Th oma " Rolfes ABSENT: None Mayor Ingraham presiding. 0 Alderman Rubin moved that the minutes of meeting held March 27, 1950, be approved without reading. Duly seconded and carried. Alderman J. Mitchell for the BUILDING COMMITTEE submitted application received from Northwestern University re- questing permission to relocate the wire fence eight feet .high which formerly enclosed Dyche Stadium and place it around the baseball diamond and practice field which front on Ashland Avenue and Isabella Street. It is proposed to completely enclose these play areas with the old fence and whatever new fence may be neces- sary to complete the enclosure. Included in this plan is a proposal to place the enclosures for the Stadium structure at the base of the arches so as to facilitate handling crowds at the footba_1 games. Committee on Buildings recommends that this application be granted, and so moved. Duly seconded and carried. Alderman Mitchell submitted application received from the .National Toddle House, Inc., requesting permission to move a one storyebrick veneer lunch room building from 1002 East Lake Avenue, Oak.Park, to the vacant property at the northwest corner of Howard Street and Clyde Avenue. The moving is to be done by the Winn Bros. Engineering Co. who do this type of work all over the United States. The usual house mover's bond will be posted in order e� K;l to protect the city against damage to the streets. Committee on Buildings recommends that this application be qranted, and so moved. Duly seconded,and carried. Alderman Mitchell presented an application received from Jerry Pregenzer requesting permission to operate a refreshment stand in a trailer to be located on the property two lots west of the northwest corner of Dodge Avenue and Howard Street. Committee on Buildings recommends that this application be granted, and so moved. Duly seconded and carried. Alderman Mitchell presented an application received from National Homes. Inc., of LaFayette, Indiana, requesting permission to build two prefabricated frame single family dwellings on the lots at 1326 and 1330 Hartrey Avenue. The only variation between these buildings and standard frame construction is that the exterior walls are made up of pre -assembled panels consisting of 2 x 3 studs glued and nailed to a laminated plywood exterior and interior wall surface. Committee on Buildings .recommends that the City Council grant this application, which hs the approval of the aldermen of the ward, and so moved. Motion seconded by Alderman Bersbach. Alderman Thoma stated that he wanted it understood that as far as the Eighth Ward is concerned they are not interested in any prefabricated house. Alderman Rolfes concurred in remarks of Alderman Thoma. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, James, Rubin, Beck, J. Alderman Hemenway submitted communication from the Building Commissioner relative to application received from St. Francis Hospital requesting that building permits for alterations and new constructiop in connection with a proposed internes' and resident doctors' building and the relocation of the building used as servants' quarters, be issued without fee. It is recommended that this request be granted and that the Building Commissioner be authorized to issue the permits without fee. Alderman Hemenway so moved. Motion seconded by Alderman Harwood. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg,.L. Mitchell, MacSteven, James, Rubin,,Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (15): Voting nay none. Motion carried. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly, seconded and carried. Alderman Mogg for the PARK COMMITTEE moved that the Commissioner of Public Works be authorized to solicit sealed bids for the operation of concession stands or wagons at Clark Street Beach, Dempster Street Beach, Boltwood Field and Foster Field for the 1950 season. Also, that the,Commissioner,be authorized,to solicit sealed bids for the necessary beach,tokens for 1950. Duly seconded and carried. Alderman Mogg submitted report from the Commis- sioner of Public Works relative to request received from Newland C. Roy, Pastor First Presbyterian Church, for permission to hold its annual Sunrise Service in connection with their youth program, on Easter Sunday, April 9, 1950, at Elliot Park. Services will be held about 7 to 7:45 and the attendance is expected to number 75. This is an annual request and moved permit be issued. Duly seconded and carried. Alderman Barber for the PUBLIC BUILDINGS COMMITTEE referred to letter which was given to each Alderman from the Plan Commission asking for a list of suggestions on capital improvements projects which might be required•by the various departments in the future.. As there area number of matters concerned with the Public Buildings Committee asked that the members kindly give thought to this during the week. There will be a.meeting•of the committee next Monday to discuss suggestions they might have. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Building Commissioner stating that the insurance policy written by the Ohio Casualty Co. covering projecting electric signs and clocks and protecting the City of Evanston and the owners of the signs; will expire on April 15. This policy can be renewed for the same premium, namely, $113.70. This business is handled by E.V. Dunphy of 518 Davis Street. It is recommended that it be renewed through the same source. This has the approval of the Purchasing Committee, and so moved., Motion seconded by Alderman Barber. Voting aye Aldermen Bersbach, Hemenway, Barber,,Mogg, L. Alderman Harwood submitted report from the Commissioner of Public Works listing three bids received for furnishing 18 ten ounce tarpaulins for the Street Division. It is recommended that the Commissioner be authorized to accept the proposal of the low bidder, Iden Company, to.furnishl8 ten ounce tarpaulins for $195.53, the expenditure to be charged to item 592. This,has the approval of the Chairman of the Street Committee and the Purchasing Committee, and so moved. Motion seconded,by Alderman James. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Alderman Harwood submitted report from the Commissioner of Public Works listing two bids received for printing 500 copies of Health Department Annual reports. It is recommended that the Commissioner be authorized to accept the proposal of the low bidder, Ace printinq Service, to print 500 copies of the Health Department Annual Report for $256.70, plus cost of cuts,.the expen- diture to be charged to account No. 219. This has the approval of the Chairman of the Health Committee and the Purchasing Committee, a,nd so moved. Motion seconded by Alderman Rolfes. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (15): Voting nay none. Motion carried. Alderman Harwood submitted the following report from the Commissioner of Public Works: "We have been employing Nels J. Johnson,to supplement the work of the City's tree trimming and removal crew. The basis of his billing is $2.20 per.man hour which includes use of all trucks, equipment and insurance. He has rendered individual bills for this work which must be processed, including prepar- ation of requisitions, orders and checks. It is recommended that the City Council authorize the Commissioner of Public Works to have this work billed on a monthlv basis at the same rates which will result in a considerable reduction in clerical work by city employees. All of this tree work is being charged against Miscellaneous Account No. 325." This has the.approval of the Chairman of the Park Committee and the Purchasing Committee, and so moved. Al; Alderman Christensen for the RELIEF COMMITTEE submitted bills of the Relief Administration in amount of $698.90 and moved that the Township Supervisor be,authorized to pay these bills. Motion seconded by Alderman Beck. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (15): Voting nay none. Motion carried. UNDER CALL OF WARDS: Alderman Barber, of the Second Ward reported that several constitutents in,his ward,have asked him to .refer to the Street Committee matter of Maple Avenue from Church Street to Davis Street beinq made a one-way street, for reconsideration; also the problem of "No Left Turn" at Church and Maple - west bound. Duly seconded and carried. Alderman Mogg of the Third Ward asked for a meeting of the Park Committee next Monday, April 10, 1950,at 7:30 o'clock P.M. to consider a number of matters in connection with the summer program. Alderman James of the Fourth Ward stated his attention has been directed to the seeming inconsistency with reference to Charge we make on two Davis,Street area parking lots after 6 o'clock at night. Made a reference to.thc Special Committee on Parking to consider that subject at their earliest convenience. Duly seconded and carried. Alderman James addressed the Council as follows: "Last Monday, the Council voted to direct the Mayor to insert a paid ad in the Evanston Review bearing`on the subject of improvement to unimproved streets. In the interim I have discussed the matter of publicity with the Review and there will in the next issue be inserted an article, which, in my opinion will be satisfactory and I hope it,will be to the Council. Reprints of that article may be made and put to such use as the Mayor may direct in the matter of acquainting the people what the policy of the city is. Asked the Council to reconsider its motion of last week and subsequently asked that the order be rescinded." Moved reconsideration of motion bearing on that subject. Duly seconded and carried. Alderman James then moved that the Council rescind its former action,taken,March 27, 1950 with reference to directing.the Mayor to insert an ad in the Evanston Review in the matter of treatment of unimproved streets and alleys in the City of Evanston. Alderman Beck of the Fifth Ward.made a reference to the Commissioner of Public Works and the Street Committee re- questing that the holes in Grey Avenue be filled in to give some relief to the residents there. This street is paved. Duly seconded and carried. Alderman J. Mitchell of the Sixth Ward commended the work of the city in the matter of tree trimming, etc., Alderman Corcoran of the Seventh Ward asked for a meeting of the Special Committee on Parking next Monday, April 10, 1950 at 7:30 o'clock P.M. UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham made the following appointments of names previously introduced: Ole Olson, Special,Police - 6 months renewal Carl G.
