Regular Meeting of the City Council held May 22, 1950, convening
at 9:55 o'clock P.M.

Mayor Ingraham presiding.
Alderman Rubin moved that the minutes of meeting
held May 15, 1950, be approved without reading. Duly seconded and
carried.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted an application received from John Foster requesting per-
mission to move a two story frame dwelling in good condition from
1620 Central Street to 1914 Foster Street. Committee on Buildings
recommends that this application be granted, subject to:
(1) the approval of the aldermen of the ward,
(2 the approval of the route by the Commissioner
of Public Works, and
(3) the securing of the necessary frontage consents
required by law,
and so moved. Duly seconded and carried.
Alderman J. Mitchell submitted application
received from John Foster requesting permission to move the two
story frame dwe,llin,g now in good condition at 1612 Central Street
to a new locati,on at 1800 Hovland Court. Frontage consents have
been filed with the Building Department but not checked. Committee
on Buildings recommends that this application be granted, subject
to the checking of the frontage consents, the approval of the
Commissioner of, Public Works of the route and the approval of the
Aldermen of the Ward, and so moved. Duly seconded and carried.
Alderman J. Mitchell submitted application re-
ceived from Mrs. Barney Richards of 1450 Pitner Avenue requesting
permission to build a tight fence six and one-half feet high around
the vacant lot to the west and rear of her property at that address.
Committee on Buildings recommends that this application be granted,
subject to approval of Aldermen of the Ward, and so moved. Duly
seconded and carried.
Alderman J. Mitchell submitted application
received from the Pfeiffer Realty Company requesting permission to
erect five Harnischfeger prefabricated houses at the following
addresses on Fowler Avenue: 1204, 12080, 12201 1224 and 1228.
Committee on Buildings recommends that this application be granted,
and so moved. This has the approval of the aldermen of the ward.
Duly seconded and carried, with Aldermen MacSteven, Corcoran and
Harwood voting nay.
Alderman J. Mitchell introduced An Ordinance
Amending Section 2179 of Article VII of Chapter XLVII entitled
"Plumbing Code" of Evanston Municipal Code of 1927, as amended.
This ordinance will deal primarily with licensing of Drain Layer's.
Asked that copies be sent to the Aldermen.
Alderman Corcoran moved that the Council meet
as a Committee of the Whole. Duly seconded and carried.
WHEN COUNCIL RECONVENED: Alderman Hemenway for
the FINANCE COMMITTEE presented andmoved the payment of the following
bills, and that the proper charges and transfers be authorized:

Alderman Hemenway presented and moved the payment

Alderman Hemenway submitted the following report
from the City'Collector:
"Mr. B. Force of. 2022 Grant Street paid the 9th installment
of Special Assessment ##1207 covering Lot 9 in Block 2 of Robt.
Commons Sub, once to this office and later to the County
Collector's office. He is entitled to a rebate of $5.28 for
the payment made to the County on October 3, 1941, which
payment should be charged to Special Assessment #1207."
This meets with the approval of the Finance Committee, and so moved.

Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, James,
MacSteven, L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly seconded
and carried.
Alderman Corcoran introduced An Ordinance .Amending
Article XIII entitled "Buildings of Class IV" of Chapter XIX entitled
"Official Building Code of the City of Evanston" of The Evanston
Municipal Code of 1927, by inserting therein a Section which shall
be known as Section 550a - Location of Drive -In Theaters, etc.,
Alderman Mogg for the PARK COMMITTEE submitted
report from the Commissioner of Public Works relative to requests
received for permission to use parks and beaches as follows:

Carol Kalsbuck, Social Chairman, Chapin Hall, for
permission to use Dempster Street beach for a picnic on
Saturday, May 27, 1950 from 6:00 p.m. to 1.0:00 p.m. .for
approximately 40.
Mrs. David T. Harper, for permission to use Elliot Park
for a breakfast Sunday morning June 4, 1950 at 8:30 a.m. for
24 fourth grade Sunday School girls.
Arthur C. Scully, for permission to use Elliot Park for
a picnic on Friday, June 16 from 5:00 p.m. to 8:30 p.m. for Cub
Pack 21. Approximately 100 men, women and children are expected
to be present.
Alderman Mogg moved that these permits.be granted. Duly seconded
and carried.
Alderman Mogg addressed the Council as follows:
"For some time the Supt. of Recreation has had demands
fo.r a Day Camp Program,. and he -feels that it will be possible
for the Bureau of Recreation to conduct such a program this
summer on,a self, supporting basis. He proposes to make a
charge of $6.00 per week for a three week period. The children
will be picked up each,morning .and brought back in the late
afternoon.
The Park Committee considered this matter this evening
and they feel that it would be a good program for the city to
institute, providing it can be self supporting."
Moved that the Supt. of Recreation be authorized to conduct a Day
Camp Program providing it can be done on a self supporting basis
and that the necessary liability insurance policy be secured to
protect the city., Duly seconded and carried.
Alderman Rolfes for the POLICE COMMITTEE stated
that just recently the City purchased a three -wheeled motorcycle
for the Police Department and it will be necessary to have a radio
installed in same. Accordingly moved that the Commissioner of
Public Works be authorized to secure bids for the purchase of this
radio. Duly seconded and carried.
Alderman Barber for the PUBLIC BUILDINGS COMMITTEE
moved that the Commissioner of Public Works be authorized to adver-
tise for bids for fuel oil for use in the Police, Fire and Court
Building for the 1950-1951 heating season. Duly seconded and carried.
Alderman Barber moved a reference to•the Commis-
sioner of Public Works that he contact the Public Service Co. and
ascertain if it might not be possible to convert to gas for -the
Police, Fire and Court Building for next winter; in connection with
our consideration on fuel oil bids when received. Duly seconded and
carried.

Alderman Harwood for the�.PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works listing
bids received for furnishing 7 automobiles - 4 for the Health
Department and one each for the Street, Water and Sewer Departments.
These bids have been carefully considered by the Purchasing Committee
together with the Health, Street and Water Committees, and it is
recommended that the Commissioner of Public Works be authorized to
accept proposal of Thos. F. Hoskins Chevrolet Co. of $7,000.77 which
includes trade-in on 6 used cars; delivery to be made in 30 days.
This expenditure to be charged to the proper accounts. It is further
recommended that the Commissioner be authorized to return deposit
checks of unsuccessful bidders immediately and check of the successful
bidder upon execution of contract, and so moved. Motion seconded by

Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $289.73
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
James, MacSteven, L. Mitchell, Mogg, Soule, Barber, Hemenway and
Bersbach (15): Voting nay none. Motion carried.
Alderman James for the STREET COMMITTEE presented
and moved the passage of AN ORDINANCE AMENDING AN ORDINANCE DESIG-
NATED AS "TRAFFIC REGULATIONS OF THE CITY OF EVANSTON" adopted
February 2, 1942 and approved February 3, 1942; by adding to Section
118 thereof, entitled "Schedule 'A' Prohibited Parking" certain areas;
and to

Alderman Thoma for the WATER COMMITTEE moved that
the Commissioner of Public Works be authorized to advertise for bids
for furnishing a carload of sodium fluoride for use in water treat-
ment at the Filtration Plant. Duly seconded and carried.

UNDER CALL OF WARDS: Alderman Thoma of the Eighth
Ward submitted Petitions signed by approximately 50 persons covering
the entire vicinity on Brummel Street from Asbury to Dodge and from
the Skokie tracks to Howard Street, complaining about the hot dog
stand which was permitted to be placed a_t- the northwest corner of
Dewey Avenue and Howard Street. Moved that permit for this hot dog
"stand be revoked on basis of these petitions. Motion seconded by
Alderman Rolfes and carried.
Alderman J. Mitchell of the Sixth Ward stated he
had noticed that the government is no longer going to continue the
Coast Guard Station in Wilmette. Requested that the Mayor write the
proper authorities asking them to see if they cannot continue that
service as it is a definite contribution to the city and to the
Glenview Air Base, and it should be given to the North Shore as
there are no stations between Waukegan and Belmont Harbor.
Alderman James of the Fourth Ward stated that in
checking records with the Police Department on accidents at Washington
and Custer and Madison and Custer, moved a reference to -the Traffic
Engineer to bring in recommendation as to proper sign treatment of
these two intersections. Duly seconded and carried.
Alderman Barber of the Second Ward asked for a
meeting of the Public Buildings Committee next Monday, May 29, 1950
at 7:30 o'clock P.M.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
made the following appointments of names previously introduced:

Alderman Beck moved that these appointments be confirmed. Duly
seconded and carried.
