Indira also explained that Carla Kenney -Phillips at School
District 465 is interested in coordinating the mural project for
the children's room and that the sub -committee is currently
exploring the management and cost logistics for this on -going
project.
Jonathon reported that the Library Board at their 28 April
meeting would review the Library Public Art Plan. Indira
Johnson, Beth Hart and Jonathon would attend,
VIADUCT COMPETITION PROJECT: Ron reported that a firm located in
Research Park is currently researching bridge/viaduct
deterioration in conjunction with Northwestern. Ron suggested
that the Committee explore the possibility of collaboration
between this project and the Viaduct program.
RETREAT: In the sub -committee's absence. Ron confirmed that 19
June is still a good date for those in attendance to hold the
retreat. Jonathon said that he would contact the sub -committee
asap to confirm the date and location.
OTHER _ISSUES AND MEMBERS COMMENTS: Ron suggested that Jonathon
draft a letter from PAC to welcome the new City Council and
mayor.

Minutes of the Evanston Ethnic Arts Festival Planning Committee
meeting of Tuesday, May 4, 1993.
MEETING CALLED TO ORDER: The meeting was called to order at 6:40
pm. by this month's chair Brenda McKinley.
MEMBERS PRESENT: Laurel Burrows, Robert Ferguson, Wendy Kopald,
Carol Koloian. Brenda McKinley, Geri Mills, Eunice Oviedo, Isabel
Oviedo, Lewis Walker
STAFF PRESENT: Tsehaye Hebert
MINUTES: The following correction was made to the Calendar of
Events. The Jazz Concert benefits Distinctive Ladies of the
North Shore and not the Unity Network, as had been entered in the
minutes. L. Burrows moved that the minutes be approved with
corrections: L. Walker seconded the motion.
COUNCIL REPORT: L. Burrows reported on the recent Arts Council
meeting briefly discussing the Next Theatre's Adopt--A-Seat
project, the recent vote on eliminating the comprehensive arts
grants from the Illinois State Bureau of Education, the recent
Arts Market, the Arts and Affirmative Action meeting and the
upcoming Back Home With the Folks program. Laurel also announced
that there was an opening on the Council due to Jane Chapman's
resignation.
FESTIVAL CHAIR/FAMILY DEMONSTRATION AREA: Plans are being made
to have Festival chair and co-chair Isabel and Eunice Oviedo
present a pinata from ELA donated to the Pediatrics Unit at
St. Francis Hospital on behalf of the Evanston Ethnic Arts
Festival. Isabel reported that at the recent ELA meeting, she
signed up eleven volunteers for the Family Demonstration Area.
The pinata and the tortilla making demonstration will be housed
in the Family/Demonstration Area. There is nothing new to report
for Year of the American "raft.
EXHIBIT-: The applications are still trickling in. A final count
is not available. however the overall numbers are still less than
the number Df appl,zat:cns received last year at t:::s time.
Tsehaye. Art Encounter. L. Burrows and C, Marshall will
coordinate and implement the curatorial process Regarding
painting the exhibit spaces on the day before the Festival, it
was decided that we should approach the Recreation Department or
ETHS to use paint rollers used for painting their sports playing
fields. This would greatly expedite the process not only time
wise but would also be physically less taxing.
FEST:VAL HOOK: Laurel Burrows offered to help edit the souvenir
book. Information should be due by the end of the month. A draft
of the book should be available by the next meeting.

Evanston Public Library The monthly meeting of the Public Art
Committee was called to order by chair Roc. Isaacson in the
Parasol Room at the Evanston Civic Center, 2100 Ridge Avenue,
Evanston, IL 60201, at 7:10 pm.
APPROVAL, OF MINUTES: Beth Hart moved and Ray Green seconded the
approval of the minutes of the 27 April and 30 Mauch meetings.
CHAIR'S REPORT: Ron Isaacson updated the Committee on the public
art component of the downtown revitalization plan. Primarily,
EVMARK recently confirmed its commitment to public art by
considering partial support of the public art coordinator
position. The CTA approached the Dempster Street merchants
regarding a possible mural project at the Det,ipster Street
viaduct. The Transit Center will be completed by the end of the
year. Public Works is willing to include a sculpture pad at the
site for later inclusion of art.

NEW PUBLIC LIBRARY PROJECT:
A) Library Competition/Selection Process:
Ron invited the Committee to review and discuss the four
questions regarding process which were included in the monthly
packet. Ron encouraged the Committee to thoroughly explore these
issues because the PAC members will be asked in the coming months
to defend this process.
Jim Gamble asked whether the goal of this exercise is to provide
a level playing field for all the artists or to acquire the best
piece possible for the exterior of the building. Ron stated that
the PAC is charged by the Arts Council to acquire the best work
possible. Indira Johnson said that the field must be level for
the artists involved to insure the integrity of the program.
Ron invited Ray to review and critique the process used for the
exterior selection panel. Ray assured the Committee that the
process used was fare. He stated that t}ie seler_tion panel was
charged by PAC to review the proposals given the pre -determined
criteria, and for PAC to second guess the reasoning of the
selection panel at this point in the process is inappropriate.
Ray reminded the Committee that locating a piece which is
unanimously approved of is impossible and that many of the best
pieces begin among controversy. He sited as an example the piece
in Highland Park. Ray also reminded the Committee that the three
finalists were selected based on an exciting concept, but
concepts which need to be more thoroughly fleshed out, which will
be done during the final proposal phase.
Ray stated that a selection process must be flexible. He further
stated that process is abstract, and that the joy of working with
a Committee of thinking, articulate people is responding to the

explaining that part of being a member- of the Public Art
Committee is realizing one's commitment to the process.

B) Review of Preliminary Exterior Artwork SubmisFllt�ns:
Jonathon presented the top twenty-two proposals. 11(�th hart, Jim
Gamble and Indira Johnson led the Committee in agreeing that the
three finalists, though disparate in concept, are interesting,
challenging, and submitted by artists with well -proven aesthetic
standards.
C) Interior Sub -Committee:
Indira reported that Ann Wilson can no longer sit on the
selection panel, and Joanne Pinsky (Art Encounter) will be
invited to replace Ann as a community representative. Jonathon
reported that the prospectus is still delayed due to the question
of what kind of flooring will be used.
D) Sister City program:
Jonathon reported that the ester City Program is interested in
exploring the possibility of sponsoring a fine arts exchange
between artists in Belize City and Evanston. Gail Struve
volunteered to chair such a committee.
CITY ACQUISITION POLICY: The Committee approved the proposed
structure of a Library Collection Committee and agreed that an
acquisition policy should be discussed at the September retreat.
The Committee asked Jonathon to continue researching policies
held by other agencies nationwide.

Fred Malkinson stated that a citizen is 4.ntereslod in donating
the funds to acquire a piece of glass artwork for the new
Library. The Committee discussed various processes to consider
the donation that would most closely align with the Library
Public Art Plan. Jonathon agreed to provide Fred a short note
explaining what information the donor may put in a letter to be
considered by the new Collections Committee.

article on public art in Phoenix which had recently appeared in the
New York Times. Ron stated that copies of the article would be
available from Jonathon. Ron stated that nominations for the
Mayor's Award for the Arcs will be accepted until 15 September, and
to see him or the Arts Council staff for more details. He also
stated that a new committee of the .Arts Council is the Arts in
Education Committee, chaired by Francine Markwell.

will be put in place beginning in 1994/1995, and that he is

APPROVAL OF MINUTES: "Minutes of the August 1992 meeting of the
Public Art Committee were inadvertently included in the packet
instead of the minutes of the August 1993 meeting. No review and
voting took place. The August 1993 minutes will be included in
the October packet.
`HAIR'S REPORT: Ron congratulated the Committee on the success
of the retreat held on 19 September. Ron further said that the
members of the Arts Council who attended the retreat were quite
impressed with the knowledge, dedication and professionalism of
the indi:•4-dual PAC members as well as the Committee as a whole.
STAFF REPORT: Jonathon reported that he had no formal staff
report, but that he would provide information regarding the
:�ar,ous projects through the remainder of the meeting.

Rando was not vet prepared, and that document would be included

The monthly meeting of the Public Art Committee was called to

APPROVAL OF MINUTES: Regarding the August 1993 minutes, Gail
Struve stated that she was not clear as to what are PAC's "goals
for downtown." Ron Isaacson stated that the downtown plan
coordinated by EVMARK includes public art, and that PAC may be
pivital in realizing public art projects downtown under this
plan. Regarding the September 1993 minutes, under the "Retreat"
heading, "my" should read "may." with these comments, David
Mickenberg moved for and Gail Struve seconded approval of the
minutes.
CHAIR'S REPORT: Ron explained that a meeting had recently been
called by Alderman Feldman to discuss the process by which public
art will be placed at the Librar,,r. Ron stated that the role and
definition of public art in Evanston is at a critical point and
that the Library project will be a determinant in the direction
in which this program will go.
Ron also announced that Arts Council executive director Joseph
Zende-1 recently received a special award for ser'fice from mayor
:,orraine Morton at the annual :hamber of Commerce "Mayor's award
�_r the Arts" :uncheon, and the recent Year of the American Craft
t.ur of Evanston during the ,New Art Forms exhibition was a
t_smendous success.
.STAFF REPORT: Jonathon stated that he had no staff report outside
or his input to the remainder of the evening's reports.
`NEW PUBLIC LIBRARY PROJECT: _n the absense of exterior sub-
committee chair Ray Green, Ron explained that the Arts Council
recently approved the proposed exterior sculpture by Sherrie
Frederick. Ron stated that the Note was close, and that the
discussion .-entered mainly around the process and less on the
piece.

APPROVAL OF MINUTES: The minutes of the October 1993 PAC meeting
were unanimously approved.
CFAIR REPORT: Ron Isaacson welcomed the guests to the meeting and
exclained that his goals for the meeting were to discuss the
process by which a piece will be selected for the exterior of the
Library, _o review the proposals for the interior of the Library as
recommended by the selection panel and select three semi-finalists
fir each ^f the three interior art sites, and to receive feed -back
-rcm the audience regarding public art for the Library. Ron stated
