A RESOLUTION
Recommending That The Illinois Legislature
Override Governor Thompson's Veto Of
H.B. 450 - State Administration Of
Aid To The Medically Indigent Program
WHEREAS, the'Town of the City of Evanston is committed to the
availability of necessary medical care for all of its citizens; and
WHEREAS, the Town of the City of Evanston provides and funds a com-
prehensive program of General Assistance services for its citizens; and
WHEREAS, the current Public Aid Code (Illinois Revised Statutes,
1977, Chapter 23, Sections 7-1 to 7-.6) requires "Local Aid to the Medically
Indigent" with all eligible costs payable by the local governmental units;
and
WHEREAS, the Town of the City of Evanston possesses neither the re-
sources nor the taxing ability to meet the costs of a fully operative Aid to
the Medically Indigent Program, and has already strained the budget for
General Assistance; and
WHEREAS, the Illinois Department of Public Aid possesses the exper-
tise, staff and data bank for evaluating and processing medical bills in a
more cost-effective Planner; and
• WHEREAS, The Illinois Legislature has passed H.B. 450 to transfer
administration of the Aid to the Medically Indigent Program from the local

governmental units to the State;

NOW, THEREFORE, BE IT RESOLVED by the Town Board of Trustees of
the Town of the City of Evanston, Cook County, Illinois, to communicate by
this Resolution to the Illinois State Legislators of the First and Eleventh
Districts that the Town of the City of Evanston strongly recommends the over-
ride of the Governor's veto of H.B. 450.
