HomeMy WebLinkAboutMinutes 1999"DRAFT', NOT APPROVED" MINUTES OF FLOOD AND POLLUTION CONTROL COMMISSION September 15, 1999 Member Present: Alderman Joe Kent Alderman Dennis Drummer Margaret Wold Ned Lauterbach Members Absent: David Urban Stan' Present: David Stoneback, Water & Sewer Regina Lookis, Water & Sewer Others Present: Dan Gallagher, Harza Engineering Roger Schiller, Harza Engineering John Velon, Harza Engineering The Flood & Pollution Control Commission met on September 15, 1999 in Room 2403 at the Civic Center, The Chair called the meeting to order at 7.08 p.m. - MINUTES The minutes of the June 2, 1999 meeting were unanimously approved. LONG RANGE SEWER IMPROVEMENT PROGRAM CONSTRUCTION UPDATES Roger Schdler briefly outlined the construction update information that was provided to the commission. A map was utilized depicting the projects that are underway in 1999. He noted that Phase VIL Contract C and Phase V, Contract C are on schedule with restoration targeted for completion by the end of September Targeted goals associated with the Employment Training Program and MBEJWBE requirements are also on track for both of these contracts. The general contractor on both of these projects is T.J. Lambrecht. k FPCC MINUTES September 15, 1099 Page 2 The general contractor for Phase VII, Contract E is Kennedy Construction. This restrictor installation project is approximately 61 % complete, which is slightly ahead of schedule. Restrictor irwallations associated with this contract should be completed by the end of October and restoration work by the end of December. The employment -training segment of this job is slightly ahead of goals and the MBE/WBE portion is slightly under target. Alderman Drummer asked why the method of sometimes 0.kipping a structure for replacement or restrictor installation only to come back and tear up the street later to replace. Mr. Schiller explained that during the construction not all of the basins may have been identified on the plans and/or specific sizes requiring the contractor to order materials and return to the area Alderman Kent asked about the Job Training portion of this job. David Stoneback explained that for these smaller restrictor installation jobs the Job Training component of the contract has not been included The contracts do have an Employment requirement but not a training requirement. Margaret Wald asked about restrictors along Ridge Avenue David Stoneback explained that Ridge Avenue is a state route and that the state is not allowing the installation of restrictors along Ridge Avenue The next project, Phase VIII, Contract A, is being designed to allow for the extension of relief sewers up and on Ridge Avenue if necessary. Roger Schiller, Harza Engineering, explained that Phase VII, Contract G, is approximately 76% complete and should be done by the end of October. The General Contractor for this work is Glenbrook Excavating. Mr. Stoneback explained that there would be a change order submitted to council to eliminate some of the restrictor installation from the contract with Glenbrook Excavating as a result of not placing restrictors on Ridge Avenue. Alderman Drummer asked if the elimination of restrictors along Ridge Avenue required any additional design work by Harza Mr Stoneback responded that while Harza. was required to do some additional changes to the design in light of the elimination of the Ridge Avenue restrictors, they absorbed the costs and did not charge the City any additional monies Roger Schiller outlined the construction associated with Phase Vl, Contract A. Water main installation on Noyes St has begun at two locations The installation of the water main from Asbury to Orrington is scheduled to be completed by the end of October. Once the water main is installed, the contractor will begin the construction of the shaft at Wesley for the mining operations associated with the relief sewer installation. Alderman Drummer asked if there is anticipated to be any problem with the new water main during the tunneling operations. He referred to the numerous water main breaks that occurred on Greenwood when the tunnel was installed. David Stoneback explained that the reason the water main is being replaced prior to the tunnel construction is to avoid the types of breaks that occurred on Greenwood. Like Greenwood, the existing water main is 1907 vintage and made of sand cast. It is being replaced with new ductile iron main that should not break or shear during the tunneling operations. I=PCC MINUTES Septrntbcr 15. 19149 Pi8c 3 Roger Schiller briefly reviewed the work associated uith the drt-ipshaft construction at the Ladd Arboretum. He stated the blasting necessary would probably not take place until )anuar-, Ned Lauterbach asked that a field trip be set up when the drop shaft is constructed He added that h� would also Bike to see the installation of restrictors. David Stoneback said he -would bring in a restrictor to the next meeting. Dave Stoneback explained the directional drilling that is being done to install a section of the waw main on Noyes Street to avoid damaging the large trees in the parkway. He commented that the Long Range Sewer Improvement Program has incorporated a number of inno%ative techniques to try and reduce disruption. Another example is the lining of brick manholes with a polyeurea liner which adheres and locks the bricks in place avoiding the need to excavate and replace some of the old manholes. LONG RANGE SEWER IMPROVEMENT DESIGN REPORTS Dan Gallagher, Harza Engineering, briefly outlined the status of the two projects currently under design. He commented that the design projects are being done at a pace to allow the city to have a project ready for funding at a time that will coincide with the IEPA's funding abilities. The two projects under design are Phase VI1, contract H, and Phase VIII, Contract A. Phase VII, contract H is a restrictor installation project Phase VIII, Contract A is a relief sewer installation project and ~,,till involve connecting to the tunnel on Main Street at Maplc. Phase % III, Contract A is on the IEPA's intended use list for funding at an estimated $5.36 million. This represents roughly 90°tc of the construction and engineering costs. The anticipated interest rate is 2.5%, We anticipate bypass monies should be available from the IEPA to fund Phase VII, Contract H in late summer next year OTHER BUSINESS Alderman Kent informed the Commission of a discussion that had taken place at last Monday night's council meeting. He had received a petition from several citizens that are not satisfied with the sewer rates and referred the issue to the Flood and Pollution Control Commission He commented that he felt part of the problem was a lack of understanding of why the rates are so high, the history of the problem and how the program started. The petition is not realistic in that it calls for the elimination or decrease of the sewer rate. What he would like to do is plan and put in place some type of public awareness program possibly on a monthly basis through the budget session. Not just in the civic center but out in the community. Possible resources could be cable TV, Arts and Recreation magazine and community meetings. ?►largaret Wold stated that while she shared Alderman Kent's concern, she felt the people to convince were the other seven aldermen. They then can present the issues to their constituents She was concerned about how many people really watch the cable TV and if they are the people who are the ones that don't understand the issues. She emphasized that maybe the Commission's efforts need to be in educating the alderman on the importance of finishing the program that has been started FPCC NUNI UTES September 15, 19" Page 4 Alderman Drummer commented that he did not get the sense that the other Aldermen don't support the program. He has worked with a number of the newer aldermen and has always emphasized to them both the benefit of the program itself as well as the additional improvements that can be incorporated into the construction. He also had spoken with Mrs. Hatfield, one of the petitioners_ He felt she had a better understanding after their conversation that there is not any way to ptrovide discounts due to the state funding requirements. However, he did feel that an elimination of the penalty might be in order. After discussion it was decided that Alderman Kent would contact Rich Figurelli when he returned and discuss the format for an informational meeting. Margaret Wold suggested getting information and invitations out targeted to the petitioners. The meeting should be carefully prepared and include the history and the background of the hewer program, the rate structure and include the Finance Director.
