The Commission, staff and Dr. Laser discussed the Commission's best use of the information reported to them, and concluded that the psychological exam was one of several areas of information the Commission needed to consider when evaluating a candi- date -- that the psychological was not foolproof, and was a view of the candidate from only one perspective. The other elements of the selection process used by the Commission (polygraph, background investigation, application forms and the interview itself) reported information from dif- ferent perspectives, and all had to be taken into consideration.
