Alderman Rubin moved that the minutes of meeting
held May 29, 1950, be approved without reading. Duly seconded and
carried.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted an application received from -Edward Noach requesting
permission to erect a sign having an area of twenty square feet
and made of waterproof plywood three-quarters of an inch thick
projecting over.the sidewalk in front of his filling station and
public garage at 1815 Ridge Avenue. Section 1392 of the Building
Code requires such signs to be "constructed of metal and glass..and
..watertight against sleet, snow or rain." Committee on Buildings
recommends that.this application be granted„ which has the approval
of the aldermen,of the ward, and so moved. Duly seconded and carried.
Alderman J. Mitchell submitted an application
received from W.A. Onsrud of the Builders' Lumber Co. requesting
e
permission to build two shelter sheds to protect stored lumber in
the company's yard at 1001 Sherman Avenue. The Building Code does
not permit the erection of such sheds inside the Fire Limits, where
the yard in question is.located. The matter has been discussed with
Assistant Chie Mersch of the Fire Department, who has indicated
that in his opinion the fire hazard inherent in a lumber yard would
be reduced rather than increased by the erection of the proposed
shelter sheds. It is therefore the recommendation of the Committee
on Buildings that this application be granted. This has the approval
of the aldermen of the ward, and so moved. Duly seconded and carried.
Alderman J. Mitchell submitted communication
from the Building Commissioner relative to convention of the Illinois
Association of Electrical Inspectors to be held at Danville on June
23 and 24, and requesting that the Electrical Inspector, Gordon
Maltby attend. It is recommended that he be authorized to attend
this convention at an expense not to exceed $30, to be charged to
item No. 81 in the Building Department Budget. Also, if any addi-
tional expense is incurred that he be reimbursed. Motion seconded
by Alderman Rubin. Voting aye Aldermen Rolfes, Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven,
L. Mitchell, Mogg, Soule, Barber and Bersbach (15): Voting nay
none. Motion carried.

Alderman Harwood submitted communication from

the Building Commissioner stating that at a meeting of the City
t Council held on March 27, 1950, permission was granted to Chester
Wisniewski, 1527 Greenleaf Street, to operate a refreshment stand
on the east side of Dodge Avenue between Main and Washington Streets.
The
permit
was for a
portable unit, to
be pulled away each night
and
to be
located in
a commercial -zone.
The commercial zone in
this vicinity- is confined to a small area on .the three privati ly
owned corners of the intersection of Dodge Avenue and Ntain S reet.
The Building Commissioner recommends that the permit/granted to
Chester Wisniewski by action of the City Council on March 27 be
revoked and the fee paid, amounting to $25 be refunded. This
matter has been discussed with the senior Alderman of the ward and
with the Mayor who have agreed to the above recommendation, and
meets with the approval of the Finance Committee, and so moved.

Alderman Harwood submitted communication from
the Building Commissioner stating Mrs. Ruth Jackson obtained
plumbing permits three years ago issued to W. Wanzenberg, a local
plumber, for the installation of plumbing in a building she proposed
to }gild on her property at 1943 Grey Avenue. She did not go ahead
with the work at that time, but now has decided to do so. She asks

that Sol. Ellis, the plumber whom she has engaged to do the work,
be allowed to proceed under the old permits. This has the recommen-
dation of the Building Commissioner and the approval of the Finance
Committee, and so moved. Motion seconded by Alderman Beck. Voting
aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, Rubin, James, MacSteven,.L. Mitchell, Mogg, Soule, Barber and
Bersbach (15): Voting nay none. Motion carried.
Alderman MacSteven for the FIRE COMMITTEE moved
,that the Commissioner of Public Works be authorized to advertise for
bids,for furnishing 1,OOQ feet of fire hose for use by the Fire
Department. Duly seconded and carried.,
Alderman Rolfes,for the HEALTH COMMITTEE made
the following report:
"On your desk this evening you will find the Annual
Report of the Evanston City Health Department for the calendar
year 1949.
As Chairman of the Health Committee, I am proud to call
this report to your attention, and to inform you that the Health
Department reports have been requested by leading libraries
throughout this country. Copies are also sent to all schools
of public health and medical schools in the United States and
Canada, where they are used for teaching purposes. In addition,
copies are sent to Evanston citizens who are interested in the
program of the Health Department. In addition, practically all
well known Eastern Universities are on the mailing list to
receive this report.
I trust that all of you will read this report,inasmuch
as it gives a complete record of the activities of our Health
Department."
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Corcoran submitted copies of Lease from
the C.T.A. which renews lease we have had covering property east
of the right-of-way of the "L" on the north side of Foster Street,
for term of one year from June 1, 1950 to May 31, 1951 at an annual
fee of $1.00 payable in advance. Moved thai the Mayor and City Clerk
be authorized to execute said Lease and send copies'to the C.T'.A.

Alderman Corcoran introduced An Ordinance
Amending Section 127 entitled "Schedule 'J' Two Hour Parkinq ?one"
of An Ordinance adopted February 2, 1942, entitled "Traffic Regula-
tions of the City of Evanston". Asked that copies be sent to the
aldermen.
Alderman Mogg for the PARK COMMITTEE submitted
the following requests for permission to use Elliot Park:
Margaret A. Bourne, Chairman, Girls' Health and Physical
Education Department, Evanston Township High School, for per-
mission to•use Elliot Park for a picnic and the softball diamond,
June 6 from 4:00 to 7:00 P.M. There will be approximately 50
girls attending.
R.G. Luther in behalf of Youth.Fellowship Group, Calvary
Baptist Church, for permission to use Elliot Park June 8 from
6:00 to 8:00 P.M. There will be approximately 30,people attending.
Alderman Mogg moved these permits be granted. Duly seconded and
carried.
Alderman Mogg submitted Plat of Craven's,Re-
subdivision of the south 13.0 feet of -Lot 61 all of Lot 7 and the
North 10.0 feet of Lot 8 in MontJoie Addition to Evanston a sub-
division of part of the NW% of Section 18, T. 41 N. R. 14 East of
the 3rd P.M. and part of the NEB of Section 1�, T. 4l. N. R. 13 East
of the 3rd P.M. in the City of Evanston(N.E. Corner Asbury Avenue
and Lyons Street.) Moved the City Clerk be authorized to complete
same, subject to approval of the Corporation Counsel. Duly
seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works stating,
that Walter H. Flood &,Co. Testinq Engineers,,propose to provide
testing and inspection services for our 1950,resurfacing program
at the -rate of 20� per ton of asphalt pavinq mixture placed, which
is the same rate charged in 1949. It is recommended that the City
Council accept this proposal to provide plant, laboratory and
street inspection and testing services for the current resurfacing
program at a cost of 29� per ton of asphalt paving mixture placed,
to be paid for from motor fuel tax funds provided by the State of
Illinois for this purpose. This has the approval of the Chairman
of the Street Committee and the Purchasing Committee, and so,moved.

Alderman Harwood submitted report from the
Commissioner of Public Works listing bids received for Section
40-CS which provides for the construction of bituminous -concrete
resurfacing on Chicago Avenue from Howard Street to South Blvd. -
Custer Avenue from Washington,Street to,Main Street, and on
Orrington Avenue from Central Street to Ingleside Place. It is
recommended that the City Council accept the proposal of the low
bidder, Areole Midwest Corp. to do this work at the unit prices
.submitted of $451436.00. The City Council is requested to author-
ize the immediate return of the deposit checks of the unsuccessful
bidders, and the return of the deposit check of the successful
bidder after approval by the State Highway Department of the exe-
cuted contract and surety bond. This has the approval of the
Chairman of the Street Committee and the Purchasing Committee,
and so moved. Motion seconded by Alderman James. Voting aye
Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Soule, Barber

Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in,amount of $885.67
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Rolfes, Thoma, Harwood,,Corcoran, Christensen, J. Mitchell,,Beck,
Rubin, James, MacSteven, L. Mitchell, Mogg, Soule, Barber and
Be_rsbach,(15): Voting nay none. Motion carried.
Alderman James for the.STREET COMMITTEE submitted
Partial Bill No. 2 Final, in amount of $502.48 for engineering costs
for Section 38-CS. traffic signals on Central Street and on Dempster
Street. Moved approval of payment from motor fuel tax funds furnished
for this purpose by the Illinois Division of Highways. Motion
seconded by Alderman Harwood. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,
MacSteven, L. Mitchell, Mogg, Soule, Barber and Bersbach (15):

UNDER SPECIAL COMMITTEES: Alderman Corcoran
for the SPECIAL COMMITTEE ON PARKING stated that for several months
the City has been negotiating for the purchase of the tract 120' x
156' at the southeast corner of Lake Street and Maple Avenue.
Details have been worked out whereby we may secure this property
for a total cost of $84-077.30. Your Committee recommends that this
property be purchased and that the following checks covering acquis-
ition costs be authorized; all charged to Parking Meter Special
Account: John V. Hubbard, $41000.00

Luthmers & Luthmers, 3,677.30

-:t Alderman Corcoran made the following report:
"In January, 1949 the City of Evanston secured from
George Brown a Lease with option to purchase the vacant property
located at the southwest corner of South Blvd. and Hinman
Avenue, for an aggregate purchase,price of $15,000.
The option to purchase this property expires July 1, 1950.
The City is entitled to a credit of $1,400 on account of rentals
paid, leaving a net purchase price of $13,600.
Mr. Brown has agreed to convey title to the City at this
time for a cash payment of $3,600, conveyance to be made to the
City of Evanston subject to a mortgage of $10,000 payable $2,000
or more each year, with interest at 5% per annum.
The Special Committee on Parking has again considered
this matter and recommends that the option to purchase this
property be exercised; that a payment of $3,600 to George Brown
and Maria Brown, his wife, be authorized, the same to be charged
to Special Parking Meter Account and that the City of Evanston
accept conveyance of title subject to a $10,000 mortgage payable
$2,000 or more ach year, beginning July 1, 1951."
Alderman Corcoran so moved. Motion seconded by Alderman Rolfes.

UNDER CALL OF WARDS: Alderman J. Mitchell of
the Sixth Ward made a reference to the Traffic Engineer to study
parking on Harrison Street between Prairie and Hartrey; as there
i parking of cars on both sides of the street.
Alderman J. Mitchell also made a reference to
the Traffic Engineer and the Building Commissioner to study the
picket fence on the corner of Grant Street and Brown .Avenue, and
to submit recommendation as to what we can do to eliminate the
traffic hazard there.
Ago
Alderman Rubin of the Fifth Ward made a reference
to the Traffic Engineer to make a study this week of intersection
at Davis Street and Ashland Avenue; to have stop signs stopping
traffic on Ashland Avenue.
Alderman L. Mitchell of the Third Ward submitted
communication from The Chicago Maternity Center requesting permission
to display a car at Davis Street and Sherman Avenue and to sell
raffle tickets for its annual benefit. Moved same be referred to
the Street Committee and the Judiciary Committee. Duly seconded
and carried..
Alderman L. Mitchell made a reference to the
Mayor and the Corporation Counsel matter of cleaning up the ruins
of warehouse which burned about two months ago on Chicago Avenue
south of Kedzie Street. He had received many complaints\about the
condition of the premises, and for reasons of public health we'
should require them to clean this property up in a very short time.
Alderman Mogg of the Third\Ward received commun-
ication from Dr. A.,Ver Brugghen, 1040 Lake Shore Drive complaining
about the noise from the Lee Street beach and the park during the
summer months long after\midnight. Asked same be referred to\the
Chief ,of Police.
Alderman Barber of the Second Ward made a
reference to the Traffic Engineer and the Fire Marshal request of

Mr. Blasius of Calvary Baptist Church, 1431 Elmwood Avenue, asking
that parking on the south side of Lake Street be changed.from "No
Parking At Any Time" to "No Parking on Week Days" from Elmwood
Avenue east to street lamp at the viaduct.

For Council records, Chief of Police Geishecker
has announced that James F. Simms and Albert W. Swanson have been
sworn in as Requla.r Patrolmen effective June 1, 1950, having com-
pleted their probation period in a satisfactory manner. Also the
