HomeMy WebLinkAboutMinutes 1998BOARD OF EXAMINERS OF STATIONARY ENGINEERS, BOILER OR WATER TENDERS February 12, 1997 The BOARD OF EXAMINERS OF STATIONARY ENGINEERS, BOILER OR WATER TENDERS met to discuss the concerns expressed to the BOARD addressing the need to have a properly licensed Stationary Engineer on site when boilers, steam plants, or other pressure vessels carrying more than fifteen (15) pounds pressure per square inch is being used, managed, or operated in the City of Evanston. The Board reconfirmed the need to adhere to City Ordinance, Chapter 3, Section 4-3-6 "OPERATION OF STEAM ENGINE, WITHOUT LICENSE PROHIBITED" This Section is clear in its direction that a properly licensed Stationary Engineer must be on site when equipment,as provided in this Chapter, is used,managed, or operated in the'Li yrof Evanston. cc: James Wolinski BOARD OF EXAMINERS OF STATIONARY ENGINEERS, BOILER OR WATER TENDERS January 27, 1998 The BOARD OF EXAMINERS OF STATIONARY ENGINEERS, BOILER OR WATER TENDERS met to discuss the concerns expressed to the BOARD addressing the need to have a properly licensed Stationary Engineer on site when boilers, steam plants, or other pressure vessels carrying more than fifteen (15) pounds pressure per square inch is being used, managed, or operated in the City of Evanston. The Board will pursue the gathering of information to assure that all entities operating high pressure equipment within the City limits is in compliance with this Ordinance. The Board will take the necessary steps to enforce this Ordinance. )Ch J. FigurCh cc: James Wolinski BOARD OF EXAMINERS OF STATIONARY ENGINEERS, BOILER OR WATER TENDERS March 31, 1998 The Board of Examiners of Stationary Engineers, Boiler or Water Tenders convened and met with representatives of Landis & Staefa on March 30, 1998. The purpose of the meeting was to clarify the application of Chapter 3 of the Municipal code to the operations of the heating system at One Rotary Center. The Board reaffirmed its position and confirmed the need to have a properly licensed Stationary Engineer on site when the heating plant equipment is operated. The Municipal code adheres to the requirements of the State Fire Marshall's Office. In conversations with this office it was made clear that any time the boilers are in operation or are "on line" and can automatically start on demand a Stationary Engineer must be on site. Therefore, when the heating system is being operated at the One Rotary Building, a Stationary Engineer must be on site. The One Rotary Building has always operated equipment, specifically the boilers, that require the presence of a Stationary Engineer. The Board believes this responds to your inquiries and clarifies the board's position on the requirements of Chapter 3 of the Municipal Code as it applies to the One Rotary Building. :9crd J. Cityfront Plaza Drive Suite 2800 Chicago, It. 60611-5555 Re: Operation of Rotary Center Heating Plant Dear Mr. DeMarke, 555 IJoeoto Street Emstoo ttioais 60201 Telepbow 8471866.2942 The Board of Examiners of Stationary Engineers, Boiler or Water Tenders convened and met on November 9, 1998 to review and discuss your letter and attached Engineers's report of June 30, 1998 and our subsequent meeting on October 30. 1998. Present at this meeting were the Board, Cushman and Wakefield, and McGuire Engineers. At the conclusion of this meeting, additional information and a copy of the letter, dated November 5, 1998, explaining the current heating equipment and operation for 1560 Sherman Avenue with the addition of a registered professional engineer's seal was requested. This information and letter have been received and reviewed. This information indicates the original steam boiler is no longer in use. The Plumbing Inspector for the City of Evanston has confirmed the original heating system steam boiler is no longer used as a back-up for the heat recovery chillers and has been replaced by electric water heaters. Based on the information received, the Board finds that although parts of this heating system fall under the jurisdiction of the State of Illinois "Boiler and Pressure Vessel Safety Act and Rules and Regulations", it no longer falls under the requirements of Chapter 3 of the Evanston Municipal Code. r � Rl and J. i li Board of Ex iners f Stationery Engineers, Boiler or Water Tenders es M.
