The meeting of the Evanston Civil Service Commission was called to order
at 7:40 p.m. The minutes of the January 15, 1997 meeting were approved.
Staff gave an update to the Commission regarding the status of vacancies for
Police Officer. The Commission held a discussion, setting dates for future
meetings in February for February 5, February 12, February 19 and Febr-
uary 26.
The Commission adjourned into Executive Session, upon unanimous vote,
at 7:50 p.m. for personnel matter deliberation.

The meeting of the Evanston Civil Service Commission was called to order
at 7:40 p.m. The minutes of the January 30, 1997 meeting were approved.
Staff distributed communications regarding the status of vacancies for
Police Officers, a letter from Laser &c Associates regarding candidate quality.
Commission DiLorenzo requested that Laser provide us with the written tests
taken by the candidates so she can review the content, for her information.
Staff will make the request, but advised that Dr. Laser may want to release
the information only in conjunction with his attendance at a meeting so he
could explain the material.
Chairman Fields asked about recruitment processes, and staff responded
with preliminary plans for enhancing recruitment. Mr. Fields requested that
staff come back to the Commission in April with plans for next recruitment,
new selection process, and recommendations regarding speedier processing
of candidates.

Staff shared with the Commission copies of an article appearing in the
Sun Times about the trend of hiring older police officers, which featured
two of Evanston's police officers Ray Morris and Roger Ockrim.

The meeting of the Evanston Civil Service Commission was called to order
at 7:40 p.m. The minutes of the February 19,1997 meeting were approved.
Staff informed the Commission of the current vacancy status: after the actions
of the February 19th meeting, two vacancies remained to be filled; one
candidate who was scheduled to begin school in April withdrew, bringing the
number to be filled to three. Additionally, the City Council on February 24th
approved adding another police officer position to the budget for FY97-98.
Therefore, the number of vacancies to be filled prior to any action of the
Commission at the February 26th meeting stood at four.
Commission adjourned into Executive Session, upon unanimous vote, at

The meeting of the Evanston Civil Service Commission was called to order
at 7:35 p.m. The minutes of the April 2, 1997 meeting were approved.
Staff reported on the vacancy status: all positions had been filled as of
April 3, 1997. However, one candidate scheduled to begin the academy
April 7 failed the P.O.W.E.R. test, thus creating a new vacancy. Discussion
was held regarding the P.O.W.E.R. test and its applicability to eligible list
candidates and extending that to lateral candidates. Chief Kaminski is going
to review the situation and come back to the Commission with a report.
Commission adjourned into Executive Session at 7:47 p.m. for purposes of
personnel matter deliberation.
Meeting adjourned at 9:15 p.m. The next meeting of the Civil Service
Commission is scheduled for April 16, 1997 at 8:00 p.m.

his kind comments in the Evanston Review regarding the filling of Police
Officer vacancies.

The meeting of the Evanston Civil Service Commission was called to order
at 7:40 p.m. Minutes were approved for April 16 and April 23. Staff
presented Commissioners with a training opportunity regarding Police
Officer selection issues, inviting members of the Commission to attend if
their schedules permitted. If not, staff will be getting the information, and
will give it to the Commission following the seminar.
Staff gave a status report on police officer vacancies to the Commission;
currently, all vacancies are filled. The Commission's meeting of May 14
will be devoted to police officer interviews.
Acting Chief John Wilkinson invited members of the Commission to ride-
alongs with the Fire Department, and/or visit the stations and facilities. If
interested, the Commissioners should call John directly to schedule.

The meeting of the Evanston Civil Service Commission was called to order
at 7:35 p.m. Minutes were approved for May 7th meeting. Lt. Ronald
Walczak was introduced to the Commission; he heads up the Office of
Professional Standards which conducts the background investigations for the
Commission, and was attending the meeting to observe, and to answer any
questions the Commission might have on the background investigations. The
Commission held discussion with Lt. Walczak and Chief Kaminski regarding
the background investigation reports.
Staff supported that one candidate previously approved had failed the
P.O.W.E.R. test, and that there was one vacancy to be filled.

The meeting of the Evanston Civil Service Commission was called to order
at 7:25 p.m.; minutes of May 14 approved as corrected; Commission received
status report on vacancies in Police Department. Commission was introduced
to Sergeant Thomas Cabanski of the Office of Professional Standards.
Sergeant Cabanski was visiting the Commission meeting to answer questions
regarding background investigations, and to get additional insight into the
selection process to assist in future background investigations. There was
some discussion regarding the process of conducting background
investigations.

at 7:35 p.m. Minutes of May 29th were approved. Sergeant Joseph Bellino
was introduced to Commission; Sergeant Bellino is in charge of the Field
Training Program, which trains officers to train new officers. He was
attending the meeting to answer any questions regarding field training, and
to view this part of the selection process. Discussion was held regarding the
basics of the field training program.

The meeting of the Evanston Civil Service Commission was called to order
at 7:45 p.m. Staff distributed to the Civil Service Commission the rankings
of the latest police academy class, with Evanston recruits placing number 1,
3,4,5, 17, and 19 out of 27. Congratulations of the Commission were
expressed to the recruits, via Chief Kaminski. Staff also distributed the latest
status memo regarding police officer vacancies, which stated "all current
vacancies are filled, with two candidates available for future vacancies."

personnel matter deliberation, upon unanimous vote, at 7:55 p.m.

Presiding Official: Paul Fields
The meeting of the Evanston Civil Service Commission was called to order at 7:37 p.m. by
Chairman Fields. Mr. Fields stated the purpose of the meeting, which was to consider final oral
arguments of the parties in the case of Alan Perley, 23CSC96. The parties identified themselves
for the record (a stenographic transcription of the meeting was taken and is hereby made part of
this record), and the Chair outlined the process to be followed.
Final oral arguments were then heard by the Commission.
The Commission adjourned, upon unanimous vote, into Executive Session to deliberate in this
personnel matter, at 8:25 p.m.
The Commission convened in open session at 9:15 p.m. Commissioner DiLorenzo moved the
following; "Based upon careful consideration of all of the evidence and having heard final oral
arguments, it is the unanimous decision of the Evanston Civil Service Commission that discharge
is the appropriate action, and therefore the action requested by Chief Kaminski is approved."
Commissioner Dotson seconded the motion; Chairman Fields called the roll; all Commissioners
voted in the affirmative. Chairman Fields then directed the Director of Human Resources to take
the steps necessary to implement this decision.
There being no further business to come before the Commission, the meeting was adjourned at
9:25 p.m.

July 10,1997
Based on the careful consideration of all of the evidence, and having heard final oral arguments,
it is the unanimous decision of the Evanston Civil Service Commission that discharge is the
appropriate action, and therefore the action requested by Chief Kaminski is approved. The
Director of Human Resources is directed to take the steps necessary to implement this decision.

PRESIDING OFFICIAL: Paul Fields, Chair
The meeting of the Evanston Civil Service Commission was called to order
at 5:40 p.m. Minutes of October 6 and October 16, 1997 approved as
submitted. Staff updated Commission on status of police/fire vacancies; 5
vacancies for Police Officer; one upcoming for fire. Staff presented proposal
to change Civil Service Rules to provide for two years' experience as a
requirement for lateral transfers, as opposed to the current one year.
Discussion ensued regarding the fact that training takes almost a full year in
most jurisdictions, that one year of experience only means that the applicant
had made it through probation, both Police and Fire would like transfers with
more experience, with more stability and a longer track record to examine
prior to hiring. Commission approved unanimously the amendment to the
Civil Service Rules.

The meeting of the Evanston Civil Service Commission was called to order
at 7:10 p.m. Minutes of November 11, 1997 were approved. Status report
on Police and Fire vacancies given by staff; 4 Police Officers, 1 Firefighter.
Chief Kaminski gave the Commission the Executive Summary of the Webb
Commission Report, which was reviewed with some discussion as to whether
or not any of the recommendations contained therein should be/would be
applicable to Evanston. Chief Kaminski agreed to report back if there were
any issues he would recommend to the commission.
Commission adjourned into Executive Session, upon unanimous vote, at
7:35 p.m., for matters of personnel deliberation.

The meeting of the Evanston Civil Service Commission was called to order
at 7:35 p.m.
Ms. Witt introduced Larry Robertson and Mark Franz, two of three new
Human Resources Specialists. Larry has the Fire Department as one of his
assignments, and Mark has the Police Department. They will be working
with the operating departments, providing Human Resources services from
recruitment and selection through retirement, and everything in between.
Minutes of April 15, 1998 were approved. Chairman Fields asked that it be
noted in the record why there has been a time lapse between the last meetings
and this meeting. Staff reported that the processing of candidates, e.g.,
receiving background checks and the like, had taken time which accounted
for the delay. Chairman Fields stated that in the future he would prefer
having shorter meetings more often rather than wait until a full agenda was
available. Chairman Fields asked that it be noted that the delay between
meetings was not a failure nor a lack of desire on the part of the Commission
to meet.

Staff reviewed police office staffing, noting three vacancies.
The Commission adjourned into executive session for purposes of personnel
matter deliberation at 7:50 p.m.
The Commission reconvened into public session at 9:30 p.m. Staff presented
the proposal for the revised recruitment and selection process for hiring
police officers, which was described in detail in a memorandum given to the
Commission. Discussion ensued regarding the written examination, the
timelines for processing, evaluation of the process, improvement of minority.
and female recruiting and representation, and related matters.
The Commission asked that they be kept informed of the progress being
made on the new examination, and provided updates for specific information
as available.
The Commission also asked that Dr. Laser be invited to a meeting in the near
future to discuss the psychological evaluation process, and the specific tests
given to applicants. Staff will schedule this for a meeting in the near future
that will allow the Commission enough time to engage in full dialogue with
Dr. Laser and a full review of the material.
The meeting adjourned at 11:15 p.m.

The meeting of the Evanston Civil Service Commission was called to order
at 7:34 p.m. Minutes of July 1, 1998 were approved. Staff introduced Dr.
Stephen A. Laser, of Stephen A. Laser Associates who conduct our pre-
employment psychological exams for both Police Officer and Firefighter.
The Commission had asked Dr. Laser to attend a meeting to discuss the
psychological testing process, and their utilization thereof. Staff asked for
Commission approval to have Dr. Laser sit in on the oral interview scheduled
for that evening, so he could get a chance to see first-hand the Commission
interview interaction. The Commission was pleased that Dr. Laser could be
there early for the interview, and invited not only his attendance, but looked
forward to his comments following the interview.
The Commission adjourned into Executive Session at 7:45 p.m. upon unani-
mous vote, for purposes of personnel matter deliberation.

The Commission convened into public session at 9:00 p.m., and Dr. Laser
presented the tests used in the psychological examination, how they are
utilized by the psychologists, and the testing/interviewing process utilized
by the psychologists, and the testing/interviewing process utilized to come
up with their report to the Commission. The Commission, staff and Dr.
Laser discussed the Commission's best use of the information reported to
them, and concluded that the psychological exam was one of several areas
of information the Commission needed to consider when evaluating a candi-
date -- that the psychological was not foolproof, and was a view of the
candidate from only one perspective. The other elements of the selection
process used by the Commission (polygraph, background investigation,
application forms and the interview itself) reported information from dif-
ferent perspectives, and all had to be taken into consideration.
The Commission thanked Dr. Laser for his presentation, and the meeting
adjourned at 10:30 p.m.

presented the Commission with the newly -posted provisional eligible list for
Police Officer, which resulted from the written test administered September
26, 1998. The next steps will be the staff panel oral interview, the POWER
test , and then polygraph and psychological. Staff hopes to be able to present
complete files for review by Thanksgiving. The next recruit school begins in
January 1999.
