Mitchell moved that the minutes of meeting held June 5, 1950, be approved without reading. Duly , seconded and carried. City Clerk Edward W. Bell, presented the following: City Treasurer's Financial Statement as of May 31, 1950. Alderman Hemenway moved same be referred to the Mayor, the Finance Committee and the Auditor. Duly seconded and carried. Alderman J. Mitchell.for the BUILDING COMMITTEE referred to report received from the Building and Fire Departments that the one-story frame dwellinq and cabinet shop on the rear of the property at.1226 Darrow Avenue has reached such a stage of dilap- idation as to be a public nuisance. The heirs of the deceased owner cannot be located. The Committee recommends that the Building Com- missioner be instructed to follow the procedure set forth in Section 1182 of the Municipal Code, posting a notice on the premises and 244 attempting by such means -as may be available to locate the heirs of the former owner. After the expiration of 30 days from the date of this action, if no response shall have been received and if the heirs of the former owner have not been located, the Building Com- missioner shall report accordingly to the City Council. At the same time the Commissioner shall secure and submit to the City Council an estimate of the cost of wrecking said building. It is recommended that the Building Commissioner be instructed to follow procedure as set forth, which meets with the approval of the Building Com- mittee, and so moved. Duly seconded and carried. Alderman J. Mitchell announced that for the week of June 5 to 10, inclusive, 32 building permits valued at $3,469,900. were issued producing a total in fees of $10,474.85. This is the largest week in history in the Building Department. Alderman J. Mitchell submitted application received from John Foster on behalf of Mrs. Ramey of 2007 Darrow Avenue, requesting permission to move the two story frame barn from the rear of the property at 1304 Oak Avenue to 1821 Hovland Court, where it would be converted into living quarters. Committee on Buildings recommends that this application be granted subject to the approval of the Aldermen of the Ward and the Commissioner of Public Works as to the route to be followed. The approval of the Aldermen has been secured and committee unanimously recommends it be granted, and so moved. Duly seconded and carried. Alderman J. Mitchell moved that the Commissioner of Public Works be authorized to advertise for bids for furnishing one new automobile with trade-in of car No. 78, for use by the Building Department. Duly seconded and carried. Alderman Hemenway submitted report from the Building Commissioner relative to application received from the Hemenway Methodist Church requesting that the fees for certain alterations to be made to the property in the rear of 933 Chicago Avenue, be issued without fee. Also - Report from the .Building Commissioner stating that on May 22, Mrs. Ellen Gunstrom, 1211 Grant Street, filed an appeal to the Zoning Board for a ruling in connection with a piece of property at 2107 McDaniel Avenue and paid the filing fee of $25. After an investigation of this case, it was decided that the appeal was unnecessary and that the status of the property was sufficiently established without the need of a ruling by the Zoning Board, and the case was stricken from the calendar. Recommends,that the City Treasurer be authorized to refund the.$25 fee paid by Mrs. Gunstrom. Also - Report -from the City Collector stating that the Mayor, by request of the Police Department and the City Collector, has revoked the 1950-Peddler License ##14 because of complairts from the public. The fee paid was $25.50 and it is recommended that a refund of this amount when the badge is returned, be made. The above tht6e matters has the approval of the Finance Committee, and so moved. Alderman Hemenway submitted communication from the City Treasurer requesting that Mrs. Noreen Rauen, in his office, be made his deputy as well as Mr. Jarvis Shedd. She is bonded under a blanket bond with all the employees in his office. This meets with the approval of the Finance Committee, and so moved. Motion seconded by Alderman J. Mitchell. Alderman Hemenway moved that the Commissioner of Public Works be authorized to advertise for bids for furnishing one new business coupe with trade-in of car No. 94, for use by the City Collector's Office. Duly seconded and carried. Alderman Hemenway submitted report from the City Treasurer and Town Collector, stating the first collection of taxes was a half million dollars over last year's first collection. This large collection means a great share of last year's warrants will be taken up ahead of last year's schedule. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly seconded and carried. , Alderman Soule for the LIGHTING COMMITTEE sub- mitted report from the Commissioner of Public Works relative to request for additional illumination in the vincinity of 3320 Payne Street, the site of a new home. It is recommended that the Commis- sioner be authorized to order the street lighting unit in front of 3320 Payne Street restored to service, and carried. and so moved. Duly seconded Alderman Mogg for the PARK COMMITTEE reported that the beach season will open next Saturday, June 17, 1950 and the Supt. of Recreation asked that he announce that the last exam- ination for applicants for positions as beach guards will be held Tuesday afternoon at 3 o'clock P.M. r-. Alderman Rubin for the POLICE COMMITTEE moved that the Commissioner of Public Works be authorized to -re -advertise for bids for a combination patrol and ambulance for the Police Department. Duly seconded and carried. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Commissioner of Public Works listing bids received for furnishing approximately 40,000 pounds of sodium fluoride for use in water treatment at the Filtration Plant. It is recommended that the Commissioner be authorized to accept the proposal of the low bidder, Kraft Chemical Co. for furnishing 30,000 pounds or over of sodium fluoride, delivered by truck to the Filtration Plant at $10.85 per cwt. the expenditure to be charged to account No. 402. This has the approval of the Water and Purchasing Com- mittees, and so moved. Motion seconded by Alderman J. Mitchell. Voting aye .Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Alderman Harwood submitted report from the Com- missioner of Public.Works advising it is necessary to replace the .three intake marker buoys each year to comply with governmental regulations. It has also been our practice to have the diver inspect the intake lines at the time the buoys are replaced. In addition, the 30 inch and 36 inch emergency openings should be removed and covered with iron grating to supply additional water to the intake wells during the summer months. Our engineers, Alvord, Burdick & Howson, also need lake soundings and other information about the intakes in order to make plans for the intake improvements discussed before the Council.last spring. A prdposal has been received`from G.W. Falcon for furnishinq a tuq, crew and diver to do the work described above for the sum of`$11750. It is recommended that the Commissioner be authorized to employ G.W. Falcon for this work for the sum of $1,750, the expenditure to be charged to account No. 395. This has the approval of both the Water and Purchasing Committees, and so moved. Motion seconded by Alderman Rolfes. Voting aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Alderman Harwood submitted report from the Com- missioner of Public Works advising that the Water Department is in need of three special rate of 'flow indicators to modernize' the meter testing equipment before it is moved to the new building. A quotation has been received from the Ford Meter Box Co. and it is recommended that the Commissioner be authorized to purchase the above equipment at prices quoted, the total expenditure of $498 to be charged to account No. 425. This has the approval of both the Water and Purchasing Committees, and so moved. Motion seconded by Alderman Thoma. Voting aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Alderman Hat -wood submitted report from the Com- missioner of 'Public Works 'listing bids received for the purchase of a combined ambulance and patrol wagon for the Police Department. One bid does not meet the specifications and the other had no'deposit check. Three bids were received too late. It is recommended that the bids be rejected and the deposit checks of all bidders returned. This has the approval of the Chairman of the Police Committee and the Purchasing Committee, and so moved. Motion carried. 2 ilk Alderman Christensen for the RELIEF COMMITTEE submitted bills of the Relief Administration in amount of $1,141.60 and moved that the Township Supervisor be authorized to pay these bills. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (16): Voting nay none. Motion carried. Alderman Christensen stated a communication has been received from the Evanston Township Supervisor regarding details of a delinquent account billed to the Evanston Township Relief Organization, in amount of $967.31 from the Oak Forest Institution. This account, which was accumulated prior to the year 1948 for services granted to a Olaf Lee, at that time a resident of Evanston, has hexer been paid. The original amount of this account was for ., $1,367.31 and later reduced to $967.31 through a compromise agreement. Committee on Relief, upon investigation, hereby recommends that this bill be paid and sent to the Township Supervisor for payment, and so moved. Motion seconded by Alderman J. Mitchell. Motion carried. Alderman James for the STREET COMMITTEE submitted report from the Traffic Engineer on reference of Alderman Rubin relative to intersection at Davis Street and Ashland Avenue. After investigation it is recommended that "Stop" signs be erected at this intersention stopping traffic on Ashland Avenue at Davis Street. Moved that the Council concur in this recommendation. Duly seconded and carried. Alderman James submitted report from the Traffic Engineer on reference of Alderman J. Mitchell relative to picket fence at Brown Avenue and Grant Street. This fence causes a critical view obstruction to traffic and it is recommended that "Stop" signs be erected at this intersection, stopping north and south traffic on Brown Avenue at Grant Street. Moved the,Council concur in this recommendation. Duly seconded and carried. Alderman James submitted report from the Traffic Engineer on reference of Alderman James for a stop street at the intersections of Washington Street and Madison Street at Custer Avenue. There have been several accidents at these locations in the last two years, all of which have been angle collision accidents. It is recommended that "Stop" signs be erected at Madison Street and Custer Avenue so as to stop Custer Avenue traffic at Madison Street. Also,'that "Stop" signs be erected at Washington Street and Custer Avenue, so that traffic on Washington Street will be stopped at Custer Avenue. Moved that the Council concur in this recommendation. Duly seconded and carried. UNDER SPECIAL COMMITTEES: Alderman Corcoran for the SPECIAL COMMITTEE ON PARKING presented and moved the passage of AN ORDINANCE AMENDING SECTION 127 ENTITLED "SCHEDULE 'J' TWO HOUR PARKING ZONE" OF AN ORDINANCE ADOPTED FEBRUARY 2, 1942, ENTITLED "TRAFFIC REGULATIONS" OF THE CITY OF EVANSTON" by adding thereto and including in said schedule 14 items. Motion seconded by Alderman Rolfes. Voting aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (16): Voting nay none. Motion carried. UNDER CALL OF WARDS: Alderman'James of the Fourth Ward requested that the Council resolve into a Committee of the Whole. Duly seconded and carried. WHEN COUNCIL RECONVENED: Alderman Christensen of the Sixth Ward spoke of the debris in the parkway in front of 2203 Payne Street where a new house was erected. Mr. Dillon's attention was called to this with request that he get in touch with the party responsible for leaving it there. The neighbors are com- plaining about it and it should be brought to the attention of the contractor.
