Minutes of 29 October 1991 Public Art Committee Meeting
MEMBERS PRESENT: Ron Isaacson, Indira Johnson, Tim Gamble, Fred

The monthly meeting of the Public Art Committee was called to
order by Ron Isaacson in Studio 106 of the Noyes Cultural Arts
Center. 927 Noyes Street, Evanston, IL 60201, at 7:05 p.m.
APPROVAL OF MINUTES: Gail Struve moved and Indira Johnson
seconded approval of the 24 September minutes. Approved
unanimously.
CHAIR'S REPORT: Ron Isaacson reported that sculpture was
recently placed at Skokie Sculpture Park, and asked that Jonathon
research the source of funding for and loans to the park. Ron
also congratulated staff and the ad hoc Congregational Park
Committee and Selection Panel for the clarity and esign of the
project prospectus.
STAFF REPORT: Jonathon Glus reported the he recently contract
Jill Tompkins as a part --time intern to manage the Public Art
Roster project. Jonathon and Jill met with representatives from
School District =65 Business and Public Information Offices to
develop a plan for locating and inspecting artworks on a school -
by -school basis. Jill will work closely with the P.I. office and
individual school principles to arrange for school visits. Jill
is also working with the General Services Administration in D.C.
to locate information regarding WPA works here in Evanston.
Locating information may provide possible restoration funding
sources. Jill will also assi=t Jonathon with the EVMARK window
project discussed in detail later in the meeting.
CONGREGATIONAL PARK REPORT: In absence of ad hoc committee chair
Beth Hart, Jonathon Glus reported that over 1300 prospectus were
mailed in October. To date one submission was received. The
Selection Panel will meet le November to review the submissions
received thus far.
GREENBAY ROAD OVERPASS: Jim Gamble explained that the Greenbay
Road overpass is scheduled by to be cleaned and painted in spring
1992. Though moneys are available from the City only for paint
(the structure is owned by C & w and maintained by the City). Jim
asked the Committee to consider creating a process by which
artists could submit proposals for paint design on the overpass.
The proposals should not be controversial in design.

Ron Isaacson suggested that the Public Art Committee may consider
drafting a plan outlining similar projects for city viaducts,
possibly called the "Evanston Viaduct Program." The plan may
call for an annual competition, focused on area art and
architecture schools. Winning designs would be submitted to the
City for possible approval and incorporation into the Capital
Improvements Plan. Outside funding is necessary. possibly from
EVMARK or Research Park corporate residents. The plan could be
submitted to EVMARK for endorsement prior to submission to the
City for consideration. Fred Nagelbach suggested that the
Committee consider developing an artist -in -residence program.
Don Wirth confirmed that an artist -in -residence may be included
in a future Capital Improvements Plan. The Committee agreed that
Jim Gamble will meet with Dave Barber to discuss Dave's level of
interest in the project.
PUBLIC ART PROGRAM MISSION STATEMENT: The Committee decided not
to adopt a mission statement because it is a committee of the
Evanston Arts Council, which does have a mission statement. The
Committee did approve the following statement to be used by staff
when it is necessary to provide a written program statement.
It is the intent of the Public Art Program to give visibility to
Evanston's ethnic, cultural and economic diversity as well as to
provide visual documentation of the City's historical commitment
to the arts.
EVMARK/TOWNCENTER WINDOW EXHIBITIONS: Jonathon Glus explained
that EVMARK recently approached the Arts Council to curate and
install temporary exhibitions in vacant storefronts in
TownCenter. Jonathon invited members of the Midwest Clay Guild
to participate in a juried show (all selections will be made by
Jonathon) to be installed by Thanksgiving at the old Scandinavian
Design space at Church and Sherman. Jonathon further explained
that EV4ARK is interested in co -sponsoring further such projects
and that staff would produce a long-term proposal early in 1992
for EVMARK's consideration.
1992 CALENDAR APPROVAL: The Committee unanimously approved the
1992 meeting calendar.
OTHER ISSUES AND MEMBERS COMMENTS: No other issues or comments.

The monthly meeting of the Public Art Committee was called to
order by Ron Isaacson in Studio 106 of the Noyes Cultural Arts
Center, 927 Noyes Street. Evanston, I1 60201, at 7:00 pm.
APPROVAL OF MINUTES: Regarding the minutes of the 29 October
meeting of the Public Art Committee, Indira Johnson requested the
an addition be made to the section pertaining to the GREENBAY
ROAD OVERPASS. In the first paragraph on page two of the
minutes, it should read:
...Fred Nagelbach suggested that the Committee consider
developing an artist -in -residence program. Don Wirth confirmed
that an artist -in -residence may be included in a future Capital
Impcovements Plan. The Committee further discussed the
possibility of the Public Art Committee acting as the design
review board and the role of the Public Art Coordinator may be `
expanded to include manager of this process. The Committee
agreed that Jim Gamble will meet with Dave Barber to discuss
Dave's level of interest in the project.
With the above correction. Fred Nagelbach moved and Indira
Johnson seconded approval of the 29 October minutes. E

CHAIR'S REPORT: Ron Isaacson commended the Committee on the
positive response that the Public Art Program has received in the
community thus far.
Ron opened a Committee discussion regarding a downtown
redevelopment plan sponsored by EVMARK which calls for
redevelopment projects in 1992 and 1993. Ron explained that
public art is a key component :�f the plan and that the
redevelopment protect is at ':he "general streetscape" stage. A
budget is not in place yet
Beth Hart suggested that an artist should be involved in the
planning and design process of the plan. Ron stated that he
agreed with Beth but the inclusion of an artist is financially
unfeasible, and that the Public Art Committee may act as a
"design watch -dog" or "design conscience" regarding the various
downtown projects.
Beth Hart further suggested that the Public Art Committee, as a
body of arts professionals, may consider exploring a common
vision for the downtown project as well as other design -related
projects throughout Evanston. Ron and Beth together concluded
that the Committee may want to explore and develop this common
vision as part of each Committee meeting. Jim Gamble also stated
that the Committee may further encourage placement of art in
public places by creating a process to complete such projects
that is accessible to community organizations and commerce.
STAFF REPORT: Jonathon Glus reported that the contract for the
City Library Project Manager was approved by City Council in late
November. City Council will consider and possibly approve the
contract for the Master Architect in December. At the City
Manager's request, immediately after this contract is approved
Joseph Zendell will schedule a meeting for the City Manager, Head
Librarian and Don Wirth to discuss the first steps of inclusion
of public art in the new library
Jonathon also reported that five pieces of sculpture are now
placed at Skokie Sculpture Park. Currently all the pieces are on
loan for approximately two years, but the Park Board (a non-
profit organization using land part of a water reclamation
district) is currently raising moneys to purchase some of these
pieces as well as others they intend to install at the site by
mid-1992. The official opening of the park is scheduled for May
1992.
CONGREGATIONAL PARK REPORT: Beth Hart reported that the 18
proposals have been received to date. but she and staff expect a
number of proposals by 1 December. The 18 November selection
panel meeting date was cancelled due to the few number of
submissions. The Selection Panel is scheduled to meet on 5
December and 12 December to review all submissions.
Beth Hart and Jonathon will begin drafting a rejection letter for
Congregational Park submissions.
The Committee further discussed adopting a clause for use in all
prospectus' stating that the Committee reserves the right to not
award a commission and to change the selection process at any
time. Jim Gamble suggested the following phrase:
"The tommittpH reserves the right to amend the submission process
and to reject any and all. proposals."
The Committee asked that Jonathon take the above statement to the
City Legal Dept. as well as the Lawyers for the Arts to confirm
its legal validity.
VIADUCT PAINTING PROJECT: Ron Isaacson asked Jim Gamble to chair
an ad hoc committee to steer a viaduct painting program
throughout the City, beginning with the Greenbay Road overpass.
All agenda items for this committee will be discussed by the

complete Public Art Committee. Beth Hart moved and Dave
Mickenberg seconded the appointment of Jim Gamble as chair of
this new ad hoc committee. The Committee unanimously approved
the appointment.
Jim stated that he would schedule a meeting including
representatives from the Arts Council, Public Works, Planning,
the Public Art Committee and possibly EVMARK and to discuss
formulating a plan a city-wide viaduct painting program, to begin
with the Greenbay Road Overpass.
EV74ARK/TOWNCENTER WINDOW EXHIBITIONS: Jonathon Glus reported that
the exhibition featuring the Midwest Clay Guild for installation
at the previous Scandinavian Design space at Church and Sherman
was cancelled in the second week of November because the new
tenant requested access to the space beginning in late November.
Jonathon further reported that EVMARK is very supportive of an
on -going exhibition program for vacant downtown spaces and that
he will develop a one- or two-year plan for EVMARK to consider.
Midwest Clay Guild will Le included as one of the proposed
exhibition highlights.
OTHER ISSUES AND MEMBERS COMMENTS: The planned Davis Street
transit center will include a plaza with space designated for
public art. Jim Gamble suggested the Committee begin to consider
what type of work will he most appropriate for that place and
what is the best process 'by which a piece will be placed.
Ron Isaacson suggested that the Program begin a file of slides
and information regarding public art at mass transit sites - most
specifically train stations, as well as a file of public art in
downtown commercial areas that may be relevant to upcoming
pro3ects in downtown Evanston.
Don Wirth suggested that the proposed Public Art Plan include the

December.
Fred Nagelbach reported that :hicago Title & Trust is hosting a
public art competition at the si`> of their new building directly
