as a Committee of the Whole. Duly seconded and carried.

Alderman Bersbach moved that the minutes of meeting

Notice State of Illinois advising that our allotment of
Motor Fuel Tax for the month of March, 1950 is $11, 540.05.
Alderman James moved same be referred to the Commissioner of Public
Works and the Street Committee. Duly seconded and carried.
Petitions requesting the week of May 14-21 be declared
"Paths to Peace Week." Alderman James moved same be referred to
the Mavor. Duly seconded and carried.

Alderman Hemenway stated that on April 17, 1950
the Council approved bill on the Parking Meter Account for printing
of arrest tickets in amount of $365. In accordance with previous
custom this should have been charged to the Police Department Account.
Accordingly moved transfer of this charge of $365 for printing of
arrest tickets to the Police Department account No. 137 and the
issuance of a check on the General Fund payable to the Parking Meter
Account. Motion seconded by Alderman Harwood. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, Beck, James, L. Mitchell,
Mdgg, Soule, Barber, Hemenway and Bersbach (13): Voting nay none.
Motion carried.
Alderman Hemenway stated that last -week the
Continuation Certificate on bond for the Mayor was omitted from
among those presented. Moved that the continuation certificate
be prepared -and authorized in amount of $1,000 to be issued by
the Metropolitan Casualty Insurance Company of New York, Duly
seconded and carried.
Alderman Hemenway submitted communication from
the Court Clerk stating"that Miss Janet Loebbaka is taking a
leave of absence due to illness until September 1, 1950, and
asking authorization to employ another clerk during this temporary
period at a salary of $175 and charging it to item No. 346.

Alderman Hemenway submitted report from,the
City Collector stating'that Mr. John J. Boylan, 617 Sheridan Road
purchased two vehicle licenses for the same car, each for $5.
License and sticker #4237 have been'returned with a request for
refund of $5. Alderman Hemenway moved refund of $5 be made.
Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes,
Thoma, Harwood, Corcoran, Christensen, Beck, James, L. Mitchell,
Mogg, Soule, Barber, Hemenway and Bersbach (13): Voting nay none.

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock'P.M. Duly
seconded and carried.

Alderman Corcoran submitted request from The
Humane Society of Evanston for permission to have a Taq Day on
Saturday, May 13, 1950. The Committee has considered this request
and in view of the fact that we have for many years only had two
or three tag days of various organizations and do not wish to
enlarge on it, moved that this request be denied. Duly seconded
and carried.
Alderman Rolfes for the POLICE COMMITTEE sub-
mitted Annual Report of the Police Department for year ending
December 31, 1949, a copy of which has been given to each Alderman,
and urging them to read same carefully. Moved same be received and
placed on file. Duly seconded and carried.
Alderman Barber for the PUBLIC BUILDINGS COMMITTEE
asked for a meeting of his committee next Monday, May 1, 1950 at
7:30 o'clock P.M.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works listing bids
received for furnishinq and applyinq our 1950 road oil requirements
to the various unimproved streets and alleys. It is recommended that
the Commissioner be authorized to purchase, subject to State approval,
the required liquid asphalt from the low bidder, Andresen Corporation,
at the unit price of $0.1143 per gallon applied. This has the
approval of the Chairman of the Street Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman James. Voting
aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, Beck,
James, L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach (13):
Voting nay none. Motion carried.
Alderman Harwood submitted report from the Com-
missioner of Public Works listing bids received for furnishing a
10 column, electrically operated adding machine for use by the Fire
Department. Inasmuch as the Remington 10 column, electrically
operated adding machine is the preference of the Fire Department,
the Commissioner requests authority to purchase same from the
Remington Rand Inc., f or,sum of $261, the expenditure to be charged
to account No. 168. This has the approval of the Chairman of the
Fire Committee and the Purchasing Committee, and so moved. Motion
seconded by Alderman Corcoran. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, Beck, James, L. Mitchell, Mogg,
Soule, Barber, Hemenway and Bersbach (13): Voting nay none.

Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $1,048.22
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christense, Beck, James,
L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach (13):

Alderman James for the STREET COMMITTEE intro-
i'- duced An Ordinance,Designatinq-a street to be known as LINDEN PLACE.
UNDER CALL OF WARDS: Each Alderman present
extended congratulations and best wishes to Alderman -William F.
Soule, newly elected alderman of the Second Ward.
Alderman Corcoran of the Seventh Ward stated
there would be a meeting of the Special Committee on Parking next
Monday, May 1, 1950 at 7:30 o'clock P.M. ,
Alderman James of the Fourth Ward stated that
people in the 2000 and 2100 block on Cleveland and Seward Streets
are complaining of the use of property immediately west of 'them
across Hartrey Avenue, by a helicopter company They are quite
concerned about whether or not use of that property is to continue
as it has been in the last 30 days or so. They object to it and
petition the Mayor to take such steps as are necessary to discontinue
use of that plot as a landing field for a helicopter. Also referred
the matter to the.Judiciary Committee. Duly seconded and carried.
Alderman Soule of the Second Ward expressed his
appreciation for the very wonderful welcome given him.

Alderman Rubin moved that the minutes as

City Clerk Edward W. Bell, presented the following:
Petition requesting the immediate rescission of action
taken March 6, .1950 with respect to making Maple Avenue a one-way
street, southbound only. Alderman Barber moved same be referred
to the Street,Committee, the Mayor and Traffic Engineer. Duly
seconded and carried.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted an application, together with the frontage consents

required by law, from,M.E. Ekberg requesting permission to move
the two and.one-half story frame house at 620 University Place to
the vacant lot at 2003 Orrington Avenue. Committee on Buildings
recommends that this application be granted, subject to the approval
of the Aldermen of the Ward and the Commissioner of`Public Works,
and so moved. Duly seconded and carried.
Alderman J. Mitchell submitted an application
received from L.Q. Needler requesting permission to erect a three
car frame addition to the existing six car frame garage on the rear
of his property at 831 Judson Avenue. The written consent of the
adjoining property owner to the south agreeing to the extension of
the proposed garage to the line between the two properties is
attached. The resulting building would exceed the capacity per-
mitted for frame storage garages. Committee on Buildings recommends
that this application be granted, and so moved. Alderman L. Mitchell
moved that this application be held over one week. Motion seconded
by Alderman Rolfes and carried.
Alderman J. Mitchell submitted application
received from N.G. McKenty requesting permission to make a two story
brick addition having an area of 32 x 25 feet to the existing brick
dwelling on the rear of the lot at 606 Mulford Street. Committee on
Buildings recommends that this application be granted, subject to
approval of the Aldermen of the ward, and so moved. Duly seconded
and carried.

Alderman J. Mitchell submitted application
received from John Foster on behalf of Mr. and Mrs, Robinson
requesting permission to move the two and one-half story frame
residence from 1624 Central Street to the vacant lot at 2224 Emerson
Street. The -frontage consents required by law have been obtained
and are attached. Committee on Buildings recommends that this
application be granted, and so moved. This has the approval of
the Aldermen of the Ward. Duly seconded and carried. ,

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly seconded
and carried.
,Alderman Corcoran for the PARK COMMITTEE stated
that the Chicago & North Shore Railway Company have submitted Lease
for property on Brummel Street and Callan Avenue. .It is for a five
(5) year term at $10 per year with a 90 day cancellation clause.
The City -is to construct fence and furnish a -bond. Bond Premium
is,$61.77 for three year term. This,property is to be used for
park,or playground purposes. The Park Committee Fonsidpred this

Mayor and City Clerk be authorized to enter into this Lease and
to furnish an indemnity bond. Motion seconded by Alderman Thoma
who thanked the Corporation Counsel, Alderman Corcoran, the Com-
missioner of Public Works and Supt. of Recreation for their efforts
in,bringing this about. Voting aye Aldermen Bersbach, Hemenway,

Alderman Corcoran submitted report from,the
Commissioner of•Public Works on requests for permission to use
the f ollowinq,parks and beaches:
Speedo Polydoris, 933 Chicago Avenue, in behalf of
Methodist Young Folks Club to use Elliot Park for a picnic
and Dempster Street beach for a bonfire on May 7 from 6:30
to 8:30 p.m. for a group of 25 to 30 •young folks.
L.C. Wilson, 1800 Sheridan Road in behalf of Northwestern
University YMCA -YWCA and the Hillel Foundation, for use of Clark
Street beach on May 18 from 12:30 to 1:30. There will be about
40 students present.
Alderman Corcoran moved these requests be granted. Duly seconded
and carried.
Alderman Barber for the PUBLIC BUILDINGS COMMITTEE
moved that the Commissioner of Public Works be authorized to adver-
tise for bids for the painting of the exterior woodwork and metal
of the Municipal Building as per specifications on file in the

Public Works office. Duly seconded and carried.
Alderman Harwood.for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works relative,to
bid received for purchase of.a three -wheeled servi car for the
Police Department which has been requested by Chief Geishecker to
check parking meter zones. It is recommended that the Commissioner
be authorized to purchase one Harley Davidson three -wheeled servi
car from Hap's Harley Davidson Shop for $1,032.85, the expenditure
to be charged to Special Parking Meter Account 366-A. Delivery can
be made by May 10. .This has the approval of the Chairman of the
Police Committee, the Purchasing Committee and the Special Parking
Committee, and so moved. Motion seconded by Alderman Rubin. Voting
aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell,

Alderman Harwood submitted report from the Com-
missioner of Public Works listing proposals received for furnishing
25,000 beach tokens. The plastiq token is the preference of the
City Collector and it is recommended that the Commissioner be author-
ized,to purchase 25,000 plastic beach tokens from Keolyn Plastics,
in,accordance with proposal dated April 20 for $308.75, the expen-
diture to be charged to account No. 555. This,has the approval of
the Chairman of the Park Committee and the Council in Committee.of
the Whole, and so moved, Motion seconded by Alderman James. Voting
aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell,
James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,

Public Works listing bids for operating concessions at
various parks
and beaches.
It is recommended
that the Commissioner
be authorized to enter into a contract with George Brown for con-
cessions at Clark Street Beach, Dempster Street Beach and Boltwood
Park in accordance with his proposal of $1,006; and to enter into a
contract with Julius Sutton for concession at Foster Field in
accordance with his proposal of $51. It is further recommended that
the Commissioner be authorized to return the deposit checks of the
unsuccessful bidders immediately, and checks of successful bidders

upon the execution of contracts, and the furnishing of a satisfactory
bond. This has the approval of the aldermen, and so moved. Motion
seconded by Alderman James. Voting aye Aldermen Bersbach, Hemenway,

Alderman James for the STREET COMMITTEE presented
�t and moved the passage of AN ORDINANCE DESIGNATING A STREET TO BE
KNONN AS LINDEN PLACE. Motion seconded.by Alderman L. Mitchell.

L. Mitchell, James,,Rubin, Beck, J. Mitchell, Christensen, Corcoran,

UNDER CALL OF WARDS: Alderman L. Mitchell of the
Third Ward renewed his previous reference to the Street Committee
and the Traffic Engineer on installation of traffic control devices
at Sheridan'Road and South Blvd. He understood nothing could be
done until after May 1 and accordingly requested that a traffic
count be made there at the earliest practical date. Duly seconded
and carried.
Alderman James of the Fourth Ward submitted
communication which he received calling attention to an ordinance
recently passed in Denver havinq to.do with the subject of aviation. -
and asked same be referred to the Judiciary Committee. Duly seconded
and carried.
Alderman James addressed the Council as follows:
"Some years ago I brought up the question of negotiating
with the Estate of James Wigginton, Jr., having in mind that the
city.acquire a piece of property which is a part of that Estate,
located in the rear of the 1000 block on Greenleaf Street which
is between Maple Avenue and the alley west.
If the city could acquire this parcel, which is recommended
by the Plan Commission for acquisition, it would serve a two -fold
purpose: (1) it would rid a very nice residential neighborhood
of an eye sore, it now being zoned as non -conforming use.
(2) it would furnish a badly needed tot lot or park where
elderly people might gather during the summer months.
Moved a reference to the Lark Cn_m_mittee askinq that
committee to continue neqotiations with the principals of the
Estate to the end that the city acquire.by gift or purchase
or otherwise, that piece of property to be put to use to which
I refer." Duly seconded,and carried. .
Alderman Rubin of the Fifth,Ward stated he had
received numerous complaints from residents in,the vicinity of
Dodge Avenue between Greenwood and Dempster. There is a nail
factory there and during the summer months the doors being open
the noise from the machines is very annoying all day and all night.
Made a reference to the Building Commissioner and Fire Marshal.and
Commissioner of,Public Works,to see if they cannot stop this noise.

Alderman Rubin made a reference to the Traffic
Engineer for a traffic count at Church and Dodge and Emerson and
Dodge.
Alderman Beck of the Fifth Ward stated that some-
time ago,he made a reference about condition of Foster Street and
Brown Avenue, especially at the northwest Forner,,where the street.
is.very low. The gentleman living there would like to put ip a
sidewalk but is hesitant because of that condition. Made a reference
to the Commissioner of,Public Works and the Street Committee. Duly
seconded and carried.
Alderman Beck prevailed upon the Commissioner of
Public Works and the Street Committee to see what can be done about
paving of streets.
Alderman Harwood of the Seventh Ward made a
reference to the Street Committee and Traffic•Engineer to make a
traffic count at the earliest opportunity at Sherman Avenue and Noyes
and at Sherman Avenue and Foster. Duly seconded and carried.
UNDER MISCELLANEOUS BUSINESS: Mayor pro tem Mogg
