Regular Meeting of the City Council held April 17, 1950, convening
at 8:50 P.M.

Mayor Ingraham presiding.
Alderman Beck moved that the minutes of meeting
held April 10, 1950, be approved without reading. Duly seconded
and carried.
City Clerk Edward W. Bell,.presented the following:
Communication J.A. Reitzel, suggesting a two-hour parking
zone on the -south side of Grove Street from Oak to Maple; also a
two-hour parking zone on the east side of Oak Avenue from Lake
,to Grove. Alderman James moved same be referred to,the Street
Committee. Duly seconded and carried:
City Treasurer's Financial Statement as of March 31, 1950.
Alderman Hemenway moved same be referred to the Mayor, the Finance
,Committee and the Auditor. Duly seconded and carried.
Petition for adoption of a resolution that the week of
May 14-21, 1950 be declared "Paths to Peace Week." Alderman Barber
moved same be referred to the Judiciary Committee. Duly seconded
and carried:
UNDER SPECIAL COMMITTEES: Alderman J. Mitchell
for the CANVASSING COMMITTEE has canvassed the returns of a Special
Election for the Second Ward held on Tuesday, April 11, 19504F for
the purpose -of electing an alderman to fill the vacancy created by
the resignation of Neil H. Reynolds, and committee finds that
William F. Soule received the largest number of votes cast and
recommending that he be declared elected to the office of Alderman
of the Second Ward to fill said vacancy. Alderman Barber moved
the report be approved as read. Duly seconded and carried.
Alderman Hemenway for the FINANCE COMMITTEE
presented and moved the payment of the following bills, and that
the proper charges and transfers be authorized:

Alderman J. Mitchell for,the BUILDING,COMMITTEE
requested a meeting of Committee of -the Whole. Duly seconded and
carried.
WHEN COUNCIL RECONVENED: Alderman J. Mitchell
for the BUILDING COMMITTEE requested a.meeting of his committee
next Monday, April 24, 1950 at 7:30 o'clock P.M.
Alderman Corcoran for the JUDICIARY COMMITTEE ,
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Beck for the LOCAL IMPROVEMENTS COMMITTEE
presented and moved the adoption of a resolution authorizing the
institution of special assessment foreclosure proceedings on the
following locations:
3 lots on the east side of Hartrey Avenue between
Emerson and Lyons;
3 lots on the south side of Emerson Street between
Lemar and Leland;
1 lot on the south side of Emerson Street between
Lemar and Laurel;
1 lot on the west side of Leland Avenue between
Lyon and Emerson;
1 lot on the,east side of Lemar Avenue between
Lyon and Emerson;
2 lots at the northwest corner of McDaniel Avenue
and Church;
2 lots on the west side of Leland Avenue between
Lyon and Church;
2 lots at the northeast corner of Lemar and Church
and
parts of 2 lots at 2026 Green Bay Road.
Duly seconded and carried.

Alderman Mogg for the PARK COMMITTEE stated that
the committee met this evening and west over the summer beach and
playground program. It was decided to charge the same beach fees
as were charged last summer. The Supt. of Recreation requested him
to announce that tests will be given applicants for lifeguard positions
on June 3 and June 7.
Alderman Barber for the PUBLIC BUILDINGS COMMITTEE
stated that.in the committee meeting of the aldermen they approved
the final adjustment of extras qnd deductions on the electrical
contract work on the Police, Fire and Court Building with the Harmon
Electric Co.,in amount of, $8,2501 and moved that final adjustment
be made. Motion seconded by Alderman,Harwood., Voting aye Aldermen
Bersbach, Hemenway, Barber, Mogg, L. Mitchell,.James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (14):
Voting nay none. Motion carried.
Alderman Barber requested a meeting of the Public
Buildings Committee next Monday, April 24, 1950 at 7:30 o'clock P.M.
Alderman L. Mitchell for the PUBLIC UTILITIES
COMMITTEE requested a meeting of his committee next Monday, April
240, 1950 at 7:30 o'clock P.M.
. Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public.Works advising
that the City Treasurer is in need of 500 each of the blank forms
for Special Assessment Bonds in the denominations of $100 and $500
and listing two proposals received. It is recommended that the
Commissioner be authorized to accept the proposal of the American
Bank Note Company to furnish 11000 blank forms as above for sum of
$220, plus state tax, to be charged to Contingent Fund. This has
the approval of the Chairman of the Local Improvements Committee
and the Purchasing Committee, and so moved. Motion seconded by
Alderman Rolfes. Voting aye Aldermen Bersbach, Hemenway, Barber,
Mogg, L. Mitchell, James, Rubin, Beck, J. Mitchell, Christensen,
Corcoran, Harwood, Thoma and Rolfes (14): Voting nay none. Motion
carried.
Alderman Harwood submitted report from the
Commissioner of Public Works stating the recreational room in the.
Fire Station should have acoustical treatment for the ceiling, and
listing two bids received for this work. It is recommended that the
contract be awarded to Anning-Johnson Co. who are the sub -contractors
for the acoustical work on the original contract in amount of $269,
the expenditure to be charged to the proper account. This has the
approval of the Public Buildings Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman J. Mitchell.

James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,
Thoma and Rolfes (14): Voting nay none. Motion carried.
Alderman Harwood submitted report from the
Commissioner of Public Works advising that a new backstop for the
new hard baseball diamond at Boltwood Field is needed. It is recom-
mended that the Commissioner be authorized to accept the proposal
of the Cyclone Fence Company to furnish and install backstop at
Boltwood Field in accordance with City specifications for $590,

the expenditure to be charged to item No. 522. This has the approval
of the Park Committee and the Purchasing Committee, and so moved.

Hemenway, Barber, Mogg, L. Mitchell, James, Rubin, Beck, J. Mitchell,
Christensen, Corcoran, Harwood, Thoma and Rolfes (14): Voting nay
none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $1,032.82
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Mogg. Voting aye Aldermen
Bersbach, Hemenway, Barber, Mogg, L. Mitchell, James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (14):
Voting nay none. Motion carried.
Alderman James for the STREET COMMITTEE moved
that the Commissioner of Public Works be authorized to advertise
for our 1950 road oil_ requirements. Duly seconded and carried.
Alderman James submitted request made on behalf
of Mr. Jack Kerns of the Georgian Hotel, for permission to erect a
30 inch high picket fence around the parkways on the west side of
the Georgian, which would be on Hinman Avenue. These two plots of
parkway are 22 feet wide by 60 feet long each and the reason for
wanting to install a picket fence in this area is to keep people
from walking across the lawn and flower beds which they plan to

havethere this summer. It is recommended that this request be
granted subject to the filing of a bond satisfactory to the Corpor-
ation Counsel. This request has been considered by all members of
the Street Committee and the legal objections having been met with,
moved request be granted. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman Barber of the
Second Ward moved that the following Committee on Committees be
appointed to assign a committee for the new alderman, Mr. William
F. Soule: Alderman Corcoran,
Alderman Mogg,
Alderman Hemenway,
Alderman Thoma,
Alderman Bersbach,
Duly seconded and carried.
Alderman Corcoran of the Seventh Ward asked for
a meeting of the Committee on Committees next Monday, April 24,
1950 at 7:15 o'clock P.M.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
made the following appointment of name previously introduced:
Harry E. Meyers, Special Police - 6 months renewal
Alderman Rubin moved that this appointment be confirmed. Duly
seconded and carried.
Mayor Ingraham introduced the following names
for confirmation at the next meeting of the City Council:
Nick Athanasiou, Special Police - 6 months renewal
Carl Olson, 6 "
Guy Caselberry, " " 6 "
For Council records, Chief of Police Geishecker
has announced that the probationary period for the following
patrolmen has been extended another 60 days:
Angelo Tintori, Gordon 0. Olsen,
Also., Mark J. Schwartzhoff as a Probationary Patrolman for 60 days
effective April 16, 1950.
Mayor Ingraham made some remarks about the fire
at 709 Chicago Avenue and thanked the Chicago Fire Departments for
their assistance.
Upon motion duly seconded and carried, the
Council adjourned at 10:10 o'clock P.M.
