Regular Meeting of the City Council held April 10, 1950, convening
at 8:55 o'clock P.M.

Mayor Ingraham presiding.
Alderman Beck moved that the minutes of meeting
held April 3, 1950, be approved without reading. Duly seconded
and carried.
City Clerk Edward W. Bell, presented the following:
Communication Veterans of Foreign Wars,of the U.S. Evanston
Post No. 3598 extending an invitation to Council members and
Department Heads to be present at their installation of Officers
and Auxiliary on Wednesday evening, April 26, 1950 at the Swedish
Hall, at which time an Award of Merit will be presented.to Mr.
George H. Tomlinson and an Award of Merit to Radio Station WNMP.
Alderman Harwood moved same be received and placed on file. Duly
seconded and carried.
Alderman Hemenway for the FINANCE COMMITTEE
presented and moved the payment of the following bills, and that
the proper charges,and transfers be authorized:

Alderman Hemenway presented and moved the
payment of the following temporary payrolls to be paid April 15,
1950, same to be charged to the proper accounts:

Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes,
Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, James,
Mogg, Barber, Hemenway and Bersbach (12): Voting nay none. Motion
carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Beck for the LOCAL IMPROVEMENTS COM-
MITTEE•submitted Partial Estimate No. 1 in amount of,$4,1-50.00
due Charles Thumm Co. for construction of a sewer and water main
in,Nilles,'Subdivision, Under Special Assessment No. 1219, and moved
that the City Treasurer be authorized,to pay this sum to the,
contractor according to ordinance previously passed for this
improvement by delivering to said contractor bonds and contractor's
vouchers in the aggregage of $4,150.00. Motion seconded by Alderman
J. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
Christensen, J. Mitchell, Beck, James, Mogg, Barber, Hemenway and
Bersbach (12): Voting nay none. Motion carried.
Alderman Mogg for the PARK COMMITTEE submitted
request from the Junior High Department of First Congregational
Church,, Jor pprmiaRi_on to use Elliot Park for a picnic supper and
a'fire,on the beach, Sunday, May 21, 1950 from 5:00 to 7:00 P.M. for

approximately 80 children and adults. Also a request from the
Mr. and M.rs. Club of the First Methodist Church, for permission
to use Chandler Park Field House on Saturday evening, May 13, 1950
for a Barn Dance. Moved that these requests be granted and permits
issued and that a fee of $5 be charged for use of Chandler Park
Field Mouse. Duly seconded and carried.
Alderman Mogg presented a Plat of Bleser's Ridge
Subdivision of Lot 3 and part of Lot 1 in John J. Bleser's Division
of Lots 34 and 35 in County Clerk's Division of Frac11 Section 33,
T. 42 N. 8: 13 East of the 3rd P.M. in the City of Evanston
(being the south side of Glenview Road east of Crawford Avenue.)
Moved approval of said Plat and that the City Clerk be authorized
to complete with proper certification. Duly seco nded and carried.
Alderman Barber for the PUBLIC BUILDINGS COMMITTEE
moved that the Council meet as a Committee of the Whole. Duly
seconded and carried.
WHEN COUNCIL RECONVENED: Alderman Harwood for
the PURCHASING COMMITTEE submitted report from the Commissioner of
Public Works advising that the Sewer Division is in need of 6 manhole
frames and 12 grates, and listing two bids received. It is recom-
mended that the Commissioner be authorized to accept the proposal
of Neenah Foundry Co. to furnish 6 frames and grates and 12 additional
grates for $3874, the expenditure to be charged to item No. 33. This
has the approval of -the Purchasing Committee, and so moved. Motion
seconded by Alderman Bersbach. Voting aye .Aldermen Rolfes,, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, James, Mogg,
Barber, Hemenway and Bersbach (12): Voting nay none. Motion carried.
Alderman Harwood submitted report from the
Commissioner of Public Works advising that the Water Department
is in need of 6_manhole frames and lids and listing two bids received.
It is recommended that the Commissioner be authorized to accept the
proposal of the low bidder, Neenah Foundry Co. to furnish 6 manhole
frames and lids for $240, the expenditure to be charged to item
No. 410. This has the approval of the Chairman of the Water
Committee and the Purchasing Committee, and so moved. Motion
seconded by Alderman J. Mitchell. Voting aye Aldermen Rolfes,

carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of
$1,045.90 and moved that the Township Supervisor be authorized to
pay these bills., Motion seconded by Alderman Beck. Voting aye
Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, James, Mogg, Barber, Hemenway and Bersbach (12): Voting nay
none. Motion carried.
Alderman James for the STREET COMMITTEE submitted
report from the Commissioner of Public Works advising that the
North Evanston Fourth of July Association have asked for permission

to barricade Central Street between Crawford Avenue and Highland
' Avenue on June 30 from 2:00 to 4:00 P.M. and on July 2 from 12:30
to 4:00 P.M. This meets with the approval of the aldermen of the
ward and accordingly moved it be granted that barricades be placed
on Central Street as above, under the supervision of the Traffic
Engineer. Duly seconded and carried.
Alderman James requested a meeting of the Street
Committee next Monday, April 17, 1950 at 7:30 o'clock P.M. Duly
seconded and carried.
UNDER CALL OF^WARDS: Alderman Thoma of the
Eighth Ward submitted communication from Fred E. Westlake, 1127
Harvard Terrace relative to trees in the parkway, and moved same
be referred to the Mayor for handling.
Alderman Thoma also submitted communication from
Edward C. Band, 1708 Seward Street relative to condition of Dewey
Avenue at Seward Street and also about lot in rear of his home which
is completely under water and is causing seepage into his basement.
Asked same be submitted to the Mayor for handling, and also to the
Street Department. Duly seconded and carried.
Alderman Thoma addressed the Council as follows:
"In the past 30 days we have had visitors to the Municipal
Building who have complained about the type of homes beinq
constructed in the Eighth Ward, referring to those on Brummel
Street. While these homes are being built in compliance with
the Building Code; in talking with the Building Commissioner
and property owners this evening, it was suggested that possibly
the city should pass an ordinance stating the size of home that

could be built on a lot and pattern this similar to the
F.H.A. re�uir.ements. '
Referred this to the.Puildina Commissioner, Judiciary
Committee and the Cornoration Counsel to study the advisability
of submittinq an ordinance which would require a certain number
of rooms and area space of a home; also to consider the maximum
area, as an amendment to our Building Code."
Duly seconded and carried.
Alderman Mogg of the Third Ward called for a
meeting of the Park Committee next Monday, April 17, 1950 at
7 o'clock to consider the summer program.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
appointed the following Aldermen on the Canvassing Committee to
canvass results of election in the Second Ward:
Alderman John Mitchell, Alderman Harwood, Alderman Corcoran
Mayor Ingraham made the following appointments
of names previously introduced:
Carl K. Brown, Special Police - 6 months renewal
Mike Sexenian, " 11 6 "
Gustav B. Alm It if 6
Alderman Mogg moved that these appointments be confirmed. Duly
seconded and carried.
Mayor Ingraham introduced the following name for
confirmation at the next meeting of the City Council:
Harry E. Meyers, Special Police - 6 months renewal
Upon motion duly seconded and carried, the
Council adjourned at 9:15 o'clock P.M.
