Regular Meeting of the City Council held June 19, 1950, convening
at 9:40 o'clock P.M.

Alderman John Mitchell moved that the minutes
of meeting held June 12, 1950, be approved without reading. Duly
seconded and carried.
City Clerk Edward W. Bell, presented the following:
Annual Report of City Collector and Superintendent of
Special Assessments for the year ending December 31, 1949, Alderman
Hemenway moved same be received and placed on file. Duly seconded
and carried. -
Notice State of Illinois advising that our allotment of
Motor Fuel Tax for the month of May, 1950 is $15,378.65. Alderman
James moved same be referred to the Commissioner of Public Works
and the Street Committee. Duly seconded and carried.
Alderman John Mitchell for the BUILDING COMMITTEE
submitted application received from Robert M. Sullivan requesting
\
permission to move a one story frame "Mobilhome" constructed by
Chicago Steel Structures, Inc., in Franklin Park, to the property
\
at 3321 Dartouth Place, where it would be placed upon a foundation
installed for -the purpose. Mr. Sullivan has obtained the written
consent of the owners of two properties in.this sho;t block who can
be located. He has submitted a statement that the balance of the
property consisting of four lots is.listed in county tax books as
\
"forfeited for general taxes 1879 and subsequent years." The owners
of this property are unknown. Committee on Buildings recommends
that this application be granted subject to approval of the aldermen
of the ward, and so ,moved. Duly seconded and carried.
Alderman J. Mitchell submitted application
received from R.P. Zimmerman of 2712 Park Place requesting per-
mission to erect a fence.six feet six inches high along the rear or
alley line of his property at that address. Committee on Buildings
recommends that the City Council grant this application, and so
moved. Duly seconded and carried.
Alderman Hemenway for the FINANCE COMMITTEE pre-
sented and moved the payment of the following bills, and that the
proper charges and transfers be authorized:

Alderman Hemenway presented and moved the payment
of the following temporary payrolls to be paid June 30, 1950, same

Alderman Hemenway submitted communication from
the Building Commissioner relative to request of Vito G. Ferretti
of Wilmette for refund of $5 fee paid for an electrical Permit,
as the owner decided not.to go ahead with the work.,
Also, the Coca Cola Bottling Co. of Chicago removed a projecting
sign from the front of the store at 1228 Washington Street and
requesting that the fee of $8.50 be refunded. It is recommended
that these requests be granted. This meets with the approval of
the Finance Committee, and so moved. Motion seconded by Alderman
Mogg. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
J.,Mitchell, Beck, Rubin, James,.MacSteven, L. Mitchell, Mogg,
Soule, Hemenway and Bersbach (14): Voting nay none. Motion carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Mogg for the PARK COMMITTEE submitted
request received from William E. Hodge, Jr. for permission to use
the Lake Front Park at the Greenwood Street beach for a picnic and
wiener roast, Friday, June 23 from 8:30 to 10:00 P..M. for approx-
imately 50 people, -and moved permit be granted. Duly secondgd and
carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the,Commissigner of,Public Works listing
bids received for the 1950-51 heating season's supply of,fuel oil,
which bids were -identical. It is recommended that the Commissioner
be authorized to purchase the requirements from both bidders, approx-
imately 50 percent to each, Petroleum Heat & Power Co. and the Hughes
Oil Co.
at $0.077 plus sales
tax, and
charge same to
the proper
account..

checks upon•
the signing of a contract and.the furnishing of a bond satisfactory
to the Corporation Counsel., This has the ,approval of the Chairman
of the Water Committee, the Public Buildings Committee and the
Purchasing Committee, and so moved. Motion seconded by Alderman
J. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg,

Alderman Harwood submitted report from the Com-.
missioner of Public Works listing bids received for furnishing 1,000
feet of fire hose for use by the Fire Department. It is recommended
that the Commissioner be authorized to accept the proposal of the
low bidder, Eureka Fire Hose Division of United States Rubber Co.
for furnishing 1,000 feet of fire hose at their bid price of $1,000,
the expenditure to be charged to item No. 168. This has the approval
of the Acting Fire Chief. Also authorized the return of all deposit
checks except that of the successful bidder which will be retained
until completion of the contract. This has the approval of the
Chairman of the Fire Committee and the Purchasing Committee, and so
moved. Motion seconded by Alderman MacSteven. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, J. Mitchell, Beck, Rubin, James,
.MacSteven, L. Mitchell, Mogg, Soule, Hemenway and Bersbach (14):
Voting nay none. Motion carried.
. . . Alderman Harwood submitted report from the Com-
missioner of Public Works stating the Fire Department is in need of
8 - 40 x 8 12 ply tires and tubes for fire engines No. 2 and 5, and
listing bids received. It is,recommended that the Commissioner be
authorized to accept the proposal of the low bidder, Firestone
Stores, for furnishing the above tires at their,bid price of
$458.96, the expenditure to be charged to item No.,171. This has
the approval of the Chairman of the Fire Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman MacSteven.
Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, J. Mitchell,
Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Soule, Hemenway
and Bersbach (14): Voting nay none. Motion carried.
Alderman Harwood submitted report from the
Commissioner of Public Works relative to steel pier for the Clark
Street beach, and listing two bids received for furnishing such a
pier. It is recommended that the Commissioner be authorized.t6
accept the proposal of McHenry Boat Co. to furnish one 40 foot pier
with wood deck for $326.50, fob Evanston,.the expenditur6-to be
charged to account No. 555. This has the approval of the Chairman
of the Park Committee and the Purchasing Committee, and so moved.
Motion seconded by Alderman,Mogg. Voting aye Aldermen Rolfes,
,Thoma, Harwood, Corcoran, J. Mitchell, Beck, Rubin, James, MacSteven,
L. Mitchell, Mogg, Soule, Hemenway and Bersbach (14): Voting nay
none. Motion carried.
Alderman L. Mitchell for the RELIEF COMMITTEE
reported that in the bills submitted last week an item of $10.38
was omitted from the total for cash relief for June 12, 1950. The
grand total should have been $1,151.98 instead of $1.141.60. Also
submitted bills of the Relief Administration in amount of $1,614.18
which includes amount of $967.31 authorized last week, and moved
that the minutes of June 12, 1950 be amended to increase total by
amount of $10.38 and that the Township Supervisor be authorized to
pay these bills. Motion seconded by Alderman Beck. Voting aye
Aldermen Rolfes,,Thoma, Harwood, Corcoran, J. Mitchell, Beck, Rubin,
James, MacSteven, L. Mitchell, Mogg, Soule, Hemenway and Bersbach
(14): Voting nay none. Motion carried.
Alderman Corcoran moved that the Council meet as
a Committee of the Whole. Duly seconded and parried.
WHEN COUNCIL RECONVENED: Alderman Corcoran for
the SPECIAL COMMITTEE ON PARKING reported that negotiations have
been concluded whereby the City may acquire premises at 709-711
Chicago Avenue for $20,000. This property has a frontage of 100
feet and is 170 feet deep. The Committee recommends that this
property be purchased and that the Mayor be authorized to execute
a contract for purchase by paying $5,000 cash and accepting a deed
subject to a mortgage of $15,000 payable $2,000 or more each year;
that an earnest money deposit check in amount of $2,000 payable to
George J. Cyrus & Co. be authorized, the same to be charged to the
Parking Meter Account, and so moved. Motion seconded by Alderman
Rubin. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg,
Soule, Hemenway and Bersbach (14): Voting pay none. Motion carried.
UNDER CALL OF WARDS: Alderman John Mitchell of
the Sixth Ward stated in connection with the 4th of July parade and
fireworks, that the 4th of July Association have requested that they
be granted a license for concession to sell food this year with local
help, subject to approval of the Health Commissioner; also the
waiver of the fee. Alderman Mitchell moved this request be granted.
Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes,
,Thoma, Harwood, Corcoran, J. Mitchell, Beck, Rubin, James, MacSteven,
L. Mitchell, Mogg, Soule, Hemenway and Bersbach (14): Voting nay
none. Motion carried.
Alderman Mogg of the Third Ward stated that many
of the -gutters in apartment areas are very dirty and cannot be cleaned
due to parked,cars. Suggested a plan of posting notices prohibiting
parking on one side of the street one night while the street is being
cleaned,and on the other side another night. Made a reference to the
Mayor, the Commissioner of Public Works and the Supt. of Streets to
see if this cannot be done.
UNDER MISCELLANEOUS BUSINESS: Mayor Inqraham
submitted his Annual Report for 1949 as follows:
, "In,compliance with statutory requirement,,I submit here-
with the Mayor's Annual Report for the year 1049.
Reports have been submitted by the various department heads
which set forth in detail progress and activity during the year.
These reports have had your study and consideration and I shall
endeavor not to burden you with repetition.
We may reflect upon the year of 1949 with considerable
pride. It was a year of progress without commotion, a year which
saw new projects begun, other projects completed and work advanced
on others, such as the waterworks plant which is scheduled for
completion within the next twelve months.
Physical improvements for the year included the completion
and dedication of the Police, Fire and Municipal Court Building.
This structure, made possible by public approval of a bond issue,
is one of the best and most modern buildings of its kind in the
United States. It will serve Evanston for many years and will
improve the efficiency of the departments. usipg it.
The new settling and mixing basins of the Waterworks were
placed in service in the spring of 1949 and the new pumping station
began operating in October. Work progressed throughout the year on
the entire waterworks improvement program.
Ground was broken on April 30, 1949 for the Evanston War
Memorial and it was completed and dedicated on Armistice Day. This
memorial fountain in Fountain Square is a beautiful tribute to our
war dead and is the result of much effort.on the part of the War
Memorial Committee.
Off-street parking lots #4 and #5 were completed during
the year and lot #3 was resurfaced and lighted. The Committee on
Parking continued its work and options were secured on several
additional sites, some of which have since been acquired. The
problem of parking and traffic congestion is one of our most
critical problems and will continue to receive our attention.
Lake Street was Widened,and resurfaced in the block ,
abutting the Police and Fire Station; Dodge Avenue, south of
Dempster Street, was widened and resurfaced; Sherman Avenue, from
Noyes Street to Central Street, and Central Street from Sherman
Avenue to Green Bay Road, were resurfaced; most of this work was
made possible by funds derived from Motor Fuel Tax. Installation
of traffic control signals on Central Street and on Dempster Street
at Dodge Avenue, from Motor Fuel Tax Funds, was also begun in 1949.
During 1949 the City acquired Alexander Park; rebuilt the
park at Green Bay Road and McCormick Blvd., improved the tot -lot at
Simpson Street and Bennett Avenue; Jenks Park and Independence Park,
and provided flood lights for -the football field at Boltwood.
With the cooperation of abutting property owners, 5100
lineal feet of hazardous sidewalks were replaced in 73 various
locations during the year; 113 new street name signs were installed
during the year; 2 new four-wheel drive trucks for the Street Depart-
ment and 5 new rubbish trucks were purchased during the year.
In spite of a "cost -of -living" increase of $20 per month
granted each employee at the beginning of the year, the budget total
f or1949 was practically the same as for,1948. This is evidenced by
the fact that the tax bills for 1949 which,are cutrently in collection
are no higher than for the previous year,. When expected financial
assistance from the State did not materialize, it became necessary to
curtail appropriated expenditures. Cooperation of the Council and
all departments .in this regard enabled us to finish the year with
all bills paid in full. - ,
I do not wish t-single out any qne department for particular
mention, since each and every department functioned well during the
year, yet I feel that I would be remiss if I did not mention"the
fact that in 1949 Evanston received practically,every traffic
safety award for which it was eligible. Although our record for
1950 and other years may not equal that of,1949.. I_am sure we must
agree that records, such as Evanston has established from time to --
time in traffic, are the result of a program Well worked out and
faithfully adhered to.
At this time we are already well into the year of 1950
and well along in our program for the year. Steady progress and
successful administration of municipal affairs requires cooperation
among the department heads and assistance from the Council and I am
pleased to say we have and.have had both. For this cooperation and
this assistance, I desire to express my sincqre appreciation and,
in conclusion, state that I am proud and pleased to be privileged
to serve the people of this city as their Mayor.
