For Council records, Chief of Police Geishecker
has announced that the probationary period for Patrolman Harold
J. Henrichsen has been extended another 60 days; and effective
May 1, 1950, Edmund A. Nycz has been sworn in as a Probationary
Patrolman for a period of 60 days, being next on the Civil Service
list for police patrolmen.
Upon motion duly seconded and carried, the
Council adjourned at 10:10 o'clock P.M.

Alderman Harwood moved that the minutes of meeting
held May 1, 1950, be approved without reading. Duly seconded and
carried.
City Clerk Edward W. Bell, presented the following:
Communication from the Northwest Evanston Property Owners
Association together with resolution adopted by that association
requesting the Mayor and City Council to rescind their action and
remove parking meters from Central.Street. Alderman Barber moved
same be referred to the Special Committee on Parking. Duly seconded
and carried.
City Treasurer's Financial Statement as of April 30, 1950,
Alderman Hemenway moved same be referred to the Mayor, the Finance
Committee and the Auditor. Duly seconded and carried.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted application received from the Flashtric Siqn Company on
behalf of the Bulk Service Station at 1200 Chicago Avenue, requesting
permission to erect a projecting electric sign having a total area of
forty-six square feet which is six square feet in excessof the amount
permitted by the ordinance. Committee on Buildings recommends that
this application be granted provided that the sign is -so installed
as to have no more than forty square feet of its area projecting
over the sidewalk. Committee on Buildings recommends that this
application be granted, and so moved. Duly seconded and carried.
Alderman J. Mitchell presented and application
received from Roberts and Richards, Inc., requesting permission to
eject two illuminated signs placed flat against the walls of their
building at the,southeast corner of Davis Street and Maple Avenue.
The signs would have areas of 100 and 30 square feet respectively.
The ordinance limits the area of such signs to 80 square feet.
Committee on Buildings recommends that this application be granted,
and so moved. It is also recommended by the Building Commissioner,
that in view of the structure of the building and nature of same
having a high ceiling, this variation be granted. Duly seconded and
carried.
Alderman J. Mitchell submitted application received
from L.Q. Needler requesting permission to erect a three car frame
addition to the existing six car frame garage on the rear of his
property at 831 Judson Avenue. The written consent of the adjoining
property owner to the south agreeing to the extension of the proposed
garage to the line between the two properties is attached. The
resulting building would exceed the capacity permitted for frame
storage garages. Committee on Buildings recommends that this appli-
cation be granted. This also has the approval of Alderman L.
Mitchell at whose request same was held up last week. Duly seconded
and carried.
Alderman J. Mitchell introduced An Ordinance
Amending Section 689 of Article XV of Chapter XIX entitled "Official
Building Code of the City of Evanston" of Evanston Municipal Code of
19271 as amended. A copy of this ordinance has been given to each
alderman together with memorandum explaining the principal differences
between the amendment and the present Code.

Alderman Hemenway reported that the City has
$300,000 from the General Fund in U.S. Treasury bills. Accordingly ,
moved that the City Treasurer be authorized to re -invest $100,000
in U.S. Treasury bills on May 25 for a further 90 days. Motion
seconded by Alderman Harwood. Voting aye Aldermen Rolfes, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, L. Mitchell,
Mogg, Soule, Barber, Hemenway and Bersbach (14): Voting nay none.

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly seconded
and carried.

Alderman Corcoran for the PARK COMMITTEE sub-
mitted report from the Commissioner of Public Works on request of
the Covenant Church Couples Club for permission to use Eiden Field
House facilities on Saturday, May 20, 1950 from 7:00 p.m. until
midnight. The Superintendent of Recreation recommends that per-
mission be granted subject to the regulations governing such permits
and payment of a $5 attendant's fee. The Park Committee has considered
this matter and recommends request be granted, and so moved. Duly
seconded and carried.
Alderman Corcoran submitted report from the Com-
missioner of Public Works relative to requests received for permission
to use Dempster and Clark Street beaches:
Peggy,J. Orvis, in behalf of Northwestern University Women
Physical Education Majors, for permission to use Dempster Street
beach fora picnic and bonfire May 12 from 3:30 to 7:00 p.m.
for approximately 30 persons.
Mary Jane Brock, in behalf of Alpha Chi Omega and Delta
Delta Delta Sororities, for permission to use Clark Street beach
for *a picnic on May 15, 1950 from 5 :30 to 7:00 P.M. for
150 girls.
Mrs. John L. Gardner, in behalf of Evanston Girl Scouts,
for permission to use Dempster Street beach for a meeting on
June 2, 1950, from 4L30 to 7:30 P.M.
The Park Committee has considered these requests and recommends they
be granted, -and so moved. Duly seconded and carried.
Alderman Rubin for the POLICE COMMITTEE submitted
report from the Chief of Police stating that as an additional three -
wheeled servi-car has been ordered to properly police and check the
additional parking meter areas and City parking lots, this will
require the full time services of a police officer, and requesting
authorization to employ one additional police officer, with the rec-
ommendation that his salary be charged to the Parking Meter Account.
This matter was taken up in Committee of the Whole last week, and
accordingly moved this request be granted. Motion seconded by
Alderman Beck. Voting aye Aldermen Rolfes, Harwood, Corcoran,
Christensen, J. Mitchell, Beck, Rubin, James, L. Mitchell, Mogg,
Soule, Barber, Hemenway and Bersbach (14): Voting nay none. Motion

Alderman Rubin also submitted and read the
"On Saturday May 6, 1950 the National Safety Council
announced that Evanston was awarded Second Place in the National
Traffic Safety Contest in cities of its size for 1949. The
Institute of Traffic Engineers announced at the same time that
Evanston was awarded a tie with Fresno, California for First
Place in Traffic Engineering, also for 1949.
The American Automobile Association today announced that
the winner for the National Pedestrian Contest for 1949 for
cities of from 50,000 to 100,000 population was Evanston, as
First Place in the group..
Evanston also was awarded First Place in the Cook County
Traffic Contest for cities of 254,000 to 100,000 population.
This is a very good record for Evanston and Alderman Rubin commended
the Police Department on a job well done. Moved same be received and
placed on file. Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works stating the
Street Department is in need of a supply of grate bars and a new
pattern for same. A quotation has been received from Chicago Hardware
Company to supply these items at a cost of approximately $456. It is
recommended that the Commissioner be authorized to accept this
proposal to furnish 30 grate bars and a new pattern for same, the
expenditure to be charged to item No. 631. This has the approval of
the Chairman of the Street Committee and the Purchasing Committee,
and so moved. Motion seconded by Alderman James. Voting aye
Aldermen Rolfes, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach
(14): Voting nay none. Motion carried.
Alderman Harwood submitted report from the Com-
missioner of Public Works relative to bids received for concession
at Lee Street adjoining the beach. It is recommended that the City
Council authorize the acceptance of high bid of $402 by Campus Vending
Co. for concession rights at foot of Lee Street. It is further rec-
ommended that the Commissioner be authorized to returncbposit checks
of the unsuccessful bidders immediately and check of the successful
bidder upon execution of contract; and furnishing of a bond. This
has the approval of the Chairman of the Park Committee and the
Purchasing Committee, and so moved. Motion seconded by Alderman
Rubin. Voting aye Aldermen Rolfes, Harwood, Corcoran, Christensen,
J. Mitchell, Beck, Rubin, James, L. Mitchell, Mogg, Soule, Barber,
Hemenway and Bersbach (14): Voting nay none. Motion carried.

Alderman Harwood submitted report from the
Commissioner -of Public Works listing bids received for furnishing
playqround equipment for Independence, Alexander, Brummel and Clyde,
and Jenks parks. The Commissioner of'Public Works requests authority
to purchase this equipment at price quoted of $1,423.15 from George
Ekdahl, the low bidder, representing the Recreation Equipment Co.
charging $268 to account No, 520;'$1,011.35 to account 524-A; and
$143.80 to account No. 523. This has the approval of the Chairman
of the Park Committee and the Purchasing Committee, and so moved.

Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,
L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach (14):

Alderman Harwood submitted report from the Com-
missioner of Public Works stating additional fencing is required
for Leahy Park. A proposal has been received from the Cyclone Fence
Co. for the erection of this fence, using material we have on hand,
for $249, which includes new posts. This is the city's portion of
an agreement to split the cost of thefence between the Howard
residence at 2404 Ridge Avenue and Leahy Park. It is recommended
that the Commissioner be authorized to accept this proposal, the
expenditure to be charged to item No. 533. This has the approval
of the Chairman of the Park Committee and the Purchasing Committee,
and so moved. Motion seconded by Alderman Corcoran. Voting aye
Aldermen Rolfes, Harwood, Corcoran, Christensen, J. Mitchell, Beck, ,
Rubin, James, L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach

Alderman Harwood also submitted a report from the
Commissioner of Public. Works relative to fence for Brummel-Clyde
Play Lot; advising that the terms of the Lease with the Chicago,
North Shore Railway Co. requires the city to erect an 8 foot fence
along the railroad side. A bid has been received from Cyclone Fence
Co. for the erection of 330 feet of 8 foot fence for sum of $910.
This includes installation of a gate at approximately the center
of the Brummel Street site. It is recommended that the Commissioner
of Public Works be authorized to purchase this fence as above, the
expenditure to be charged to item No. 524-A. This has the approval
of the Chairman of the Park Committee and the Purchasing Committee,
and so moved. Motion seconded by Alderman Rolfes. Voting aye
Aldermen Rolfes, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach
(14): Voting nay none. Motion carried.
Alderman Harwood submitted report from the Com-
missioner of Public Works listing bids received for six (6)new
police cars with trade-ins. The Police Department and the City
Engineer recommend the acceptance of the bid of Broadway Ford, Inc.,
on 110 h.p. 8 cylinder cars as specified, at $3,653.21. The Com-
missioner concurs in this recommendation. The Chairman of the Police
Committee and the Purchasing Committee have decided to accept bid
for the 8 cylinder cars, which is considerably less than bid for
similar equipment from other dealers. It is recommended that the
Commissioner be authorized to purchase the above cars from Broadway
Ford, Inc., at price quoted, the expenditure to be charged to account
No. 142. It is further recommended that the Commissioner be author-
ized to return the deposit checks of the unsuccessful bidders immed-
iately and the check of the successful bidder upon delivery and
acceptance of the automobiles. This has the approval of the Purchasing
Committee, and so moved. Motion seconded by Alderman Rubin. Voting
aye Aldermen Rolfes, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, Rubin, James, L. Mitchell, Mogg, Soule, Barber, Hemenway and
Bersbach (14): Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $1,012.96
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Rolfes, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin,
James, L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach (14):
Voting nay none. Motion carried.
Alderman James for the STREET COMMITTEE moved that
the Commissioner of Public Works be authorized to advertise for bids
for Furnishing one new coupe with trade-in for use by the Street
Department. Duly seconded and carried.

Alderman Hemenway for the WATER COMMITTEE moved
that the Commissioner of Public Works be authorized to advertise for
bids for furnishing two new coupes with trade-ins; one for the
Water Department and one for the Sewer Department. Duly seconded
and carried.
Alderman Hemenway stated that the meeting of the
Water Committee which was called for tonight, will be held next
Monday, May 15, 1950 at 7:30 p.m. This is an important meeting
to consider additions to the service building. Mr. Maxwell is to
be present.
Alderman Bersbach for the ZONING COMMITTEE sub-
mitted a communication received from the Zoning Board of Appeals
recommending that the H.S. Martin Glass Company be permitted to add
a second story to the two car brick garage approved by the City Council
on June 21, 1948 and now under construction at 1916 Greenleaf Street.
Committee on Zoning recommends that the City Council concur in the
recommendation of the Board and grant this appeal, and so moved.
Duly seconded and carried.
Alderman Bersbach submitted communication received
from the Zoning Board of Appeals recommending that Mr. C.E. Nicholson
be permitted to erect a two story four car garage and two apartment
building so located on the rear of the property at 1505�Maple Avenue
as to be four feet from the dividing property lines and twenty feet
from the center of the alley. Committee on Zoning recommends that the
City Council concur in the recommendation of the Board and grant this
appeal, and so moved. Duly seconded and carried.
Alderman Bersbach submitted communication received
from the Zoning Board of Appeals recommending that H.E. Waldron be
permitted to erect a two story three -car garage with an apartment on
the second floor, so located on the rear of the property at 1433
Hinman Avenue as to be five feet from the south and ten feet from
the east property lines, and no farther west than the present garage
building. Committee on Zoning recommends that the City Council
concur in the recommendation of the Board and grant this appeal,
and so moved. Duly seconded and carried.
Alderman Corcoran for the SPECIAL COMMITTEE ON
PARKING stated there would be a meeting of that committee on
Wednesday, May 10 at 7:30 p.m.
UNDER CALL OF WARDS: Alderman Rolfes of the
Eighth Ward spoke of the Drive -In Theatres being built in the
neighboring cities around Evanston and the opposition to same;
stating further that an ordinance was recently enacted prohibiting
the building of same within the city limits of Chicago.. Moved a
reference to the Judiciary Committee, the Corporation Counsel and
the Mayor to see if we can give this some,study and bring in an
ordinance to prevent the erection of same in Evanston. Duly
seconded and carried.
Alderman J. Mitchell of the Sixth Ward made a
reference to the Commissioner of Public Works, the Corporation
Counsel and the Mayor concerning nuisance created at the Doetsch
pit. In the Spring the winds blow from the refuse piles along
Ridge Road and those people just East of Ridge Road get a considerable
amount of silt. All,the diggings from the Sanitary Sewer have been
piled there, and it is exceedingly worse than it was last year.
They were instructed to dump the fill in back of the pit and he
hoped some action can be taken as the Doetsch Bros. have violated
their trust with the city and some drastic action is necessary,
as they are using the public highway as a dumping yard. Duly
seconded and carried.
Alderman James of the Fourth Ward submitted
Petition.signed by all the property owners in the 2100 block on
Cleveland Street and all the property owners on Madison Place and
some on Seward Street, objecting to the use of the property in the
rear of 2201 Oakton Street as a landing place for helicopters.
Moved same be referred to the Mayor for appropriate action in
conjunction with whatever action he is taking on motion previously
made with respect to this subject. Duly seconded and carried.
