The meeting of the Evanston Civil Service Commission was called to order
at 7:35 p.m. Minutes of the October 21. 1999 and December 9, 1999 were
aooroved.
Status of Police Officers/Firefighter/Paramedic vacancies: Staff reported that
there are six vacancies for Police Officer. and four for Firefighter/Paramedic.
The Commission then adjourned into Executive Session for purposes of
personnel matter deliberation at 7:40 p.m.
Other actions: Chairman Fields recognized the confirmation by the City
Council of a new Commissioner. Mls. Nancy Segal, and welcomed her to the
Commission. Ms, Segal was invited to attend this meeting, but had a
previous commitment and could not attend.
The meeting adjourned at 10:35 p.m.

The meeting of the Evanston Civil Service Commission was called to order
at 7:35 p.m. Minutes of the October 21, 1999 are still pending.
Staff announced that there were currently six vacancies for Police Officers;
five Firefighters started December 6¢, leaving four vacancies still to be filled
The Commission then adjourned into Executive Session for purposes of
personnel matter deliberation at 7:45 p.m.

The meeting of the Evanston Civil Service Commission was called to order at 7:35 p.m. Minutes

The Commission then went into executive session for purposes of personnel matter deliberation
at 7:45 p.m.
The Commission reconvened in open session at 9: l5 p.m. Discussion was held by the
Commission regarding a quorum required for future meetings, in light of the upcoming
resignation of Commissioner DiLorenzo, the expiration of Commissioner Fields' second term,
and Commissioner Dotson's desire to not be re -appointed to a second term. A motion was made
by Commissioner Fields, seconded by Commissioner DiLorenzo, as follows: The Commission
hereby provides that until such time as there is a mayoral ly-appointed quorum of at least two
Commissioners, the Director of Human Resources and one Commissioner shall constitute a
quorum of the Civil Service Commission. This action is consistent with the ordinance and rules
governing the Civil Service Commission. (Roll call on motion: Fields — aye; DiLorenzo — aye;
Dotson -- aye) Motion approved.
The meeting adjourned at 9:35 p.m.

amended (see attached).
Staff announced that there were currently three vacancies for Police Officer,
with two additional pending in the next few months.
The Commission then adjourned into Executive Session for purposes of
personnel matter deliberation at 7:45 p.m.

The meeting of the Evanston Civil Service Commission was called to order
at 7:35 p.m. Minutes from the September 9, 1999 meeting were approved.
Mark Franz informed the commission the procedures for replacing Civil
Service members. A member who is moving residencies steps down
imrnediately after moving from city limits. A member whose term has ended
is eligible to continue on the commission until replaced.
The Civil Service Commission convened into Executive Session, upon
unanimous vote, at 7:40 p.m.
The meeting adjourned at 10:25 p.m.

Currently, the City of Evanston has two vacancies for the position of Police
Officer.
Communications during public session: Commission reviewed and approved
staff proposal regarding Firefighter/Paramedic entry level examination
process, after discussion.
The Commission then adjourned into Executive Session for purposes of
personnel matter deliberation at 7:45 p.m.

The meeting of the Evanston Civil Service Commission was called to order
at 7:40 p.m. Minutes of the June 3. I999 meeting were approved; minutes of
May 26th still to be provided. Status of police officer vacancies are none at
the moment, one resignation upcoming, and the possibility of an additional
two - three in the next two months. Next Academy School starts in early
October.
Next meeting is scheduled for August 24th to conduct police officer oral
interviews and file reviews, and potentially firefighter file reviews and review
of new firefighter/paramedic test. September 9 also scheduled as a date for
police officer oral in(ervicws and file revic%vs.
The Commission then adjourned into Executive Session for purposes of
personnel matter deliberation at 7:50 p.m.
The meeting adjourned at 8:45 p.m.

Commission confirmed the issuance of its findings and decision in the matter
of Officer Kim Grossman's appeal to the Commission, and reconfirmed that
it was the unanimous decision of the Commission.

The meeting of the Evanston Civil Service Commission was called to order
at 7:05 p.m. Minutes of December 21, 1998 and January 21. 1999 meetings
were approved as submitted.
The first item on the agenda were final oral arguments in the appeal of a
disciplinary suspension of Officer Kim Grossman by Chief Frank Kaminski.
Chairman Fields explained the process to the parties involved, and oral
arguments were held. At the conclusion of the oral argument process, the
Commission adjourned into Executive Session at 7:50 p.m. in order to
deliberate and to discuss personnel matters.
The meeting adjourned at 10:15 p.m. The next meeting of the Commission
is scheduled for February 24. 1999.
