1830 Sherman Avenue - East Facade Alterations
Mr. Frank Wheby, owner of 1830 Sherman Avenue, presented plans to R&TA eliminating the ground
level entrance under the stairway on the east main facade and replacing that entrance and egress with
a single entrance to be located immediately north of the stairway. The plans include the removal of
an existing window and the installation of a new door in the same window opening. Mr. Wheby said
that his intention was to make the entrance into Copy Cat more attractive to the public and create
additional storage space under the stairway Two wooden partitions would be built to close the
archway under the stairs To keep the appearance of the arches the partitions would be recessed
approximately six inches from the exterior face of the concrete wall Mr. Wheby said that the existing
entrance to Copy Cat is to customers in some way frightening and this gives Copy Cat a disadvantage
to compete for customers

Mr. Wheby answered that it had been there for seven years Mr Mohnke asked if people using the
facility had voiced concern about the entrance? Nir Wheby answered yes He added that, people
could not find the entrance and therefore went to a competitor's copy shop

Mr. Wheby said that he had found people looking for Copy Cat on the second or third floor of his
building.
Mr. Carlos Ruiz asked Mr. Wheby if the existing signage could be improved to direct customers to
the entrance. Mr. Wheby said that he plans to improve and relocate the signage. Mr. Mohnke asked
if Copy Cat occupied the entire first floor. Mr. Wheby answered yes. Mr. Mohnke asked the width
of the window opening. Mr. Wheby said that it was over 3 feet. Mr. Ruiz asked Mr. Wheby if the
sidewalk to the new entrance was flush with the ground level floor. Mr. Wheby answered yes, He
added that the livelihood of the building depended upon the first floor being rented out as a business.
Mr. Wheby said that he would like to install an awning over the new doorway. Mr. Richard Lehner
and Mr. Mohnke said that they could understand the need of a better entrance to Copy Cat on the
first floor. The proposed alteration to the first floor window (although not desirable from the
preservation point of view) may achieve the desired results. However, Mr. Lehner and Mr. Mohnke
recommended that Mr. Wheby reconsider his idea of installing an awning over the new entrance to
Copy Cat.
Mr. Mohnke preferred the open archways, and recommended closing them off with an iron gate that
matched the new railing and maintained the transparency of the open archways. Mr. Wheby said the
building needed storage space and that delinquent activity was a factor in closing the archways.
Mr. Lehner said that the new door would be acceptable under the circumstances and he was more
concerned with the way the archways would be closed. He suggested the use of traditional stucco
with a smooth finish. Mr. Derek Cottier suggested the removal of the existing sidewalk leading to
the archways. Mr. Wheby agreed
Mr. Mohnke said that R&TA could appreciate the need for a new entrance to Copy Cat, and that
R&TA hoped the proposed solution achieves the desired objective. Nevertheless, R&TA was still
concerned about the probable installation of an awning over the new entrance. Mr. Mohnke said the
R&TA would Iike to encourage Mr Wheby to operate Copy Cat without the awning He also
mentioned that the archways should be closed with a stucco smooth finish

II. CORRESPONDENCE
Mr. Ruiz said that Ms. Ellen Galland had presented her resignation as an associate member.
Ms. Galland wanted to concentrate her time as a member of the Site Plan and Appearance Review
Committee. Ms. Galiand said that she would continue her support for the Preservation Commission.
Ms. Qualkinbush informed the Commission that Ms. Marilee Roberg had also submitted her
resignation as a Commission member due to her move to Wilmette.
M. CONUV917EE REPORTS
A. Review and Technical Assistance Committee (R&TA)
L 736 Forest Avenue - North (Side) Facade Alteration.
W. Ruiz informed the Commission that Mr. Lubotsky, architect for 736 Forest Avenue,
submitted plants and elevation drawings for exterior alterations to the north (side) facade.
The project included the replacement of a double hung window on the first floor for a
casement window and the removal of a window by closing the window opening with
wooden siding finish to match the existing wooden siding.
Mr. Mohnke moved to accept the plans as presented with a request to the architect to
locate the exhaust in the wall in a manner to be in concert with the rest of the north
elevation. The motion seconded by Mr. Hal Davis, passed unanimously.
2. 1830 Sherman Avenue - East Facade Alterations
Mr. Mohnke said that Mr. Wheby's presentation and R&TA's deliberation were heard
by the Commission. He moved to accept the proposal to replace an existing first floor
window on the northern portion of the east facade for a new door, the closure of the two
archways under the stairway with recessed walls of a smooth stucco finish to create
additional storage space The motion, seconded by hir Yas, was approved
unanimously
3. 807 Church Street/1700 Sherman Avenue - Awning Installation
Mr. Ruiz reported to the Commission that Centrum Properties had submitted an
application for the installation of a fixed canvas awning over the Church Street entrance
to the apartments. The proposed awning would have a three-foot overhang. The

sign ordinance allows only two feet of overhang for Fixed awnings. Mr. Ruiz said that
Centrum Properties would like to increase the visibility of this entrance to potential
tenants and to advertise apartment vacancies. The canvas sample submitted with the
application does not match the dark grew color of the existing vinyl retractable awnings.
Mr. Lehner said that he did not believe apartment buildings in Evanston advertise their
entrances. He said that this building has unified sign plan, the purpose of a unified sign
plan is to create uniformity with signage. An awning different in shape and color defeats
this purpose.
Mr. Yas said that the entrance was different from the storefronts because of its high
ceiling that provides natural lighting to the lobby, an awning over the entrance would
cause the lobby to be dark. Mr. James Knox said that he understood the need to
differentiate the entrance to the apartments from the entrance to the storefronts. He
believes that, there is an ongoing conflict between the residential and commercial uses
of the building. He liked the entrance to the apartments, and with appropriate signage,
potential tenants might be able to see the entrance better.
The Commission members discussed various alternatives to make the entrance more
visible and attractive. Suggestions included possible variations in color, shape, material,
and signage. Mr. Davis mentioned the importance of two buildings in downtown
Evanston, and reminded the Commission of their responsibility to provide some
alternatives to the applicant. One alternative would need to explain how to adapt the
awning and another alternative might explain how to avoid the awning completely.
Mr. Davis felt that the awning would negatively affect the inviting lobby and that the
entrance seems like another storefront, which is exactly the situation the applicant would
like to avoid.
Mr. Davis presented a sketch of a silk screened sign that could be stenciled on the glass
panels above the main entrance doors. The sign could prominently display the address
and a legend to identify the apartments. Mr. Davis suggested the sign could reflect some
of the detail from the an deco motif.
NIr Lehner moved that the proposed awning for the entrance is inappropriate for both
the building and for the intended purpose of highlighting the entrance The Commission
recommends highlighting the entrance in another fashion, such as through silk screening
or applied decorative stenciling to the glass panels above the doors to mark the entry
reflecting the art deco design motif of the building (as shown on the sketch by Hal Davis
to be submitted to the applicant). This alternative would allow continuous natural
lighting in to the lobby. The Commission recommended that the applicant use a
professional designer Suggested colors for the silk screened sign are gold for the
lettering to match existing brass and/or copper detailing on a dark green background

B. Nominating Committee
Mr. Yas reported that the nominating committee would like to nominate
Ms. Carol Qualkinbush for a second term as Chair, and Mr. Derek Cottier as Vice -Chair
for the 1993 calendar year. Mr. Yas moved to approve the nominating Committee's
report. The motion seconded by Mr. Mohnke passed unanimously. The Commission
elected unanimously Ms. Qualkinbush as Chair and Mr. Cottier as Vice -Chair for the
1993 calendar year.
C. Walking Tour Brochure Committee
Mr. Davis reported that the typesetting of the text was not finished. The suggested made
by the Commission had been taken into consideration. The text layout was opened up
to improve its appearance. The final product is an 88-page brochure plus cover. Mr.
Ruiz reported that the 51,150 cost for typesetting was authorized by Ms. Charmain
Borys, Planning and Zoning Director. The cost of printing had also increased to $3,500.
Mir. Davis acknowledged Ms. Ante Earle's excellent work and continuing effort to
complete the text and typesetting format. The Commission discussed various options
to keep printing cost within budget.
III. AMENDMENT TO THE COMMISSION'S MINUTES OF DECEM 3ER 15, 1992
Mr. Davis informed the Commission that Mr. John Balch, member of the Zoning Board of Appeals,
had contacted him regarding the proposed addition to the coach house at 228 Greenwood Street.
Mr. Balch had read the preliminary review for he proposed addition as recorded in the Commission's
minutes of December 15, 1992. Mr Balch expressed his and the Zoning Board of Appeals concern
about the petitioner's intention to possibly subdivide the property if in the future the zoning variance
for the addition to the coach house is approved.
Ms. Qualkinbush said that when the Commission conducted the preliminary review, it was clearly
stated to the petitioner that the proposal could not be reviewed for a final decision until afier the
petitioner had obtained the required zoning variance Mr Davis said that since he was not present
at the time when the minutes of December 15, 1992 were approved, he would like to move to amend
the minutes to reflect the Commission's position regarding the zoning variance requirement.
Mr. Davis moved that on page three, of the minutes of December 15, 1992, the first paragraph should
end as follows: Ms. Qualkinbush emphasized that before the Commission's final review, the
petitioner would have to obtain approval from the Zoning Board of Appeals for the zoning
variance. It was noted that this preliminary review is not intended to suggest endorsement for
the zoning variance necessary to complete the project.

The motion soconded by Mr. Yas, posed ummimousty. Ms. Qualkinbush said that Mr. Ruiz would
send a memorandum to the Zoning Board of Appeals with the amendment to the minutes of
December 15, 1992.
IV. APPOINTIIIENTS TO STANDING COIVIIMMES
Ms. Qualkinbush asked Commission members to sign their names to one or more of the standing
committees. The standing committees are: Research and Evaluation, Review and Technical
Assistance, Public education, and Liaison. Ms. Qualkinbush said that the Commission would focus
its attention in 1993 to the passing of the binding preservation ordinance, the annual preservation
awards, the walking tour, the publication of the newsletter, and possibly the reactivation of the
District 65 project.
V. NEW BUSINESS
Nomination of Associate member
Ms. Deborah Warnees application for associate membership was officially accepted by the
Commission. Ms. Qualkinbush said that she and Mr. Ruiz would meet with Ms. Warner to welcome
her to the Commission and give her an orientation about the Commission's work.
VL PRESERVATION COMMISSION RETREAT - RECAP
Mr. Ruiz distributed a summary of the Commission's retreat conducted on January 16, 1993. He
declared the retreat a success, and the Commissioners and Associate Members, who attended the
session, felt the results were: positive The Commission renewed its commitment and enthusiasm to
continue working on preservation issues contributing to the well being of Evanston.
VII. STAFF REPORT
Mr. Ruiz informed the Commission that he has been monitoring interior alterations to landmark
buildings He has found that in the case of a window being replaced into an unaltered window
opening, a building permit is not required Therefore, the Building Department does not have to refer
those plans to the Commission for review since the Commission's purview is over exterior alterations
only. W. Ruiz suggested bringing this matter to the attention of Mr James Wolinski, Director of
Building and Property Services Department.
VIII. CALENDAR
Mr. Ruiz announced that the next regular Commission meeting would be held on Tuesday, February
16, 1993, at 8:00 p m in Room 2403 of the Evanston Civic Center.

UL COMNIITTEE REPORTS
A. Review and Technical Assistance Committee (R&TA)
I830 Sherman Avenue - Proposed Subdivision
The Site Plan and Appearance Review Committee (SPAARC) referred a subdivision
application of 1830 Sherman Avenue, the site of an Evanston Landmark, to the
Preservation Commission for a preservation analysis.
Mr. Ruiz said that the proposed subdivision application contained two elevations of
a one story building. Mr. Ruiz had contacted Mr. Frank Wheby, owner of 1830
Sherman Avenue. Mr. Wheby said that the two elevations shown in his subdivision
application were included to illustrate the feasibility of subdividing the lot and built
a building in conformance with the zoning requirements.
Mr. Ruiz added that he had discussed the proposal with Mr. David Galloway, who
had expressed some concerns with the proposal. Mr. Galloway believed that if the
subdivision is approved, the owner could sell the lot. The Commission would not
have purview over the newly created lot. The new owner could build a structure that
potentially could negatively impact the landmark building.
Mr. Ruiz stated that the property is zoned as B4 business, with a maximum floor area
ratio of 5.0, and a maximum building height of 85 feet. The parking requirements are
one parking space for every additional 400 square feet when the lot exceeds 2,000
square feet The proposed subdivision shows the location and foot print of a 2,000
square foot building to be constructed on the proposed new lot.
Mr. Stuart Handler said that he could not think of a reason why the subdivision should
not be approved. Nis opinion was that the landmark building was not that significant.
Ms. Qualkinbush said that in the past, the Commission was aware of a proposed
addition to the landmark building Perhaps if something had to be done, then a
separate building with the appropriate setback might be better than an addition to the
building. Mr. Richard Lehner said that Mr. Handler's position was understandable in
terms of the highest and best use of the land. However, in terms of historic
preservation, the property had been there historically with open space to the south.
Mr. Lehner added that filling the open space with a one-story building is out of
character with other buildings in the area and the downtown.
Mr. Douglas Mohnke said that the Commission does not know with certainty what
the owner wants to build on the proposed new lot. Ms Qualkinbush asked Mr. Ruiz

to fund out whether the site is within an overlay district under the new proposed
Zoning Ordinance. She said perhaps with that information the Commission could
snake a better assesmmn of the proposed subdivision. Mr. Handler suggested to look
at this proposal from another perspective. He said that the owner's proposal is in
compliance with the current Zoning Ordinance, he will take the risk to develop his
land with his own money, and as long as he is in compliance with the City Building
and Zoning Codes, he should be allowed to develop his land. He concluded his
statement by saying that the Commission is entitled and has the right to agree or
disagree with his opinion.
Mr. Lehner said that he agreed with Mr. Handler's analysis. However, the
Commission did not categorize landmarks. Every landmark had a qualifying factor
to be a landmark. He said that the Commission's task was to protect all landmarks
and to apply the Secretary of Interior's Standards, as well as the Preservation
Ordinance in each case. Mr. Lehner stated that if this piece of land was to be part of
an overlay district in the new proposed Zoning Ordinance, which did not allow the
subdivision of the land, then the Commission would have a legitimate comment to
make, because under the proposed Zoning Ordinance this piece of land should not be
subdivided. Mr. Lehner said that if that was not the case, then Mr. Handler's
comments were right.
Mr. Neil Sheehan said that because this landmark was originally sited as a focal point
on a small island that any new construction would obscure its presence. He
mentioned that because of the current economic trends, this landmark might be in
danger. Mr. Mohnke said that the owner was applying for the subdivision only. He
showed elevation drawings for a 2,000 square foot building, with no parking or
service, and that he did not mention any proposed floor area ratio.

create economic hardship, or cut off potential uses of buildings, or cut out the
economic basis for maintaining a landmark building He stated that the Commission
is entitled to express concern about altering the site of a landmark building.
Mr. Lehner moved that the Commission was unable to comment on the proposed
subdivision of 1830 Sherman Avenue. The Commission was unable to comment on
the elevation drawings for a one story building that were submitted with the
subdivision application The motion seconded by Mr yiohnke was approved
unanimously

B. Self- Guided Tour Brochure Committee
Mr. Ruiz informed the Commission that the type setting of the text was almost completed.
The Self -Guided Tour Brochure's camera ready material will be submitted to the printer.
IV. OLD BUSINESS
A. 1993 Work Program
Ms. Qualkinbush said the Commission will concentrate its 1993 work program in five areas:
the publication of the Self -Guided Walling Tour Brochure, conducting a walking tour to
promote the brochure, holding the annual Preservation Awards program, working on the
revision of the Preservation Ordinance for binding review, and reviewing of alterations to
landmark buildings.
B. Standing Committers
Ms. Qualkinbush said that Commission members had signed to their respective standing
Committees for 1993.
V. NEW BUSINESS
Evanston Comprehensive Plan - Historic Preservation Section
Mr. Ruiz said that the Plan Commission was reviewing the Evanston Comprehensive Plan of
1986. He believed that the Preservation Commission will be asked to submit comments on
the Historic Preservation Section.
VI. CALENDAR
Ms. Qualknbush announced the next Commission meeting will be Tuesday, March 16, 1993, at 8:00
p.m. in Room 2403 of the Civic Center, 2100 Ridge Avenue.

A. Memorandum from National Alliance of Preservation Commissions
Mr. Ruiz informed the Commission that he had responded to a survey from the National
Alliance of Preservation Commissions. This is a comprehensive survey regarding various
aspects of preservation policies and the administration of local preservation ordinances

Mr. Ruiz informed the Commission that he had issued a preservation assessment for a
building located at 328 Custer Avenue, to be purchased by H O M E with funds fro the
Illinois Housing Development Authority (rHDA)

C. Letter from Richard Moe, President, National Trust for Historic Preservation.
Mr. Ruiz reported to the Commission that a letter from the President of the National Trust
for Historic Preservation, Mr. Richard Moe, informed National Trust Members that S2.5
Billion of additional funds will be available for Community Development Block Grant projects
(CDBG).
These additional funds could significantly benefit preservation projects that are ready to go.
Mr. Ruiz said that the City of Evanston as a Certified Local Government will continue to
apply for preservation grants through the Illinois Historic Preservation Agency.
M. COMMITTEE REPORTS
A. Review and Technical Assistance Committee (R&TA)
335 Greenwood Street (Wilson States) - Construction of a rear screened porch and
extension of a rear second floor balcony. Project subject to Planned Development
Agreement.
Mr. Ruiz informed the Commission that a building permit application was filed for the
construction of rear screened porch and the extension of a rear second floor balcony at 335
Greenwood Street. This property is part of the Wilson estates, which was built under the
provisions of a planned development agreement. Any alterations require the approval of the
City Manager after consultation with the Preservation Commission. Mr. Ruiz said that he had
initiated the process by consulting with Mr. David Galloway of R&TA and by conducting a
site visit. R&TA had approved the proposed work as presented. Mr Ruiz sent a
memorandum to the City ,Nianager confirming R&TA's approval.
B. Self -Guided Tour Brochure
Mr. Ruiz informed the Commission that the Self -Guided Tour Brochure camera ready
printing material was delivered to the printer He said that the new publication would be
available by mid -April, 1993 'fir Ruiz acknowledged the work of Nis Mary McWilliams,
Mr Hal Davis, Nis Marilee Robert, and his Anne Earle for a successful completion of the
project.
C. Walking Tour Committee
Mr Ruiz said that a news release announcing the May 16, 1993 walking tour was submitted
to the local and Chicago metropolitan area media He said that all commissioners would be

asked to assist in the preparations for the tour and to be available at the date of the event.
Mr. Ruiz said that a letter with a list of tasks and a time table will be sent to those individuals
who have already called his office offering help.
D. 1993 Preservation Awards Committee
Mr. Ruiz reported to the Commission that the 1993 Preservation Awards were announced
in the 1993 Spring issue of Bghlights. The nomination forms are also available for
distribution. The jury will be selected in early May. The awards ceremony will be held on
Monday, June 28, 1993.
1V. OLD BUSINESS
1830 Sherman Avenue - Preservation Analysis of Proposed Subdivision
Mr. Ruiz said that the preservation analysis for the proposed subdivision of the property
located at 1830 Sherman Avenue was submitted to the Site Plan and Appearance Review
Committee (SPAARC). The Commission had concluded that the property was not located
in an overlay district under the provisions of the new proposed Zoning Ordinance. The
Commission did not submit a recommendation regarding the design and construction of a new
building on the proposed new lot, because the subdivision application did not provide
adequate information about the building.

A. Memorandum to Eric Anderson, City Manager, regarding concerns raised by the
Preservation League of Evanston at the Saturday, February 27, 1993 Council meeting.
Mr. Ruiz informed the commission that the had written a memorandum to Mr. Anderson in
response to comments made by a member of the Preservation League of Evanston at the
Saturday, February 27, 1993 Council meeting The memo was reviewed by Ms Qualkinbush
and Ms Charmain Borys, director of the Planning and zoning department The memo
explained in detail the Preservation Commission's purview; projects reviewed by the
Preservation Commission including exterior alterations, subdivision of landmark buildings
sites, and demolitions, loopholes in the building application process. The memo also
addressed the revision of the Zoning Ordinance, the revision of the Preservation Ordinance
and proposed preservation initiatives

B. Matching Grant Preliminary Application for the restoration of Patriots Park
Monument.
Mr. Ruiz informed the Commission that a matching grant preliminary application was
submitted to the EHPA on behalf of the Parks, Recreation and Forestry Administration, for
the restoration of Patriots Park Monument.

The minutes of February 16, 1993, were revised by Commission members Mr. Doug Mohnke

11. CORRESPONDENCE
Mr Carlos Ruiz informed the Commission that a letter from the Illinois Historic Preservation Agency
confirmed the acceptance and approval of the Grant -in -Aid application submitted by the City for the
revision of the Preservation Ordinance and the draRing of a revised Preservation Ordinance by a
presem-ation law consultant. The total amount of the project is S23,200. The request for proposals
(RFP) document should be prepared by next meeting However, the Commission is actively seeking
to retain the services of Clarion Associates, Inc through a sole -source procurement hir Cottier

IIL COMMIME REPORTS
A. Review and Technical Assistance Committee (R&TA)
1. 2200 Lincoln Avenue - Re -roofing, Attic Bedroom and Dormer Enlargement
Mr. Thomas Chine of Decker and Kemp Architects, presented architectural drawings for the
enlargement of an attic bedroom and dormer at 2200 Lincoln Street. Mr. Clune said that the
alterations are barely visible from Lincoln Street, and that the project also involves changing
the roofing materials, Mr. Lehner said that he did not have any objections to the project.
However, he would like to express his objection to Mr. Clune's statement that the alterations
are barely visible from Lincoln Street, Mr. Lehner said that the proposed work is visible from
Lincoln Street.
Mr. Sheehan moved to accept the project as presented. The motion seconded by Mir. Cattier
was approved unanimously.
2. 2322 Ewing Avenue - New Garage, Gazebo and Family Room
(Mr. Stephen Knutson had made a presentation to R&TA previous to the meeting)
Mr. Lehner said that there were three issues involved at 2322 Ewing Avenue. A new garage
to be built at the rear of the house, a gazebo being built as a garden structure, which is to the
north end of the site, and the existing garage would be converted into a family room, with an
additional window. Mr Lehner said R&TA recommends the approval of the project, with
one stipulation, that the architect present the elevation of the north wall where the new
window is being added, since it is visible from the street. Mr. Lehner moved to approve the
project as presented, contingent upon receiving and reviewing the elevation of the north wall.

B. Self -Guided Tour Brochure Committee
'sir Ruiz presented to its Qualkinbush and members of the Commission copies of the nest
publication entitled "HISTORIC EVANSTON ARCHITECTURE - Four «alking Tours
of the Ridge and Lakeshore Historic Districts" Mr Ruiz said that copies of the brochure
were sent to the office of the City Manager for distribution to the City Council members The
brochure mill be sold at $5 00 per copy to cover type setting and printing costs The moneN
will be deposited to the educational fund account of the Preservation Commission

C. Walking Tour Committee
Mr. Ruiz said that he had obtained the help of some volunteers to conduct the walking tour.
Two training sessions have been scheduled to better prepare the volunteers as tour guides.
Ms. Mary McWilliams, the acting Director of the Evanston Historical Society will be in
charge of the reception. She has asked Commission members to contact her at her office, to
assist her with the reception. He said that a news release about the event was sent to all the
major newspapers of the metropolitan area, the Evanston Review, the Evanston Highlights
magazine and the local cable channel. Mr. Ruiz encouraged the Commission members to help
with this event.
D. Preservation Awards Committee
The nomination forms for the 1993 Evanston Preservation Awards are already available to
the public. The awards program is an important community outreach event. Mr. Ruiz
requested nominations for restoration, renovation, adaptive re -use and maintenance. This a
city-wide program for all projects, projects that were selected in previous years can reapply,
projects cannot be more than five years old. Mr. Ruiz invited the Commission members to
attend the reception and the awards ceremony on Monday, June 28, 1993.
IV. OLD BUSINESS
Request for Proposals - Preservation Law Consultant
Mr. Ruiz referred to a draft for a request for proposals for the hiring of a preservation law consultant
The consultant would review the existing Preservation Ordinance and draft a revised binding
Preservation Ordinance. Mr. Ruiz said that he had consulted with the Illinois Historic Preservation
Agency, regarding the possibility of obtaining the services of a consultant through a sole -source
procedure. The State agency responded that the City has to clearly articulate the reasons why the
proposed consultant should be hired without a RFP Mr Ruiz said that he received two
endorsements for Clarion Associates, Inc , one from the regional office of The National Trust for
Historic Preservation and the other from the Landmarks Preservation Council of Illinois
!fir Yas mentioned that the selection of consultants should be based on the qualifications of the
applicant. The fees for the professional consultant are negotiated with the selected firm until an
agreement is reached, otherwise the City would go the next consultant Mr Yas also suggested that
the selection process should be outlined in the RFP

Mr Ruiz said that the May 16, 1993, Walking tour was a success The Commission obtained
$450 in revenue for the sale of tickets and booklets. The program included a lecture, a
reception following the lecture, and the guided walking tour Around 50 people attended the
lecture and 30 people took the tour Mr Ruiz learned that the Chicago Architectural
Foundation offers at least 3 tours of Evanston per year There ma". be an opportunity to
strengthen the friendly relations with the Foundation and to develop joint preservation
programs
Mr Sheehan inquired about the response from the media to the news release of the event
Mr Ruiz said that he was disappointed because the local paper and other major news papers
of the Chicago area did not print the news release Mr Sheehan said that it seemed most of

U. NEW BUSINESS
Subdivision of 202 Greenwood Strett
During the Planning and Development Committee (P&D) meeting of May 17, 1993,
Alderman Arthur Newman requested that the Preservation Commission render an opinion
regarding the subdivision of 202 Greenwood, an Evanston Landmark.
Mr. Sheehan requested that the Commission address the impact of such subdivisions on
landmarks and historic districts. Mr Cottier commented that the Commission had previously
submitted an opinion regarding the issue of subdivision of landmarks. The Commission had
stated that a moratorium should be in place until the new Zoning Ordinance is adopted. if the
proposed subdivision of 202 Greenwood does not conform with the newly adopted revised
Zoning Ordinance, then it should not be approved Ms. Qualkinbush said that the issue of
subdivisions in historic districts should also be addressed. Mr. Cottier said that the
Commission should comment on how the 202 Greenwood Street subdivision will affect the
historical nature of that property and the houses around it. Ms. Qualkinbush added that the
impact this subdivision would have on the neighborhood should be mentioned.
Mr. Sheehan said that he would like to have the proposed subdivision plans in hand. He
added that a blanket policy regarding subdivision of landmarks may not be the most desirable
approach to the problem and that there are creative options for subdividing a piece of
property. Ms. Qualkinbush concluded requesting Mr Ruiz to contact David Rasmussen,
Planning and Zoning Department, requesting more information about the subdivision and
inquiring when the Commission's opinion should be available to P&D
Ill. APPOINTMENT OF NEW COMMISSIONER
The Commission welcomed Mr Will Van Dyke, the newly appointed Commission member.
Mr. Van Dyke said that he is a long time Evanston resident and that he is interested in
maintaining the heritage and character of the community and helping Evanston grow and
prosper

Public Place Names Committee
Mr. Ruiz stated that Polly Hawkins Crocker was the Commission's representative to the
Public Place Names Committee until her resignation in January of 1993. Mr. Ruiz said that
Public Place Names Committee needs a representative from the Commission for their next
meeting in order to establish a quorum. Mr. Van Dyke volunteered to attend that meeting.
Vt. COMMITTEE REPORTS (Continuation)
A. Review and Technical Assistance Committee
The Review and Technical Assistance Committee conducted preliminary reviews for
2865 Sheridan Place (porch and deck restoration), and 836-8 Elmwood Avenue (construction
of a new porch) The owner of 2865 Sheridan Place wanted to reconstruct the front porch
and concrete deck to its original design. However, a potential conflict with the building code
exists regarding the height of the deck's brick railing. The brick railing is too low to meet the
building code. R&TA contacted the Building and Property Services Department to find a
solution. At the request of Mr. Ruiz members of the Building and Property Services
Department James Wolinski, Carolyn Smith, and Dean Mosca inspected the site and
determined that the proposed work was a repair and that no building permit would be
required.
The owner of 836-8 Elmwood Avenue would like to change the existing porch design by
removing an existing ornate wood column located on middle of the porch, adding two wood
columns and extending the front wood railings to meet the two new columns. The proposed
change will have a preservation impact The owner believes that the existing porch is not
original since its design appears to be of different style from the building design R&TA
recommended to investigate whether there is evidence that the porch is not original R&TA
also encouraged the owner to maintain the original design
B. Legislation Committee
Revision of the Preservation Ordinance
The Preservation Commission's Legislation Committee submitted the Request for Proposals
for the hiring of a Preservation Law Consultant to the Planning and De-elopment Committee
The Commission made a recommendation to P&D to retain the sertiz:es of Clarion
Associates. Inc The firm had already prepared a report

with a comprehensive analysis of the existing Preservation Ordinance. Members of P&D
were impressed with the initial report and the credentials and professional experience of
Clarion Associates, Inc.. P&D approved the recommendation of the Commission and asked
that the consultant submit a proposal to respond to the RFP. The next two steps are the
approval of the Administration and Public Works Committee for the allocation of funds and
the City Council's final approval.

Mr. Ruiz presented a copy of the 1993 Grant -In -Aid agreement with the Illinois I-Gstoric
Preservation Agency to hire the Preservation Law consultant who would redraft the
Evanston Preservation Ordinance The document would be under consideration by the
Planning and Development Committee. Later it would be sent to the Council for its appi oval
and authorizing the City Manager to sign the agreement.

Mr Ruiz showed photos of 836-38 Elmwood Avenue illustrating the entry porch of
this two-story landmark building The owners of the building would like to renovate
the porch by removing three ornate round front posts and replace them with two
square fluted posts The project includes the extension of the balustrade towards the
middle of the porch, leaving an opening of eight feet between the balustrade posts
The balustrade would have to be raised to 36 inches in order to conform with the
building code The parch deck would be replaced

Mr. Ruiz said that he had invited the contractor of the project and the owner of the
building to attend the Commission's meeting, however neither of them was present.
Mr. Galloway commented that there was insufficient information for the Commission
to make a decision. Mr. Lehner added that the sketch of the front elevation was not
adequate. The Commission discussed the options that could be considered in order
to table this project, if necessary, until the revised Preservation Ordinance is
approved. It was proposed that the Commission request advice from Corporation
counsel regarding this issue. Mr. Galloway suggested working with the applicants
and encouraging them to retain the historic material as much as possible. Mr. Knox
mentioned that the Commission has always extended assistance to landmark owners,
and that now, it seemed appropriate to pursue that venue.
Mr. Lehner moved that the Commission would like to request more information
about the project from the owner Because the existing drawing does not answer all
the questions that the Commission has regarding the project, that the Commission
arranges a meeting at the site with the owner and a member of R&TA, and that the
Commission request the opinion of Corporation Counsel on the Commission's
standing in the matter of tabling conflicting issues knowing that a revised
Preservation Ordinance is being considered. The motion, seconded by Mr. Knox,
was approved unanimously.
Mr. Galloway offered to meet with the contractor or building owner.
2. 2525 Colfax Street - Windows Replacement
Mr Lehner said that the owners of 2525 Colfax Street were proposing the
installation of new wood windows from Pella Architect series The new windows
would be installed on the south and west elevations of the building R&TA
recommended the owners reconsider the addition of a new transom on the west
elevation R&TA recommended installation on the south elevation of a full height
window frame with an in -fill panel as part of the window manufacturing The 4
premise was that this section was originally an open porch and that the in -fill would
be sympathetic to the house R&TA recommended Commission approval of the
project Mr Galloway asked if the new windows would be custom sized to fit the
opening. Mr Lehner said yes

1993 Evanston Preservation Awards.

C. Legislation Committee
Mr. Ruiz said that on June 15, 1993, the Administration and Public Works Committee
approved the contract document with Clarion Associates, Inc. for the redrafting of the
Evanston Preservation Ordinance. The contract would be officially approved by the
City Council on June 28, 1993. The contract was for $14,500.
M. OLD BUSINESS
A. 202 Greenwood Street - Proposed Subdivision
Mr. Knox said that the Commission had submitted an opinion regarding subdivision of
landmark estates to the Planning and Development Committee of the City Council
(P&D) in 1992 Also the Commission had addressed the issue of residential overlay
districts that were initially part of the recently adopted new Zoning Ordinance.
Mr Galloway said that the Commission's comments were about the value of the
residential overlay districts, and how detrimental the subdivision of large estate
properties would be to the character, and scale of the estates along the lake front The
subdivision of large estates would provide big profits to certain owners at no benefit and
detriment to the City Mr Galloway said that the situation regarding 202 Greenwood
Street would increase the detrimental impact of subdivisions in historic districts The
Commission did not have any reason to reconsider its original opinion
hir Lehner moved that the Commission recommends to City Council the removal of :he
proposed subdivision of 202 Greenwood Street from the Council's agenda, for the

B. Traffic Lights at Asbury Avenue and Dempster Street
Mr. Van Dyke said that as a new member of the Preservation Commission, he would
Eke to express his concern about the installation of new aluminum unpainted traffic
lights at Asbury Avenue and Dempster Street. He said that these traffic lights were
totally insensitive to the neighborhood and the Ridge Historic District. He said that
street furniture was as important as any structure within a historic district. Mr. Van
Dyke suggested bringing this issue to the attention of the City's traffic engineer. He
added that he knew of a neighboring community in the north shore that had adopted
standards for traffic lights including design and color, which define the character of that
community. He said that the Commission should be aware of future installations of
traffic lights, particularly in historic districts. Mr. Lehner said that the Commission had
purview over street furniture located in historic districts, and that in this particular
instance, the Commission was not notified accordingly.
Mr. Galloway said that this issue was brought to the attention of Mr. David Jennings,
the City's traffic engineer. Mr. Jennings had explained that the traffic lights complied
with the Illinois Department of Transportation's (IDOT) regulations, and that IDOT
subsidized some of the costs for the purchasing and installation of these fixtures. Mr.
Galloway said that there are some ornamental cast iron fixtures that may comply with
IDOT's standards. There are other locations in the City that may get new lights,
conceivably within historic districts. Mr. Van Dyke said that the color of street furniture
is very important, he suggested that the Commission approach Mr. Jennings and request
that the new traffic lights be painted to match the historic fixtures. Mr. Van Dyke said
that through the Intermodal Surface Transportation and Efficiency Act of 1991 (ISTEA)
grants may be available for this purpose.
IV. STAFF REPORT
Mr. Ruiz reported that he reviewed projects (under Section 106) by Neighbors at Work, a
not -for -profit organization that undertakes small housing repairs with Community
Development Block Grant funds
Mr. Van Dyke reported that he had attended a meeting with the Place and Names
Committee. This Committee was considering honoring Mr Schell Newberger a long time
active Evanston resident who passed away in 1992 One of the ideas was to rename the
Chandler Center by adding Mr Newberger's name This committee would meet again to

Mr. Ruiz said that Ms. Deborah Warner, currently an Associate Member of the Commission,
had expressed her interest in being appointed to the Commission. The Commission decided
to submit Ms. Warner's name to Mayor Lorraine Morton to be considered as a candidate to
fill Mr. Davis's seat.

Mr. Carlos Ruiz introduced W. John M. Phillips, Manager for the Carlson Building. Nlr
Ruiz showed slides of the north and west facades of the building, he said that the proposed
renovation is along the west facade facing Orrington Avenue Mr Phillips said that the
project im-olses the removal of the rood paneling to expose and restore the original stone
facade 'sir Ruiz noted that the storefronts were altered throughout the years in different
styles and materials
Nlr Stephen Yas asked if there was a sign plan for the stores Mr Phillips said that one
store was vacant and another store already had a sign 11ir Yas suvgested that signage
could be coordinated with the same graphics around the building, this would make the
building more attractive Nlr Ruiz mentioned that the Carlson Building could benefit from
a unified sign plan

Mr. Will Van Dyke said that R&TA was trying to find a way to organize the window
distribution on the street level, where there are three windows in one storefront and four
on another. Mr. Neil Sheehan said that the purpose was to align the window mullions on
the second level with those on the street level. He said that it would be desirable to unify
in some way the different types of entries on the street level. Mr. Phillips said that on the
Church Street side, one of the stores had removed on their own a previously installed
storefront, exposing the original materials.
Mr. Douglas Mohnke and Mr. Sheehan said that R&TA would like to encourage the
building owners to restore the storefronts on the west side, and eventually in time restore
with the same unifying theme the storefronts on the north side. Mr. Phillips said that the
suggestion made sense to him. However, financially that could be difficult, he said that
the owners of the building are committed to maintain the building with the most

Mr Mohnke explained how the west storefronts window mullions on the street level could
match the location of the window mullions on the second floor, maintaining the same
location for the entry doors and also conforming with the building code and handicapped
accessibility. This approach could also work on the north storefronts. Mr. Sheehan
suggested to bring an architect to develop a restoration plan for the exterior and the
interior of the building; the plan could be implemented incrementally Mr. Mohnke said
that there may be some tax credits available for conforming with the American with
Disabilities Act.

Letter from Ms. Kathryn C. Stallcup of 144 Greenwood Street, Regarding Proposed
Subdivision of 202 Greenwood Street
Mr. Ruiz received a letter from Ms. Stallcup of 144 Greenwood Street. In the letter Ms.
Stallcup expressed her opposition to the proposed subdivision of 202 Greenwood Street
In her view the subdivision would alter the historic character of the neighborhood, and
would also negatively impact her property.
Ms Qualkinbush asked if there was additional information about the subdi"zsion
Mr. Ruiz said that the proposed subdivision is for two additional lots. The City Council
would have to grant a 16 foot wide easement for a new lot (lot 3) behind the existing main
house (lot 1) The easement by definition would serve as a street to provide a 72 foot
frontage for lot 3 South from lot I is lot 2 with a 63 foot frontage to Greenwood Street
Lot I has a 132 foot frontage to Greenwood Street
Mr Ruiz said that at the last meeting, the Commission voted to recommend the City
Council remove this item from the Council agenda Since then the letter from
,tits Stallcup was received Ms Qualkinbush said she had received a phone call from Ms
Stallcup as well Nir Cottier suggested that the Commission prepare a memorandum to
the Planning and Development Committee reiterating the same position that the

IV. OLD BUSINESS
1. Redrafting of the Preservation Ordinance (Update)
Mr. Ruiz reported that on Monday, July 19, 1993, P&D was scheduled to consider the
agreement between the Illinois Historic Preservation Agency and the City for the
redrafting of the Evanston Preservation Ordinance. P&D did not vote on this agreement
because P&D did not have a quorum. He said that P&D will vote on Monday, July 26,
1993. The contract between the City of Evanston and Clarion Associates, Inc. could be
signed a soon as the Agreement with the State is approved by the City Council.
Mr Cattier suggested to meet with the consultant as soon as possible after the contract is
signed. He asked to Mr. Ruiz to make the necessary arrangements.
2. 836-8 Elmwood Avenue - Porch Reconstruction (Update)
Mr. Galloway reported that Mr. Ruiz and he met with Mr. Nevin Belser, the carpenter for
the porch reconstruction at 836-8 Elmwood Avenue. He said that this late 1890's town
house building, has a singie porch across the front. The porch was probably built before
the 1930's. R&TA was able to persuade Mr Belser to retain and reuse the existing post,
cutting a portion of the tops to raise the posts and adding new bases, so that the new
railing could be put at code height, without damaging the fine detail of the turn post where
the railing meets The railing system would be much more in keeping with the existing
Victorian style railings and balustrade The center post would also be retained attaching
to it a new center railing.
3. 1993 Preserti•ation Awards Reception and Ceremony (Update)
MY Ruiz said the 1993 Preservation Awards Reception and Ceremony were a complete
success His office received many calls complementing the program He thanked
Commission members for attending the event He also said that Mayor Lorrain Morton
was very helpful for the success of the program, because of her enthusiasm when she
presented the awards In order to continue with the successful program, the Commission
will emphasize its efforts to increase the number of nominations for the 1994 Preservation
Awards

V11. MISCELLANEOUS
R&TA Work sheets
Mr. Galloway said that he would like to encourage the Commission to continue using
R&TA's Work sheet when reviewing a project. He said that this will reassure P&D, the
City Council and the public that the Commission does not make arbitrary decisions during
the review process. He also said that he would like to formalize the review sessions. The
Commission could then evaluate the projects in the context of the original design of the
building vs. what is being proposed to alter the original design.
Mr. Galloway said that the prominent characteristics of a building are the elements that
drive the discussion and criticism and suggestions of design. This should be
communicated to the applicants to educate them about the process and the role of the
Commission Mr Galloway said that the Work sheet was designed to assist R&TA to
review projects consistently and efficiently R&TA would then report back to the full
Commission following the outline of the Work sheet. Mr. Ruiz added that the reviews still
take time and in some instances the review sessions overlap the regular Commission
meeting time Various suggestions were made by Commissioners to facilitate the review
process and more efficiently utilize the R&TA Work sheet The Commission agreed that

Mr. James Knox inquired whether painting the stucco surfaces as shown on the plans was
advisable. Mr. Richard Lehner replied that removing the existing paint from the stucco
surfaces is very difficult and expensive. Mr. Lehner moved to approve the restoration plans
as submitted by the project architect. The motion seconded by Mr. Knox was approved
unanimously.
2. 1315 Davis Street - New Two Car Garage
Mr. Jay Larson and Ms. Chris Larson, the architects for a new two car garage at 1315 Davis
Street, met with R&TA members prior to the Commission's meeting.
Mr Will Van Dyke said that a new two car garage is being proposed to be built towards the
rear of the property to the west of the main house. He said that plans and elevations show
an architecturally interesting, albeit moderate, garage. Some dentil work appears on the
elevations along the east and west side of the garage R&TA suggested that the architects
consider a hip roof for the new garage reflecting the main house roof shape and larger trim
boards around the garage roof repeating the design of the main structure. R&TA
recommended the approval of the plans as presented, If the owners decide to do a hip roof
then Mr. Carlos Ruiz can review and approve the new plans without additional Commission
action.
Mr. Derek Cot -tier moved to accept the recommendation by R&TA to approve the design as
submitted and also to approve a permit for revised plans that would use a hip roof as
recommended by R&TA The motion seconded by Mr. Lehner was approved unanimously

Mr. Ruiz said he would contact Mr. White to arrange the first meeting with the Commission's
Legislation Committee.
Mr. Handler asked if the Commission could find a way to establish a procedure or an appeal
process so that a person would not have to wait six months to obtain a demolition permit or
the approval for a subdivision. Mr. Corder said that the six months is a reasonable amount
of time for a moratorium. Also exceptions to the moratorium could create conflicts to the
City. With a moratorium in place without exceptions, everyone would be treated equally.
Mr. Handler said that in his view a six month moratorium was unfair to those applying for
demolition and subdivision. Ms. Qualkinbush said that the moratorium would apply to the
Historic Districts and Evanston Landmarks only. Currently, the Commission has 90 days to
respond for demolition permits and it also has purview over Planned Unit Developments on
Historic Districts
Mr. Ruiz said that he was contacted by an appraiser who was interested 1314 Ridge Avenue,
an Evanston Landmark owned by the Evanston/Skokie School District 45 Mr. Ruiz said that
he was concerned with the future of the main building and the remaining open space on that
location. More discussion ensued regarding the moratorium. Mr. Handler reiterated his
concern about the waiting period to be established by the moratorium. Ms. Qualkinbush
emphasized that the moratorium would be for demolition and subdivision of Evanston
Landmarks only
Mr. Cottier suggested that the Commission consult with Corporation Counsel to verify what
can be expected with a moratorium Mr. Cottier said that a moratorium is used to prevent
somebody from doing something that may not be permitted under a new ordinance. He said
that Mr. White could also clarify whether a Planned Unit Development would be affected by
the revised Preservation Ordinance.
B. Subdivision of 202 Greenwood
Ms Qualkinbush said that Mr Richard Bieg %kas scheduled to appear at this meeting in front
of the Commission representing his parents for the proposed subdivision of 202 Greenwood
Street Itils. Qualkinbush said that Nir Bieg met with her and Nlr Ruiz on Friday, August 13.

Ms. Qualkinbush explained to Mr. Bieg that the Commission's purview was limited to the
exterior alterations to Evanston Landmarks visible from the public right-of-way. The
Commission had been asked by the Planting and Development Committee to render an
opinion on the proposed subdivision of 202 Greenwood Street and assess the impact of such
subdivision on its immediate surroundings and the Lakeshore Historic District.
Ms. Qualkinbush clarified that zoning issues and building codes are not the purview of the
Commission. Ms. Quallrinbush also indicated to Mr. Beig that the Commission's opinion was
put on hold until after he had the opportunity to meet with the Commission. Mr. Beig then
requested a formal meeting with the Commission at their next meeting on Tuesday, August
17, 1993.
Ms. Qualkinbush said that another letter in opposition to the subdivision was submitted to the
Commission by Mr. Lawrence J. Casazza, owner of 214 Greenwood. Ms. Qualkinbush said
that since Mr. Beig did not arrive to the meeting, then she would like the Commissioners to
review the drag of the Commission's opinion regarding the proposed subdivision of
202 Greenwood Street Mr Lehner said that he would like the Commission strengthen the
language of the document He said high property values are being maintained through
preservation, and because of that Evanston is a highly desirable community in which to live.
He said that the economic benefit of preservation should be clearly stated. A final copy of the
document will be submitted to P&D on Monday, August 30, 1993.
Ms. McWilliams emphasized that many Evanston Landmarks stand on their own merits to be
individually designated as National Kstoric Landmarks. In addition, there are a considerable
large number of contributing structures to the Evanston Historic Districts Specifically 202
Greenwood Street, in its own right, qualifies iU, National Historic Landmark status Mr
Galloway said that the memorandum should encourage the City Council not to set precedent
by approving the subdivision of Landmark sites

ARCON Associates, Incorporated, to determine whether the balconies along all the facades

B. Invitation to the First Annual Certified Local Government Workshop
The Commission received an invi ion from the Illinois 1ristoric Preservation Agency for the
First Annual Certified Local Government Workshop. This event will take place in
Springfield, Illinois, on Saturday, October 23, 1993, from 9:30 a.m. to 3:30 p.m.
M. COMMITTEE REPORTS
A. Review and Technical Assistance Committee (R&TA)
1. 1217 Michigan Avenue - New Two Car Garage
Mr. Sheehan reported that Ms. Ruth Sussman, owner of 1217 Michigan Avenue, had met
with R&TA to present plans for a new two car garage. The design of the Danley garage was
rejected by R&TA because the orientation and pitch of the gable roof was not compatible
with the roof of the principal structure. Ms. Sussman seemed to be reluctant to incur any
additional expense to upgrade the design of the garage.
Mr. Ruiz offer to assist Ms. Sussman with a question regarding the minimum rear and side
setbacks for the location of the garage. Ms. Sussman will come back to the Commission with
a revised design for the garage.
2. 1930 Sherman Avenue - Request for Variation to Permit the Refacing of an
Existing Non -Conforming Freestanding Sign
Mr. Ruiz said that the Site Plan and Appearance Review Committee (SPAARC) referred a
request for a variation for refacing an existing non -conforming freestanding sign at 1830
Sherman Avenue to the Commission. Mr. Cottier said that the sign would directly affect the
building. Mr. Douglas Mohnke agreed with Mr. Cottier's assessment. Mr. Will Van Dyke's
opinion was that the location of the sign would detract from the character of the building.
Mr. Ruiz asked if the sign design and its location would negatively impact the building. Mr.
Van Dyke felt they would. Mr Cottier said that perhaps the sign does not improve the setting
of the landmark, but it is not a permanent preservation issue
Mr Cottier asked Mr Ruiz to draft a response to SPAARC indicating that even though the
proposed sign detracts from the view of the landmark from the street, the freestanding sign
is not a permanent sign, and it is not attached to the building. Subsequently the case is less
of a preservation issue and more of an issue of appropriate signage.

3. 2707 Euclid Park Place - Preliminary Review for a Two Story Rear Addition
Evelyn and Jack Forstadt and their architect, Mr. John Norris, submitted plans for a two story
rear addition at 2707 Euclid Park Place. Mr. RuizUd that according to the rules and
regulations of the Commission, the Preservation Coordinator has the discretion to request a
preservation review for a rear addition when such alteration could have an impact on the
landmark status of the building. He said that this is a substantial two-story addition -
Mr. Norris showed slides of the building along with plans and elevations of the addition. He
explained that the first floor is being extended in some areas beyond the existing foot print.
He said the addition would be partially visible from the street. Mr. Sheehan asked if the
windows on the front facade were replacements. Ms. Forstadt said that they were
replacements. Mr. Norris said that the existing rear windows are a mix of double hung and
casements. The new windows would be casement windows with true divided lights. The
Commission found the addition to be highly compatible with the original character of the
building and complemented the architect for his successful design.
4. 1225 Sheridan Road - New Driveway and Garage Conversion Without a
Building Permit
Mr. Ruiz reported that the basement of this landmark was partially converted into a two car
garage without a building permit. Currently the owners are applying for a building permit for
the construction of the driveway. The owner of this property has ignored the due process for
obtaining a building permit, circumventing the Commission's Certificate of Appropriateness
review. Mr. Copier asked Mr. Ruiz to draft a letter to the owner of 1225 Sheridan Road
expressing the Commission's dissatisfaction and disapproval of the alterations already
performed on the Landmark building and the alterations to the landscaping.
The Commission would expect the full cooperation from the owner in future alterations to
the Landmark and it looks forward to providing technical assistance if requested.
Commission members noted that the Commission is in full support of any legal action by the
City in order to enforce City codes and ordinances.
5. 636 Church Street - Proposed Installation of Air Conditioning Unit
Mr. Van Dyke reported that Mr. Mohnke, Mr. Ruiz, and he reviewed plans for the installation
of a three -ton air conditioning unit over the canopy at the main entrance of 636 Church Street

(the Cartwn Building). They visited the building and determined that the size and proposed
location of the air conditioning unit would negatively impact the character of the building.
A Preservation Review Report was submitted to SPAARC outlining the findings of R&TA
and recommending the applicant consult with a qualified mechanical engineer to determine
the most appropriate size for the air conditioner, and indicating that the Commission would
not object if a small window type air conditioner is iastalled provided that the unit's size,
massing and color would not alter the front facade of the building.
Subsequent to this report, Mr. John Phillips, Carlson Building Manager, contacted Mr. Ruiz
and informed him that the Carlson Building was sold, and that all documentation related to
the building was being withdrawn from City files including the facade improvement
application.
6. 829 Reba Place - Request For Comments on Rear Addition
Mr. Ruiz said that Mr. Darrel G. Babuk, the architect for a rear addition at 829 Reba Place,
had requested a preliminary review for this addition. Mr. Ruiz and Mr. David Galloway of
R&TA concluded that the addition would not be visible from the street and that the design
for the addition was complementary to the character of the building.
B. Legislation Committee
Revision of the Evanston Preservation Ordinance - Meeting with Bradford White of
Clarion Associates, Inc.
Mr. Cottier informed the Commission that the Commission's Legislation Committee met with
Mr. White of Clarion Associates, Inc. on September 7, 1993. Mr. White agreed to prepare
a first draft of the revised ordinance or at least prepare a fairly complete outline of the
contents of the ordinance by the first week of October. The Committee will hold another
meeting at that time.
The Committee also discussed what to do with subdivisions One idea was to require the
Commission's approval for subdivisions in the Historic Districts and Evanston landmarks.
Mr White indicated that approach would require a revision of the Subdivision Ordinance as
well as the Preservation Ordinance. The Committee agreed that it would be better to avoid
having to go to P&D and request not only revision of the Preservation Ordinance but another
ordinance.
Another idea was to require that subdivisions of properties that the Commission would have
purview be done through a Planning Unit Development process (PUD) which may have more
appeal because the Comnussion would not have ultimate purview over subdivision but would

Mr. Norris showed slides of the building along with plans and elevations of the addition. He
explained that the first floor is being extended in some areas beyond the existing foot print.
He said the addition would be partially visible from the street. Mr. Sheehan asked if the
windows on the front facade were replacements. Ms. Forstadt said that they were
replacements. Mr. Norris said that the existing rear windows are a mix of double hung and
casements. The new windows would be casement windows with true divided lights. The
Commission found the addition to be highly compatible with the original character of the
building and complemented the architect for his successful design.
4. 1225 Sheridan Road - New Driveway and Garage Conversion Without a
Building Permit
Mr. Ruiz reported that the basement of this landmark was partially converted into a two car
garage without a building permit. Currently the owners are applying for a building permit for
the construction of the driveway. The owner of this property has ignored the due process for
obtaining a building permit, circumventing the Commission's Certificate of Appropriateness
review. Mr. Cottier asked Mr. Ruiz to draft a letter to the owner of 1225 Sheridan Road
expressing the Commission's dissatisfaction and disapproval of the alterations already
performed on the Landmark building and the alterations to the landscaping.
The Commission would expect the full cooperation from the owner in future alterations to
the Landmark and it looks forward to providing technical assistance if requested.
Commission members noted that the Commission is in full support of any legal action by the
City in order to enforce City codes and ordinances
5. 636 Church Street - Proposed Installation of Air Conditioning Unit
Mr Van Dyke reported that Mr. Mohnke, Mr_ Ruiz, and he reviewed plans for the installation
of a three -ton air conditioning unit over the canopy at the main entrance of 636 Church Street

give the Commission the necessary input into the decision making process. It would also
bring the elanents that are normally involved with a PUD. Mr. Stuart Handler thought that
a PUD may not be that appealing for a developer because of the uncertainty of what is
allowable. The Committee agreed that a PUD process has the virtue of allowing greater
flexibility in dealing with the legitimate concerns ofproperty owners. The Commission would
have the input as to how a subdivision should be most appropriately and sensitively done. Mr.
White will take a look at several of these possibilities, and may draft alternatives or at least
draft one preferred alternative for the consideration of P&D.
The issue of moratori= was diicxtssed as well. Mr. Handler had the opinion that it was not
fair for people to wait not knowing what they can or can not do with their property. Everyone
on the Committee had some sympathy with this, but the issue is to find a balance between the
interest of preserving Landmarks and preserving the rights of individuals in a reasonable
manner. Included in the initial submission to P&D will be a recommendation stating that
while the Commission is in the process of finalizing the ordinance, that a moratorium of six
months be placed upon the demolition, subdivision and possibly alteration of Landmarks.
Mr. Cottier said that the Committee will report more after the second meeting in October.
Public hearings will not be arranged until P&D has the opportunity to review the first draft.
Mr. Cottier requested that a representative of Corporation Council is available at the next
Legislation Committee meeting.

Appointment of Deborah Warner to the Evanston Preservation Commission
Mr. Ruiz announced the official appointment of Ms. Deborah Warner to the Preservation
Commission by the City Council on Monday, September 27, 1993. Commission members
welcomed and congratulated Ms. Warner on her appointment.

The Review and Technical Assistance Committee's session was still in progress when Ms.
Carol Qualkinbush called the meeting to order at 8:20 p.m.

Ms. Qualkinbush said that there were no minutes for the month of October, 1994, because
it was cancelled. Mr. Derek Cotner moved to approve the August 17th and September 21 st,
1993 mimites with any corrections that Ms. Qualkinbush may have. The motion, seconded
by Mr. Richard Lehner, was approved unanimously.
11. COMMITTEE REPORTS
A. Review and Technical Assistance Committee (R&TA)
1. 1427 Judson Avenue - Renovation and Addition
Mr. David Galloway said that R&TA had reviewed the renovation and addition plans for
1427 Judson Avenue. The ceiling and roof of the second floor balcony on the front facade
would be proportionally raised above the windows and the central french door. Three new
dormers would be built on the front facade roof. A large two-story rear addition is planned
to be built complimenting the architecture and building materials of the building.

R&TA and the atrhitoct of the project, Mr. Scott Javore, agreed that arnaller dormers would
be more appropriate for the ovaall stale of the front facade. The Commission could support
a variance petition that would be necessary to maintain this location and the total length and
dimensions of the proposed dormers. Mr. Galloway moved to accept R&TA's
recomnxmdation to approve the plans for the renovation of the second floor balcony, the two
story rear addition as presented, and the three smaller dormers as suggested by R&TA. The
motion seconded by Mr. Douglas Mohnke was approved unanimously.
2. 1615 Ashland Avenue - New Garage
Mr. Richard Lehner said that R&TA reviewed plans for a new car garage at 1615 Ashland
Avenue. R&TA and the owner of the structure agreed to modify the gable roof by pulling
the roof to the front facing it on the same plane as the rest of the roof and matching the gable
roof of the main structure. Mr. Lehner moved to approve the plans as presented with
R&TA's recommendations. The motion., seconded by Mr. Cottier, was approved
unanimously.
B. Legislation Committee
Revision of the Evanston Preservation Ordinance - October 5th and November 9th
Meetings with Bradford White of Clarion Associates, Inc.
Mr. Cottier reported that the Legislation Committee finished reviewing the first draft and that
Mr. Bradford White of Clarion Associates, Inc. was already preparing the second draft. The
next meeting Legislation Committee was scheduled on December 7, 1993, to review the
second drag. Mr. Cotner invited all Commissioners to attend this meeting or to submit their
comments to Mr Carlos Ruiz, Preservation Coordinator prior to the meeting.
The Commission agreed to revise and approve the new Preservation Ordinance draft on
December 7, 1993, and introduce it and make a presentation to the Planning and
Development Committee of the City Council on December 20, 1993. Mr. Ruiz confirmed
that Mayor Lorraine Morton agreed to meet with members of the Commission on Monday,
December 6th.

800 Greenleaf, Nichols School Restoration
Mr. Ruiz reported that all the balconies of the Nichols School building were removed and
most of the pieces set aside on the site by the contractor. He said that Polly Hawkins --
Crocker, Associate Commission Member, arranged a tour of University Hall with the
architect of Northwestern University and invited Mary Metcal& Business Manager of School
District 65, and the architects selected to tour the facility. The University Hall recent
restoration involved all the windows which were removed and stripped of all paint and
completely restored and reinstalled. The architects for Northwestern University expressed
that the results of the restoration of the windows were impressive and that the total cost did
not exceed more than l0a/a over the cost of installing new windows.
Arcon Associates Incorporated is the architectural firm currently involved with the Nichols
School Project. Mr. Ruiz said that he has submitted information to them regarding
restoration of masonry and wood windows. He said that meetings were held with Mary
Metcalf and Arcon Associates Incorporated, and on behalf of the Preservation Commission
he offered direct assistance for the restoration of the building. He also contacted the National
Trust for Historic Preservation, the Landmarks Preservation Council of Illinois, and the
Illinois Historic Preservation Agency to obtain information on potential funding for the
restoration of the building. The National Trust has a low interest loan restoration program
for not -for -profit organizations with a maximum loan of S250,000. Finally, Ms. Hawkins -
Crocker is preparing the application for the designation of Nichols School in the National
Register of Historic Places
Mr. Lerner moved that the Commission contact in writing the Board of Education and
reiterate the Commission's recommendations regarding the restoration of Nichols School,
mention the potential funding opportunities available for the restoration of the building, and
offer the technical assistance from the Commission The motion, seconded by Ms.
Qualkinbush, was approved unanimously
IV. NEW BUSINESS
Election of New Preservation Commission Officers
Ms. Qualkinbush announced that she had appointed the Nomination Committee for the
election of new Preservation Commission officers for 1994 The Nomination Committee will
submit the new slate of officers in the December meeting

2. New Proposed Evanston Preservation Ordiname
Mr. Cottier said that on December 7, 1993, the Legislation Committee met with Mr.
Bradford White of Clarion Associates and reviewed the second draft of the new
proposed Evanston Preservation Ordinance. Based on that meeting Mr. White
distributed a revised draft to members of the Legislation Committee for further
review. Draft three of the new proposed Evanston Preservation Commission was
distributed to all members of the City Council an December 20, 1993.
Mr. Cottier continued by saying that a meeting was scheduled with the Planning
and Development Committee of the City Council (P&D) on January 3, 1994, for a
formal presentation of draft three by Mr. White. Ms. Qualkinbush and Mr. Carlos
Ruiz will be attending the meeting. Mr. Cottier mentioned that after this meeting the
Commission will have a better idea whether P&D has any serious problems with
draft three. Also the Commission will have an idea as to the schedule of public
hearings and meetings and when the new ordinance will be introduced to City
Council.
Mr. Ruiz said that at least one workshop will be held by the Commission after P&D
completes its review of the proposed Evanston Preservation Ordinance. He said that
the participation of all commissioners will be important during this period. The
official date for the workshop will be announced as soon as P&D concludes its
review.
B. REVIEW AND TECHNICAL ASSISTANCE COMMITTEE
1022 Sheridan Road - Wheci Chair Lift and Deck
Mr. Ruiz said that he reviewed a proposal to build a wooden deck and a wheel chair
lift on the north side of 1022 Sheridan Road. He said that the building was a
contributing structure to the Lakeshore Historic District. and that this project is the
first to be reviewed under the moratorium ordinance. Mr. Ruiz said that he
conducted a site visit and reviewed the drawings for the deck and the wheel chair
lift He concluded that the alteration was not fully visible from the street and that
it would not adversely affect the historic district. The project however requires a
minor zoning variance for the deck that if built would exceed the maximum lot
coverage.
Mr. Ruiz said that the recommendation of the zoning officers would be favorable for
the variance. He approved the project after consultation with Mr. David Rasmussen.
Assistant Director of Zoning. Mr. Ruiz said that this project was a good example
for the Commission to prove that the binding review process can be conducted
without delay.

Election of New Preservation Commission Officers
Mr. Douglas Mohnke announced the nomination of Mr. Derek Cottier as
Commission chair, and Mr. Nell Sheehan as vice -chair for the 1994 calendar year.
Mr. Yas moved to accept the Committee's nominations as stated. The motion
seconded by Mr. Mohnke was approved unanimously.
The Commission members present elected unanimously Mr. Derck Cottier as chair
and Mr. Neil Sheehan as vice -chair of the Evanston Preservation Commission for the
1994 calendar year. Mr. Mohnke on behalf of the Preservation Commission thanked
Ms. Qualkinbush for her contribution, leadership, and dedication as the 1993 chair
of the Commission.
M. OLD BUSINESS
800 Greenleaf, Nichols School Restoration
Mr. Ruiz said that Ms. Polly Hawkins Crocker and he met with Mr. Joseph P.
Pollack, Superintendent of School District 65 and Ms. Mary Metcalf, Business
Manager. Mr. Ruiz said that he took the opportunity to extended the Commission's
assistance for the restoration of 800 Greenleaf, Nichols School. Mr. Pollack seemed
to be interested in the proposal. Ms. Hawkins Crocker offer her assistance as an
architect for the restoration of Nichols School and for its nomination to National
Register of Historic Places.
TV. NEW BUSINESS
1994 Preservation Retreat
Mr. Ruiz proposed to the Commission to hold a preservation retreat early in 1994.
particularly since the new proposed Evanston Preservation Ordinance may be
approved by City Council. Mr. Cottier suggested that the retreat could be held after
P&D completes its review of the proposed ordinance. Commission members agreed
to scheduled a date for a retreat after the January. 1994 meeting.
