Mitchell " Christensen " Corcoran " Harwood Th oma If Rolfes ABSENT: None, Mayor Ingraham presiding., Alderman Rubin moved that the minutes of meeting held March 20, 1950, be approved without reading. Duly seconded and carried. City Clerk Edward W. Bell, presented the following: Communication Korhumel-Heffron & Preiss Steel Co. requesting two-hour parking limit signs in front of their place of business at 2424 Oakton Street. Alderman Rubin moved same be referred to the Traffic Engineer and the Street Committee. Duly seconded and carried. Alderman Hemenway for the FINANCE COMMITTEE presented and moved the payment of the following bills, and that the proper charges and transfers be authorized: Building Department City Clerk's Office City Treasurer's Office Contingent Fund Fire Department Health Department Miscellaneous Fund Motor Fuel Tax Fund Municipal Building Municipal Court Park Department Parking Meter Account Playground Department Police Department Police & Fire Bond Building Acct. Alderman Hemenway submitted communication from the Building Commissioner in reference to request from Francis Kennedy, 1104 Foster Street for refund of a. permit fee of $17.00 paid by him, which permit was for a house improvement. As he has decided not to go ahead with the work it is recommended that a refund of the fee paid less 10% be made and cancellation of permit No. 26924. This meets with the approval of the Finance Committee, and so moved. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell,,Mogg, Barber, Hemenway and Bersbach (15): Voting nay none. Motion carried. Alderman Rolfes for the HEALTH COMMITTEE pre- sented the annual report of the City Health Department for the year 1949, together with letter of transmittal from the Commissioner of Health as follows: "I have the honor to submit the 75th annual report of the activities of the Department of Health of the City of Evanston, and cooperating private health agencies for the calendar year 1949. The high standard of health maintained in Evanston could not have been achieved without the cooperation of the private health agencies, the school health services, the members of the medical and dental professions and the three private hospitals. We wish to thank all city officials and departments for their cooperation with the health department during the past yeas." (signed) Winston H. Tucker, M.D. Commissioner of Health Alderman Rolfes moved that the Commissioner of Public Works be authorized -to solicit bids for publication of this report, the cost of which is to be charged to item No. 219. Duly seconded and carried. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly seconded and carried. Alderman Corcoran submitted communication from the Evanston War Veterans Council requesting permission to hold their annual Memorial Day parade on `Tuegda ,Aay 304.E 195,0,, starting at 11:00 A..M. at Mason Park, proceeding along Davis Street to 171 Patriots Park. The Committee has considered this request and recommends permit be granted, and so moved. Duly seconded and carried. Alderman Corcoran submitted report from the Commissioner of Public Works relative to request received from The American Legion, Evanston Post No. 42 for a permit to sell poppies in Evanston on Friday, May 26, 1950. The Judiciary Commit- tee has considered this request and recommends same be granted, and so moved. Duly seconded and carried. Alderman Mogg for the PARK COMMITTEE submitted reports from the Commissioner of Public Works relative to request received from Mr. Welland for the High School Fel]cwship of the First Methodist Church for permission to hold its annual Sunrise . Service on Easter Sunday, April 9, 1950 at Lake Front Park. Service will start at 6:30 A.M. and will last for about 30 minutes. Also a request has been received from the Younq Marrieds, Club of the Y.W.C.A. to use Eiden Field House Gymnasium on Saturday, May 6, 1950 from 6:00 P.M. until 12:00 o'clock midnight. These requdsts have been granted in the past, and moved permits be issued accordingly. Duly seconded and carried. Alderman L. Mitchell for the PUBLIC UTILITIES COMMITTEE requested a meeting of his committee next Monday, April 3, 1950 at 7:30 o'clock P.M. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Commissioner of Public Works listing two bids received for furnishing two 8 foot all metal playground slides with stainless steel chutes to replace two existing slides wrich have worn out. It is recommended that the Commissioner be authorized to accept the proposal of the low bidder, Georqe Ekdahl, to furnish two No. 406 stainless steel bedway playground slides for $346.00, the expenditure to be charged to account No. 561. This has the approval of the Chairman of the Park Committee and the Purchasing Committee, and so moved. Motion seconded by Alderman L. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (15): Voting nay none. Motion carried. Alderman Christensen for the RELIEF COMMITTEE submitted bills of the Relief Administration in amount of $1,027.59 and moved that the Township Supervisor be authorized to pay these bills. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (15): Voting nay none. Motion carried. Alderman James for the STREET COMMITTEE stated that at the last meeting of the council a group of 12 streets was offered to the aldermen for individual consideration during the week, the purpose being to limit parking to two hours on those streets between 8 A.M. to 6 P.M. With the permission of the aldermen asked that request of Korhumel-Heffron & Preiss Steel Co. for two hour parking limit on Oa.kton Street, south side, in front of their plant be included. Moved that the recommendation be referred to the Corporation Counsel requesting him to bring in an ordinance covering the situation. Duly seconded and carried. Alderman James submitted request from Chester W. Wisniewski, 1527 Greenleaf Street for permission to operate a hot dog stand on the east side of Dodge.Avenue between Main Street and Washington Street. It is a portable unit to be pulled away each night. Permission has been secured from the property owner_ and it is in a commercial area. A majority of the members of the Street Committee have approved and accordingly moved permit be issued. Duly seconded and carried. UNDER CALL OF WARDS: Alderman Christensen for the Sixth Ward submitted communication from Harry D. Anderson, 2312 Prospect Avenue, relative to condition of the curbing in front of their home, and asked same be referred to the Mayor and the Department of Streets. Alderman Christensen again spoke of the urgent need of repairs to the curbs and sidewalks and asked that this matter be given further thought. Alderman Christensen also submitted communication from the P.T.A. Council of Evanston by Sherman A. Garland, relative to student bus rates, stating there is no student rate for the 1209 High School students, 301 Upper Haven and 252 Nichols students, and giving information on Oak'Park rates. Asked same be referred to the Public Utilities Committee and the Corporation Counsel. Duly seconded and carried. I- I Alderman Christensen made a reference to the Mayor and Corporation Counsel of matter which has been brought to his attention regarding wording on signs throughout the city which have on them "Order of Police." 'It is suggested that these signs should read "By Order of the Council." Alderman Thoma of the Eighth Ward spoke regarding the condition of alleys and unimproved streets and suggested that the Review could help out with an article telling the people that the Supt. of Streets will get around to all of these alleys and streets and to.be patient until the frost gets out of the ground. Alderman J. Mitchell of,the Sixth Ward spoke of his many requests over the past months for a Public Relations Staff or committee appointed b the Mayor which might take some of the PP Y Y 9 sting off the aldermen when their constitutents,call at 11 o'clock at night to get their cars out of the alley. 'We should explain to the citizens through the Press as to what our responsibility is on the paving of streets and alleys. This is e suggestion for the Review. A general discussion was had by several of the aldermen with reference to condition of unimproved streets and alleys. It was the consensus of`the aldermen that additional information should be given to the public in an effort to make property owners realize that the responsibility for unimproved thoroughfares rests with the property owners themselves and not with the city. Alderman James then moved that the Mayor be authorized and requested to place a notice in the Evanston Review calling attention to this matter, and that arrangements be made to have copies available for enclosure in these ter bills, and that the aldermen be supplied with additional copies for their own use. Motion seconded by Alderman Thoma. Alderman Harwood suggested that the Mayor attempt to secure publicity from the Evanston Review without the expense of a paid advertisement. Roll Call was then taken on motion of Alderman James. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (14): Voting nay Alderman MacSteven (1): Motion carried. Alderman Rubin of the Fifth Ward made a reference to the Traffic Enqineer regarding all day parking of cars in the 1100 block on Foster Street by employees of the Gray Mills Corp. and the American Hospital Supply Corp. These cars park all day between Maple Avenue and Green Bay Road. Also the 1600 block on Darrow Avenue from Davis to Church Streets, where cars of employees from the Telephone Co. park their cars. Asked what can be done about getting some relief. UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham made the following appointments of names previously introduced: John C. Miller, Special Police - 6 months renewal Luther W. Avery, It at 6 to It Alderman Rubin moved that the above appointments be confirmed. Duly seconded and carried. Mayor Ingraham introduced the following names for confirmation at the next meeting of the City Council: Ole A. Olson, Carl G. Stuebe, William Wolf ord. Frank Sherry, Dale Stempel, Evald A.
