis shall not exceed the increase in the Consumer
Price Index for the last full calendar year prior to the date of budget
adoption;
BE IT FURTHER RESOLVED that the City Council shall annually, by
September of each year, establish the figures to be used as the base in
determining the annual growth in City expenditures, and that such base may
allow for certain. exclusions of self-sustaining programs, special grants, 0
pensions, judgment funding;-unreimbursed mandated costs, and othee'prog-4Tns
or capital improvement projects;
BE IT.FURTHER RESOLVED that when determining such expenditure
limits, the real property tax levy for each budget beg inning with the 1980
budget shall not increase more than the growth in the Consumer Price Index
for the previous calendar year. This increase may exclude the tax levy on
new real property construction, unreimbursed mandated programs, pension ,
judgment funding requirements, and other programs or capital pro,io; 't : r

adoption of the 1980 budget, the City Manager shall report`to the Council

on the application of this pol.icy resolution. The City Council shall review
I this report and propose a budget policy for subsequent years;
BE IT FURTHER RESOLVED that new alternative revenue resources shall
be first applied to fund existing programs or projectsin lieu of property
tax funding; .and
r BE IT FURTHER RESOLVED that the Budget Policy Committee shall work
with the City administration to develop a system to forecast long-range
revenues and expenditures utilizing the adopted policies, and criteria.
