�t Alderman Rubin moved that the minutes of\meeting
held May 22, 1950, be approved without reading. Duly seconded and
carried.
Alderman Corcoran moved that the council meet
as a Committee of the Whole. Duly seconded and carried.
WHEN COUNCIL RECONVENED: Alderman J. Mitchell
for the BUILDING COMMITTEE reported that the Building Officials'
Conference of America is having its annual meeting at Indianapolis
on June 5 to 8,.Inc. At this meeting the uniform building code
prepared and recommended by the organization will be discussed and
made available to the delegates attending the meeting. Committee
on Buildings recommends that Deputy Building Commissioner Norman
E. Schmidt be authorized to attend the meeting at an expense not to
exceed $75, to be charged to item No. 81 in the Building Department
.budget. Alderman Mitchell so moved. Motion seconded by Alderman
Rubin. Voting aye Aldermen Bersbach, Hemenway, Soule, Mogg,
MacStevep, James, Rubin, J. Mitchell., Corcoran, Harwood and,Thoma
(11): Voting nay none. Motion carried.

Alderman Hemenway submitted communication from
the Building Commissioner relative to application received from
St. Francis Hospital requesting that the fees for the installation
of a new elevator and the installation of a shaft to enclose the
same be issued without fee, and recommending that he be authorized

to issue these permits as requested. As is the custom in cases
such as hospitals, moved approval of this request. Motion seconded
by Alderman Thoma. Voting aye Aldermen Bersba.ch, Hemenway, Soule,
Mogg, MacSteven, James, Rubin, J. Mitchell, Corcoran, Harwood and
Thoma (11): Voting nay none. Motion carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
presented and moved the passage of AN ORDINANCE AMENDING ARTICLE
XIII ENTITLED "BUILDINGS OF CLASS IV" OF CHAPTER XIX ENTITLED
"OFFICIAL BUILDING CODE OF THE CITY OF EVANSTON" OF THE EVANSTON
MUNICIPAL CODE OF 19271 BE AMENDED BY INSERTING THEREIN A SECTION
WHICH SHALL BE KNOWN AS SECTION 550a - LOCATION OF DRIVE-IN
THEATERS, ETC. Motion seconded by Alderman Harwood. Voting aye

Alderman Corcoran introduced An Ordinance Amending
Chapter XLVIII of The Evanston Municipal Code of 1927, entitled
"Police Regulations" by adding tb2_reto a Section to be known as
Section 2414� - Helicopter and other Aircraft Prohibited.
Alderman Corcoran moved that the Council convene
as of 8:00 o'clock P.M. Duly seconded and carried.
Alderman Mogg for the PARK COMMITTEE submitted
report from the Commissioner of Public Works listing the following
requests for permission to use Dempster Street beach and Elliot Park:
High School Fellowship of the First Methodist Church, for
permission to use,Dempster Street beach ph Sunday afternoon,
June 4, 1950 from 5:00 to 8:00 p.m. for approximately 40 people.
Women Off Campus at Northwestern University, for permission
to use Dempster Street beach for a picnic on Sunday, June 11, 1950
from 5:00 until 7:00 p.m. for approximately 30 persons.
Lujack Club of the Evanston Y.M.C.A. and their fathers,
for permission to use Elliot Park for baseball game and weiner
roast on Saturday, June 17 from 4:00 to 7:00 p.m. for approx-
imately 25 persons.
Evening Guild of Immanuel Lutheran Church for permission
to have a picnic at Elliot Park on Tuesday., June 27 from-6:15 to
8:15 p.m. for a group of 50.
Edmund F. Hoskin, Jr. Cubmaster Pack 7, Evanston Boy .
Scouts, for permission to use Chandler -Leahy Park for a picnic
June 10 from 3:30 until 9:00 p.m. (if it rains, either June 11
or June 17). Approximately 70 to 90 people are expected to
attend.
Alderman Mogg moved these -requests be granted and permits issued.
Duly seconded and carried.

Alderman Rubin for the POLICE COMMITTEE submitted
request from R.B. Holmgren, Supervising Lieut. of Evanston Police
Reserve for annual appointment of Police Reserve as per list sub-
mitted. Moved the Suspension of the Rules for the purpose of con-
firming these appointments. Motion seconded by Alderman J. Mitchell.
Voting aye Aldermen Bersbach, Hemenway, Soule, Mogg, MacSteven,
James, Rubin, J. Mitchell, Christensen, Corcoran, Harwood and
Thoma (12): Voting nay none. Motion carried.
Alderman Rubin moved that the appointments as
members of the Evanston Police Reserve per list submitted, be
confirmed. Duly seconded and carried.
Alderman James for the PUBLIC BUILDINGS COMMITTEE
moved that the Commissioner of Public Works be authorized to re -
advertise for bids for painting the exterior of the Municipal
Building. Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works listing bids
received for furnishing labor and material to install sidewalks and
driveways at Parking Lots No. 4 and No. 5. It is recommended that
the Commissioner be authorized to accept the proposal of A.H. Morby
& Sons to do this work at the unit prices quoted of $1,950.24, the
expenditure to be charged to the Parking Meter Account. This has
the approval of the Chairman of the Special Parking Committee and
the Purchasing Committee, and so moved. Motion seconded by Alderman
James. Voting aye AldermenBersbach, Hemenway, Soule, Mogg, MacSteven,
James„ Rubin, J. Mitchell, Christensen, Corcoran, Harwood and Thoma
(12): Voting nay none. Motion carried.
Alderman Harwood submitted report from the Commis-
sioner of Public Works relative to request received from the Police
Department for a 5 or 6 cubic foot capacity refrigerator for use in
the women's rest room; also one for the Health Department, and listing
bids received for same. It is recommended that the Commissioner be
authorized to accept the proposal of the low bidder, Sears Roebuck
& Co. to purchase two refrigerators for $149.95 each, the expenditure
to be charged to account No. 137 and account No. 202. This has the
approval of the Chairmen of the Police Committee and Health.Committees,
and,the Purchasing Committee, and so moved. Lotion seconded by

Alderman Harwood stated that at a meeting of the
Water Committee about three weeks ago, a recommendation was approved
to
have
the
east
end
of
the service
building finished
in press
brick
to
match
the
rest
of
the
buildings.
This work will be
done in
1951.
In order to be sure that we will get a brick to match, it is recom-
mended that 154.000 press brick be ordered directly from the manufact-
urer and held on the premises by the City. A quotation has been
received from Material Service Corp. for furnishing this, brick for
$62 per M. delivered. It is recommended that the Commissioner of
Public Works be authorized to accept this proposal, the expenditure
r to be charged to the 1948 Water .Revenue Bond Account. This has the
approval of the Water Committee and the Purchasing Committee, and so
moved. Motion seconded by Alderman Thoma. Voting aye Aldermen
$ersbach, Hemenway, Soule, Mogg, MacSteven, James, Rubin, J. Mitchell,
Christensen, Corcoran, Harwood and Thoma (12): Voting nay none.
Motion carried.
Alderman Harwood submitted report from the Com-
missioner of Public Works advising that bids were advertised for.and
solicited from 28 Evanston firms for Daintinq the exterior of the
Municipal Building. Only 2 bids were received, one of which was,
received too late for consideration. It is recommended that the
two bids be rejected and.the deposit checks returned immediately.
This has the approval of the Chairman of the Public Buildings Com-
mittee and the Purchasing Committee, and so moved. Motion seconded
by Alderman James. Voting aye Aldermen Bersbach, Hemenway, Soule,
Mogg, MacSteven, James, Rubin, J. Mitchell, Christensen, Corcoran,
Harwood and Thoma (12): Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $798.79
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen
Bersbach, Hemenway, Soule, tAogg,•MacSteven, James, Rubin, J. Mitchell,
Christensen, Corcoran,,Harwood and Thoma (12): Voting nay none.
Motion carried.
Alderman James for the STREET COMMITTEE submitted
report from the Commissioner of Public,Works relative to request
received from Kroger's, 1015 Howard Street, for a permit to construct
,two driveways to serve a new parking lot at 1015 Howard Street. It
is recommended that permit be granted for the construction of the
driveways as requested, provided that the movement of the street
light and the encasement of the street light cables be done at the
expense of the,applicant; that a satisfactory bond be provided and
that all construction be done to the satisfaction of the Public Works
Department. Alderman James moved request be granted. Duly seconded
and carried.
Alderman Bersbach for the ZONING COMMITTEE sub-
mitted a communication received from the Zoning Board of Appeals
recommending that the appeal of Mrs. Hildur F. Clarke for a variation
from the Use Regulations of the zoninq ordinance to permit Sigma Chi
Fraternity to use the premises now owned by Mrs. Clarke at 2603
Sheridan Road as national.headquarters and,as a memorial and museum,
be granted, subject to the following conditions:
1. Not more than ten persons shall live on the premises.
2. No undergraduate activities, such as dances, parties
or other entertainment or social functions shall be
permitted on the premises.
3. The house shall in fact be used as national headquarters
for Sigma Chi fraternity and as a memorial and museum
building and for no other purposes, except as permitted
by item one above.
4. A sign identifying the property and not exceeding eighteen
inches in height by thirty inches in length may be erected,
but such sign shall not be.illuminated.
5. If the use permitted by this variation be changed, or if
the property be sold to other than Sigma Chi fraternity,
its use shall then be limited to the most restricted use
permitted in the district in which it shall then be located
by the zoning ordinance in effect at the time of said change
in use or ownership.
Committee,on Zoning,recommends that the City Council concur in the
recommendation.of the Board and grant this appeal subject to the
above conditions, and so moved. Duly seconded and carried.
UNDER SPECIAL COMMITTEES: Alderman Corcoran
for the SPECIAL COMMITTEE ON PARKING made the following report:
"At the Council meeting of May 8 a letter from Mr. G.B.
Rockafellow, Secy.-Treas. of an organization known as the Northwest
Evanston Property Owners Association, was read by the City Clerk.
This communication and the resolution enclosed therein were referred
to the Special Committee .on Parking. This resolution, which the
committee understands was adopted by a small majority of those
voting at a meeting of this group of citizens,,requests that all
parking meters be removed from "Central Street."
Your Committee feels that as a matter of information to
the members of this organization and the public, it should make the
following report:
1. Parking meters were installed in Evanston after years of careful
study and consideration by the Evanston Chamber of Commerce, the
Evanston Planning Commission, the Traffic Engineer, the Traffic
Division of the Police Department, and upon recommendation of
Harry Lochner, a traffic consultant, specially employed by the
city.
2. Parking meters are presently being used successfully in 1,564
cities thruout the United States as of January 1, 1950. Addi-
tional cities are adopting parking meters each month.
3. Parking meters are instrumental in assisting in the enforcement
of parking regulations thus increasing the turnover in curb
space parking. This prevents all -day parkers from monopolizing
these spaces. It is estimated that the turnover in curb parking
has increased approximately 100 percent in Evanston since parking
meters have been installed. In certain highly congested business
blocks, the turnover is much higher.
4. There are presently 1,390 parking meters in operation in the
City of Evanston; 182 of these meters, or approximately 13
percent of the total, are located in the Central Street area.
Central Street is a street with much thru traffic with its
business areas having heavy traffic concentration. The all -day
commuter parking in.the vicinity of the North Western Station,
presents an additional parking problem for Central Street.
5. The first steps toward solving the parking problem in Evanston
a were taken in north Evanston where in excess of $40,000 is
being spent to provide off-street parking facilities at
Stewart Avenue and Central Street. An option has been secured
for the purchase of property near Lincolnwood Drive and Central
Street for additional off-street parking facilities. These
funds are coming from proceeds of parking meters located thruout
the.entire city.
6. The parking problem exists in all cities and villages of all
sizes thruout the entire country. There are varied types of
parking problems thruout the city. Many locations have an
all-night and twenty-four hour parking problem which prevents
the Street Department from removing dirt and snow from the
streets. Residents in the vicinity of the university are
troubled with student parking. Every residential area bordering
a business zone or an area of restricted parking is flooded
with parked cars attempting to avoid the time limit area.
This is true whether there are parking meters or whether the
time limit is otherwise enforced. This is equally true in
other sections of the city as well as the Central Street area.
This problem of the "all -day fringe parker" is a very trouble-,
some problem for Evanston as well as other municipalities.
North Evanston is a part of Evanston and a part of the whole
problem which is community -wide and cannot be separated into
areas. Parking, like many other problems, can be solved, only
with the assistance and cooperation from individuals as well
as organizations. Limitation and regulation of parking is
recognized as a necessity in this motoring age. Automobile
registrations have reached the highest totals ever known and
far exceeds all expectations. Parking meters appear to be the
best solution thus far devised, so until such time as our
traffic experts and authorities on this subject can find a
better means of solving or helping to solve these problems
it is the unanimous recommendation of this committee that
our present policies be continued."
Alderman Corcoran moved the adoption of this report and that a copy
of same be sent to Mr. G.B. Rockafellow, Secy.-Treas. of the North-
west Evanston Property Owners Association. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman James of the Fourth
Ward spoke regarding the repeated violations of the smoke ordinance
by the Chicago & North Western Railroad and other violators, and

moved a reference to the Mayor, the Finance Committee and the
Buildinq Commissioner to as soon as is practical make provisions
for the abatement of the smoke nuisance in the City,of Evanston.
Duly seconded and carried.
Alderman J. Mitchell of the Sixth Ward stated
that the North Evanston 4th of July Assn. have asked if they could
use a special float illuminated to be driven through the town, in
districts around Central Street, Davis Street, Main Street and
Howard Street, advertising the 4th of July parade and fireworks in
the evening at Dyche Stadium, on the Thursday before the 4th (June
29) and the Monday before the 4th (July 3) and to have a student
band on the float. Made recommendation that we grant this permit
for those two nights, without sound equipment. Duly seconded and
carried.
Alderman Harwood of the Seventh Ward made a
reference to the Chief of Police, and the Police Committee to stop
s►oeedinq on Lincoln Street. This request is occasioned by the
accident to a boy living at Lincoln Street and Jackson Avenue.
Alderman Thoma of the Eighth Ward submitted
Petition from residents in the vicinity of Oakton Street and Linden
Avenue in regard to the improvement of the property owned by the
Wiqqinton family at the southwest corner of Linden Avenue and South
Blvd. This matter was brought up several years ago re: dumping
on this property. There is quite a cave that children are attracted
to, not to mention the unsightliness of the property. Asked the
Mayor that something be done about this precarious situation
immediately.
